About this file
This is Addendum #1 to Request for Proposal (RFP) 8759-0-2018-BP issued by the City of Madison, Wisconsin Finance Department Purchasing Services for a Food Terminal Cross Docking Facility Feasibility Study. The addendum provides clarifications to bidder questions regarding the scope of work, which focuses specifically on the food terminal cross-docking component at the Oscar Mayer site in Madison rather than the entire 70-acre facility. Three buildings are under consideration: Building 43 (approximately 55,700 square feet with 4 dock doors and partial second floor, capable of cooling from 35-60 degrees), Building 71 (approximately 30,700 square feet with 17 dock doors, capable of cooling from 32-60 degrees), and Building 72 (approximately 58,000 square feet with 4 dock doors, capable of cooling from 32-60 degrees). The addendum confirms that finalists will be required to present in Madison, Wisconsin on Wednesday, December 5, 2018. Bidders must acknowledge receipt of this addendum on RFP Form B, Receipt Forms and Submittal Checklist.
The addendum clarifies that detailed existing conditions analysis for the site and buildings is available from the property owner, Reich Brothers, and that the USDA-AMS Wholesale Markets and Food Facility Design Program has an architect available to assist at no charge. The scope of work will be determined through a business and tenant input process, with flexibility for various types of food-related businesses including food processing, meat kit companies, and grocery delivery services, modeled after proof-of-concept facilities such as the Ontario Food Terminal in Toronto and the San Francisco Wholesale Produce Market. Contact information for questions regarding the RFP is provided by Brian Pittelli, City of Madison Purchasing Services, at (608) 267-4969 or bpittelli@cityofmadison.com.

RE: ADDENDUM #1
8759-0-2018-BP
Food Terminal Cross Docking Facility Feasibility Study
Notice to All Bidders:
Please note the following responses to the questions received:
1) Is the site analysis/business plan requested for the whole 70-acre facility or just for the food-terminal cross-docking component?
Answer) Only the food terminal site. The Oscar Mayer site has three buildings under consideration. Two are cold storage facilities (Buildings 71 &71) and one is climate controlled for dry storage (Building 43). 71 and 72 can accommodate multi-level shelving. There are other adjacent spaces, including the parking lot and food processing sections of the property that may be considered.
• Building 43: Approximately 55,700 Sq. Ft. Available; 4 Dock Doors; Can Cool from 35-60 Degrees;
Partial Second Floor
• Building 71: Approximately 30,700 Sq. Ft. Available; 17 Dock Doors; Can Cool from 32-60 Degrees
• Building 72: Approximately 58,000 Sq. Ft. Available; 4 Dock Doors; Can Cool from 32-60 Degrees
2) Has detailed existing conditions analysis been completed for the site and buildings? And is this or some measure of site and buildings analysis available prior to the RFP submission due date?
Answer) Detailed information on the site is available from the owner, Reich Brothers.
https://reichbros.com/property/oscar-mayer-madison-wisconsin/ USDA-AMS Wholesale Markets and Food Facility Design Program has an architect available to assist with work on this project at no charge.
3) Please clarify how much of the proposed project is envisioned as having multiple distribution tenants (by number of tenants or area) each with their own facility/refrigeration/logistics within the whole, and how much of the area is conceived for the cross-dock function?
Answer) This is to be determined through a business (tenant or pubic) input process. A proof of concept is the Ontario Food Terminal in Toronto.
4) Are food processing businesses, meat kit companies, grocery delivery businesses, etc. also a potential fit in the space?
Answer) Yes, potentially. A proof of concept is the SF Market (San Francisco Wholesale Produce Market), where the city manages the space as “vanilla” and allows tenants to shape the use.
