U.S. DEPARTMENT of HOMELAND SECURITY

Bureau of Customs and Border Protection Port of Savannah, GA

STATEMENT OF WORK

PROVIDE COURIER SERVICE OF DOCUMENTS TO AND FROM VARIOUS CBP SITE LOCATIONS AS IDENTIFIED TWICE DAILY.

SCOPE OF WORK:

Vendor shall be required to collect several mail bags with a maximum weight of 40lbs each and deliver them to the following locations:

SITE

1. U.S. Customs and Border Protection, 1 East Bay Street, Savannah, GA 31401;

2. U.S. Customs and Border Protection, c/o Georgia Ports Authority, 2 Main Street, Garden City, GA 31408. (TWIC required for entrance on GPA)

3. U.S. Customs and Border Protection, Savannah Operations Ctr, 139 Southern Blvd, Savannah, GA 31405;

Morning Schedule

Pick up @ Site 1 - 10:00am

Delivery & Pick up @ Site 2 - 10:30am

Delivery & Pick up @ Site 3 - 11:00am

Delivery @ Site 1 - 11:30am

Delivery @ Site 2 - 12:00pm

Afternoon Schedule

Pick Up @ Site 1 - 2:00pm

Delivery & Pick up @ Site 2 - 2:30pm

Delivery & Pick up @ Site 3 - 3:00pm

Delivery @ Site 1 - 3:30pm

Delivery @ Site 2 - 4:00pm REQUIRES THE USE OF STAIRS TO DELIVER AND COLLECT MAIL BAGS WITH A MAXIMUM WEIGHT OF 40LBS.

WORKING DAYS/Hours:

SERVICE: MONDAY THRU FRIDAY, EXCEPT FOR FEDERAL RECOGNIZED HOLIDAYS

First pick up begins at 10:00am and final delivery is at 4:00pm.

NOTE: Location 3 is a secure facility. TWIC card is required to gain entry to this location.

TWIC cards can be obtained from Georgia Ports Authority (GPA) at 5302 Frederick Street, Suite 203 Savannah, GA 31406. Contact GPA for more information required for processing at telephone number 912-356-5535. Cost for the card is paid via company check, money order or VISA card direct to GPA. Processing time for the card is approximately 4-6 weeks.

Note: TWIC card shall only be required by the vendor selected for award.

SPECIFICATIONS / STATEMENT OF WORK

1. GENERAL REQUIREMENTS

The Contractor shall provide all labor, supervision, tools, materials, equipment, and transportation to courier documents to/from designated CBP facilities, in accordance with this specification. Courier must maintain current TWIC access for the duration of this contract.

2. LENGTH OF AGREEMENT

This requirement shall be for a base and 4 option years. Option years shall be based on availability of fiscal year funds.

1. Courier Services (Base Year) – Date of award through 07/31/16.

2. Courier Services (Option Year 1) – 08/01/16 through 07/31/17.

3. Courier Services (Option Year 2) – 08/01/17 through 07/31/18.

4. Courier Services (Option Year 3) – 08/01/18 through 07/31/19.

5. Courier Services (Option Year 4) – 08/01/19 through 07/31/20.

3. GOVERNMENT FURNISHED PROPERTY (IF APPLICABLE)

At termination of this contract, the contractor shall return all Government-owned equipment, access cards, etc. that have been assigned to him/her for contract performance in the same condition, less normal wear-and-tear, as when initially received.

4. PROTECTION OF FURNISHED PROPERTY

The Contractor shall provide equipment, material and labor to perform the requirements of this contract. The Contractor shall take all action necessary to protect his/her and Government furnished supplies, materials, and equipment, and the personal property provided to his/her employees from loss, damage, or theft.

5. LOST AND FOUND ARTICLES

The Contractor shall ensure that all articles found by his/her employees while performing their duties under this contract are turned in to the Government Authorized Representative, at the facility.

6. MANAGEMENT

The Contractor shall manage the total work effort associated with the services required herein to assure fully adequate and timely completion of said services.

· Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, and quality control.

· The Contractor shall maintain an adequate workforce to complete work in accordance with the time and quality standards specified herein.

7. INSPECTION

All services, workmanship and material furnished or utilized in the performance of this contract shall be subject to inspection by the Government at any time during the term of the contract. All inspections by the Government shall be made in such a manner as not to unnecessarily delay the Contractor’s work.

The authorized representative is responsible for inspection of the Contractor’s work performance.

· If any service(s) performed is not in accordance with the contract requirements, the Government shall have the right to require the Contractor to perform the service(s) again in compliance with the contract requirements at no additional cost to the Government.

· Should work performance continue to fall short of the expected service, the Government shall have the right to terminate the contract with adequate notification to the contractor.

8. SAFETY REQUIREMENTS AND REPORTS

All work shall be conducted in a safe manner and shall comply with activity requirements.

· The Government will not provide safety equipment to the Contractor.

· The Contractor is to provide safety controls for the protection of the life and health of employees and other persons; to prevent damage to property, materials, supplies and equipment, and to avoid work interruptions in the performance of this contract.

· The Contractor shall comply with all pertinent provisions as may be amended by the U.S. Department of Labor, Occupational Safety and Health Act (OSHA), and all local fire codes.

The Contractor shall report to the authorized representative in writing all accidents resulting in death, trauma, or occupational disease.

· All accidents must be reported to the Contracting Officer within 24 hours of their occurrence.

The Contractor shall submit to the Government Authorized Representative a full report of damage to Government property and/or equipment caused by Contractor employees.

· All damage reports shall be submitted to the Government Authorized Representative within 24 hours of the occurrence.

The Contractor shall provide all safety and protective equipment required to perform the duties of the contract.

· All safety equipment shall comply with the applicable OSHA Safety Manual requirements and other applicable safety requirements.

09.

MATERIAL AND SUPPLIES

Contractor will furnish all necessary materials, supplies, equipment and/or transportation to meet the requirements specified herein.

10. PERMITS/ACCESS

The Contractor shall without additional expense to the Government, obtain all appointments, licenses, on/off-Port accesses and permits required for the execution and completion of the work.

A Georgia Ports Authority pass card/credentials and a TWIC card will be required by the contractor to gain access on and to get off of the Port. For more information on the TWIC go to www.tsa.gov/twic and for GPA credentialing go to www.gaports.com/CustomerServices/Credentialing.aspx. The Contractor shall comply with all applicable federal, state and local laws as required.

Additionally, initial access to facilities will require contractor and staff to successfully pass a local/international vetting process. The vetting process will be performed by local Customs and Border Protection Officers. Contractor and/or staff will be required to submit name (to include aka), social security number, date of birth, residence. Failure to provide required information or to pass investigation will prohibit contractor and/or staff from access to any and all CBP facilities.

NOTE: It is recommended that this process be completed immediately upon notification of contract award. You may contact Deborah Landy at 912-695-0410 to begin the process.

11. INSURANCE ***

Prior to contract award the selected vendor shall furnish to the Contracting Officer a Certificate of Insurance as evidence of the existence of insurance coverage. Failure to provide evidence of existing insurance will result in non-award.

Quality Control Provisions

1) The Contractor and all contractor personnel shall become familiar with and comply with the entrance and exit regulations for each site location.

2) No materials shall be removed from the bags at any time. Contents of each bag will be kept secure at all times and necessary precautions taken to protect against theft, loss or damage.

3) The Contractor shall ensure that upon completion of work that all tools, equipment, and supplies are returned to the designated storage place.

4) The Government will hold the Contractor responsible for any damage to Government property due to his/her failure to comply with these specifications.
