About this file

This is a Request for Proposals (RFP) issued by the City of Madison Information Technology Department in Wisconsin for an Outside Plant Audit of the Madison Unified Fiber Network (MUFN). The City seeks a qualified vendor to conduct citywide conduit, fiber, and splice information audits and inventory of the underground fiber optic network. The scope includes in-field audits to determine individual fiber usage, conduit occupancy, cable lengths, equipment types and locations, and digital photography documentation. The MUFN network comprises approximately 187 miles of underground routes, 2,327 handholes, 663 manholes, 132 city-owned connected facilities, 196 total building entrances, and up to 200 splice enclosures. The work will be conducted annually in specific geographic areas rather than as a single project. The RFP was issued on May 23, 2018, with questions due by June 4, 2018, answers posted June 7, 2018, and proposals due June 20, 2018, at 2:00 PM CST. No bidders' conference or site visit is mandated, though proposers may be asked to attend meetings or site visits at their own expense. The contract term is not specified in the RFP, though annual work is anticipated with potential renewals.

Pricing must be submitted as an all-inclusive, not-to-exceed fixed fee on Form D, covering all direct and indirect expenses including travel, equipment, and materials. Proposers must submit labor categories and hourly rates for project staff including managers, technicians, engineers, and project managers, with estimated annual hours for each task category. The RFP requires vendors to demonstrate a minimum of three years of experience in fiber optic cable audit and inventory services, pass criminal background checks for staff within two years, provide financial capability documentation, and maintain required insurance including $1,000,000 commercial general liability coverage. Local vendor preference applies to registered local suppliers. The City of Madison is tax-exempt and will not pay federal excise taxes or state sales taxes. No affirmative action plan exemptions are mentioned, and contractors with 15 or more employees engaging in aggregate annual business of $25,000 or more must comply with the City's affirmative action ordinance. Deliverables include GIS datasets, splice schematics and matrices, termination panel diagrams, field inspection maintenance reports, and comprehensive as-built documentation.

2 DESCRIPTION OF SERVICES/COMMODITIES

2.1 Overview and Requirements

The City of Madison is seeking a partner to conduct citywide conduit, fiber, and splice information audit and inventory of the Madison Unified Fiber Network (MUFN) outside plant network. The potential partner will perform in-field audits of the City’s fiber optic network to determining individual fiber usage, conduit occupancy, and collect physical information—cable lengths, equipment types, equipment locations and digital photos of each location and each fiber tray.

The objective of this work for the City of Madison is to illustrate where additional duct space can be utilized to expand capacity along existing routes without needing to perform new underground construction; where best to take slack out of the system when repairing fiber damage; and whether a handhole/manhole can accommodate the addition of a new splice enclosure if a new lateral needs to be added to the network.

The MUFN network composes of approximately:

Routes (all underground) – 187 miles Fiber – ranging from 12 to 144 strand count Handholes – 2,327 Manholes – 663 City-owned facilities connected – 132 Total building entrances – 196 Splice enclosures – up to 200

The work will not encompass performing the audit/inventory in a single project; instead, the projected work will be limited to specific areas of the City of Madison (a subset of the MUFN network) and conducted annually.

The City of Madison will provide the potential partner copies of the most current maps, plans, and other pertinent documentation relating to the projected network areas. Additionally, city staff will work with the potential partner to determine the best starting point for performing field surveys of City fiber infrastructure, and will coordinate closely with City staff throughout the audit.

Requirements

1. The bidder must have a documented minimum of 3 years conducting fiber optic cable audit and inventory services.

2. The bidder shall adhere to City of Madison access policy and permitting procedures.

3. The bidder shall have conducted and passed criminal background check of OSP staff within the last 2 years.

4. The bidder shall provide project management and oversite of the audit activities.

5. The bidder will work with City of Madison staff to develop data format collection

6. The bidder will walk out the documented cable segments to verify that the physical routing is accurate; while validating the routes, GPS coordinates are captured and documented for relevant infrastructure such as handholes, manholes, and splice enclosures.

7. The bidder shall document the initial physical details of the infrastructure, including any visible maintenance problems.

8. The bidder will survey the fiber termination points at each of the projected facilities connected to the network in order to identify, where possible, what fibers are active on the network, as well as to document and photograph physical aspects of the fiber termination (termination panel type, connector type(s), termination mounting location, etc.).

9. The bidder will perform an investigation of fiber splicing by opening splice enclosures and perform the following tasks:

a. Identify all cables present in the enclosure

b. Identify the splice assignments of each cable in the enclosure by auditing each fiber tray in the enclosure

c. Inspect the physical condition of the enclosure and each fiber tray within the enclosure to note any damage or sub-standard workmanship

d. Photograph the splice enclosure and fiber trays to support documentation of splice assignments and physical condition

e. Provide updated records to the city which reflects actual field conditions

10. Upon completing the field audits, the bidder will compile the findings and submit the following deliverables to the City:

a. GIS datasets – the bidder will provide detailed GIS-based maps and raw datasets depicting the physical routing of the fiber and location of all inspected City fiber infrastructure. GIS data will be provided in an ESRI-readable GIS format so that it can be integrated into the City’s existing fiber management software. The GPS data shall be spatially referenced using a coordinate system predetermined by conversations with City GIS staff. This same coordinate system will be employed in the GIS datasets to include the data captured for fiber infrastructure components, and given appropriate attributes corresponding to field survey data (including cable size, conduit size, handhole sizes, and the cable sequential footages for each slack loop).

b. Splice schematics – the bidder will generate and provide a master splicing diagram in Microsoft Excel, Visio and/or PDF format. The master splicing diagram will display a logical layout of the fiber network detailing all inspected fiber segments, splice locations, and facilities connected to the network. Each fiber segment and splice location will be identified according to the designated City cable labeling scheme, cable count, and fiber strand allocations.

c. Splice matrices – the bidder will provide individual splice matrices for each inspected splice location on the network in Excel, Visio, and/or PDF format. Each splice matrix will visually depict ribbon/tube-level splice details. Each individual splice matrix will correspond to a matching enclosure location on the master splicing diagram.

d. Termination panel diagrams – the bidder will provide a fiber termination panel diagram for each inspected facility connected to the network in Excel, Visio, or PDF format. Each diagram will illustrate the physical configuration of the termination panel, identify the connector type, identify which ports are utilized, and denote the far-end destination of each port.

e. Field Inspection Maintenance Report – the bidder will provide a report detailing maintenance issues identified during the field inspections. The report will provide supporting photographs, descriptions of the issues, and detailed location information for each identified item. Inspection findings shall be based on NEC/NESC/Bellcore standards, as well as any City-specified standards or requirements.

f. The bidder will provide the City with accurate “as-built” documentation and a comprehensive understanding of the condition of the physical infrastructure that bidder inspected.

2.2 Description of Work
