About this file

This is Addendum 1 to a signage contract opportunity issued by the City of Madison, Wisconsin Finance Department Purchasing Services for the Madison Municipal Building renovation project. The addendum specifies critical installed signage that must be completed by August 15, 2018, across multiple building levels, including directional signs (S-EL, S-EV, S-FL, S-ME, S-MEN, S-NE, S-RE, S-RN, S-ST, S-WO, S-WON), elevator signage (EV-HO), and accessible route signage (RN-ADA) with specific room numbers for lower, first, second, and third levels. The addendum includes updates to eight drawing sheets and four signage message schedules, with the vendor required to work cooperatively with the General Contractor (JP Cullen and Sons) while coordinating with other subcontractors. Substantial completion of the renovation project is scheduled for July 2018, with the signage contractor expected to install signs as areas become available and free of other construction activities.

The addendum clarifies that no bonding requirements exist, Wisconsin business registration is not mandatory, and the successful bidder must comply with Madison General Ordinances Chapter 31 regarding sign erector licensing. Pricing must be all-inclusive, fixed-fee quotations that will not be exceeded upon contract execution. The City has eliminated prevailing wage requirements for 2018 per State Statute 66.0903. Key technical clarifications include confirmation that double-face tape mounting is acceptable for specified signs, glass panels weighing approximately 10 pounds can be tempered at 4mm thickness, and the vendor is responsible for engineering mounting brackets for 6mm thick ACP material. The warranty period is governed by Exhibit P Section 1.3 Quality Assurance rather than the 90-day period listed in Appendix A. Full-size mock-up submissions within 15 days of bid award are negotiable, and the contractor will have access to the sign designer through the City of Madison Engineering contact for clarification during shop drawing phases.

GENERAL QUESTIONS:

Please note the following responses to the questions received:

1) Are there any bonding requirements? I didn't see any in the bid package.

Answer) No

2) Does the company that wins the bid for the project need to be a registered State of Wisconsin or City of Madison business?

A) No

3) On page 6 number 27b,under licensing and permits it states that: The contractor selected under this bid shall be required to demonstrate valid possession of appropriate required licenses. Could you please tell me what are the necessary and required licenses?

A) Licensing of Sign Erectors is referenced in Chapter 31 Sign Ordinance of Madison General Ordinances.

4) 2.1 Signage Background & Scope of Work: Assuming signs are ready, can the installation begin as soon as specific areas are completed and free of other subcontractors, to allow for completion by the end of September?

Answer): Section 2.2 Renovation Project Background: The selected vendor will need to work cooperatively with the General Contractor (JP Cullen and Sons) including coordination with any glass fritting. Substantial completion of the renovation project is scheduled for July 2018;

5) 2.1 Signage Background & Scope of Work: Is there an assurance that all other contractors will be out of the building so that we can complete the installation in a timely manner?

Answer): Please see question 4 above.

6) Form D: Please clarify if you want an “All inclusive”, “Not to Exceed” or “Fixed Fee” quotation.

A) Your pricing must include all three aspects. The total must include everything, it shall not be exceeded upon execution of a contract, and it should be a fixed cost.

7) Appendix A: #5: All signs are custom; there is no model number. Is this an issue?

A) No

8) Appendix A: #5: Document states this manufacturer, model # and proposed delivery times are to included on the “Proposal Form” (Form D). Do you want this form altered to include this information or do you want this information on a separate sheet?

A) As long as your proposal meets all specifications listed in the RFP, you don’t need to alter Form D,

9) Appendix A: #16: Item Return Policy: Is this telling me that I have to accept “returns” that were ordered in error by the City or the specifications? Since each of these signs is custom manufactured, this does not seem fair and creates a financial burden on the successful bidder.

A) This will be negotiated with the winning vendor.

10) Appendix A: #23: I was not able to find the “prevailing wage rates” as directed. Is it possible for you to provide this document or provide more detail on locating it on-line?

A): No, the City has eliminated Prevailing Wage for 2018. Per State Statute 66.0903 enacted with the 2015-17 State Budget Bill we are no longer allowed to require Prevailing Wage on our local Public Works projects.

11) 1.1 Scope: d: I am confused by this statement. As the “sign vendor” to the City, I am the entity responsible for maintaining the warranty. And, we only work with manufacturers who share our quality requirements.

Please advise.

A) If that is the case then there should be no issue with complying with this statement.

12) 1.1 Scope: f: This warranty information is different from that included in the specifications (Appendix A, #14) which states the warranty period is 90 days. What is the warranty period under which the contract will be written?

