About this file
This is Addendum #1 to Request for Bids #8723-0-2018-BP issued by the City of Madison, Wisconsin Finance Department Purchasing Services for Fuel for Fleet Services. The addendum addresses bidder inquiries regarding fuel delivery requirements and pricing benchmarks for the 2019 contract year. The City seeks bids for five fuel options: Biodiesel B5 (294,000 gallons), Biodiesel B11 (336,000 gallons), #2 Ultralow Diesel (630,000 gallons), 87 Octane Unleaded Gasoline without ethanol (378,000 gallons), and 87 Octane Unleaded Gasoline with 10% ethanol (378,000 gallons). The contract period is anticipated to run from January 1, 2019 through December 31, 2019. B5 deliveries will be received at diesel tanks located at Badger, Sycamore, and Olin facilities beginning at the end of April 2018. Bid results are typically released within 72 hours of opening, though this is not guaranteed. Bidders must acknowledge receipt of the addendum on RFP Form B.
Pricing for all fuel options is structured as fixed, all-inclusive fees that remain constant for the entire contract period and any renewals, with escalation and de-escalation provisions tied to commodity futures indices until award notification. Gasoline prices escalate and de-escalate with the January 2019 New York Mercantile Exchange RBOB Gasoline contract (NYMEX:RB), diesel prices with the January 2019 New York Harbor ULSD contract (NYMEX:HO), and biodiesel prices with the OPIS Rack Average based on the Chicago Market. The addendum clarifies that biodiesel pricing should reference the ULS No. 2 line rather than New York Harbor ULSD, reflecting the City's current biodiesel tracking methodology. All bids must include performance bonds covering 25% of the fixed amount for each fuel type. Additional charges for winter additives, split deliveries, multiple drops, and demurrage are itemized separately. The incumbent vendor's previous bid and six months of recent invoices and bills of lading are provided as reference materials.

RE: ADDENDUM #1

Fuel for Fleet Services
Notice to All Bidders:
Please note the following responses to the questions received:
1) Please provide a copy of the original awarded vendor’s bid from your last awarded bid (pages where they put their pricing and/or signature and any additional pages provided with their bid) for gasoline and diesel.
A) See attachment #1 below.
2) Please provide two (2) invoices per month for the most recent six (6) months of your current contract delivered by your current vendor(s) and corresponding bill of ladings of each gasoline and diesel product.
A) See attachment #2 below.
3) Please list which locations that currently use regular on road diesel, B5 Biodiesel, and B11 Biodiesel.
A) B5 deliveries will be received by the diesel tanks at Badger, Sycamore, and Olin moving forward beginning at the end of April 2018.
4) The base price for B5 lists 2018 rather than 2019 like the other products- could you please update?
A) Please see Form D – Cost Proposal UPDATED below. Use this form to submit your bid.
Also note that instead of asking for the New York Harbor ULSD for Bio-Diesel options, we are now basing pricing on the OPIS Rack Average based on the Chicago Market. Please use the ULS, No. 2 line (see example below for the correct line). This is how the City of Madison currently tracks Bio-Diesel.