A): 1.3 Quality Assurance, Item F of Exhibit P shall prevail over Appendix A #14.

13) 1.1 Scope: f, 3.5 Protection: a: Warranty also takes effect following punch list sign-off. Since we have no control over use of the building following the installation of signage, how do we control the condition of the installed signs? How soon will the punch list be completed after installation of the signs? (This is typically note an issue.)

A) This covers damage that is not from use. Punch list is typically done immediately after installation.

14) 1.4 Submittals: c: Submittal of full size mock-ups within 15 days of award of bid is unreasonable.

Depending on the sign type, full size mock-ups could take as long as 3-4 weeks. Is there room for negotiation in this regard?

A) This is an area that can be negotiated.

15) 1.4 Submittals: e: Maintenance Data: Data should include “purchase source listing and similar information”. I am not sure what this means. Do you want the name of the manufacturing company to by-pass the successful sign vendor for future purchases?

A) Client would typically not by-bass the vendor for future purchase. However, in the event that this is necessary, the source listing is helpful information to have on hand.

16) 2.0 Materials: f: Section states that “All fastenings, anchors, and attachments shall be non-corrosive, and all fastenings shall be tamper-proof. Mountings for the wall signs are not noted, however, no visible fasteners are shown. I am assuming double face tape mounting, which is not tamper-proof. Please confirm that double face tape mounting is acceptable.

A) Yes, double face tape mounting is acceptable for the signs where this is notated in the specifications.

17) 3.3 Installation: c: When will the architect be available to verify exact sign locations prior to installation?

Answer): Exact sign locations will be verified by City of Madison Engineering contact, and they in turn will be in touch with the architect as needed, and in the field as necessary.

18) 3.5 Protection: b: We cannot guarantee the signage against damage (by others) after installation. It would be best if signage (in specific areas) is among the last furnishings to be installed. Please advise.

A) Signage is typically among the last things for installation

19) Overhead or Protruding Signs: …If vertical clearance of an area adjoining an accessible route is reduced to less than 80” (nominal dimension), a barrier to warn blind or visually impaired persons shall be provided.

Where and how many of these instances exist? What type of barrier? Specifications?

A) There are no instances in this project where signage would be at a clearance level less than 80”.

20) Exterior Sign: Who is responsible for the base work? Who is responsible for the limestone? Who is responsible for the monument up-lighting? Who is responsible for the flag lighting fixture? Given the design of this sign, it would make the most sense for the signage contractor to only provide the letters and plaque and that the remainder of the sign is provided by the GC and EC.

Answer): This contract will supply and install the letters and plaque; Foundation, Limestone and Lighting will be provided outside of this contract.

21) Sign Type WD: What is the weight of the glass panel? Has it been confirmed that 4mm thickness can be tempered? Has it been determined that double face tape mounting is adequate for the weight of these signs?

A) The weight of the glass panel would be approximately 10 lbs. Yes, 4mm glass can be tempered. In our experience, tape mounting is adequate for this type of sign.

22) Sign Type WF: Has the mounting method been engineered? What is the weight of the 3form material?

“Notes” state that the “vendor is to weight test the sign prior to installation to ensure mounting brackets will securely support panel”. At the point of installation, it is too late to determine if these signs are going to work-or not. What happens if the signs are too heavy to be supported by the specified method? Who pays for the signs that are not useable?

A) Per the bid doc, page 9, the signage vendor needs to engineer the support brackets (3 per sign) to hold the weight of the sign material, which is also to be determined by the sign vendor based on the material description (6mm thick ACP). The weight of ACP panels varies between 1 and 2 psf depending on core material, so they are generally light-weight material. See note at the bottom of page 9: “NOTE: Vendor to weight test sign prior to installation, to provide the appropriate number of mounting brackets to support panel.” The signage vendor shall provide adequate anchorage for attachment to gypsum board with no assumption of additional blocking.

23) Site Plan Master Schedule: Shows 2 monument signs (EM-CU and EM-CU). Shows only one monument sign. Which is correct?

A): There are two monument signs shown on bid doc Exhibit P, Exterior Sign Locations, page 30.

24) Master Schedule: Various notes state, “mount at eye level”. Since eye level differs depending on a person’s height, what height is eye level? Shouldn’t there be some consistency?

A) A good rule of thumb is aligning the vertical center of the sign 60” from the floor. See also bid doc page 4, Wall-Mounted Signs 4.30.6 Mounting Location and Height note.

25) Master Schedule: Several notes state, “mount on glass, provide backer panel”. We need clarification on what material is to be used for the backer panels. We would suggest custom color vinyl to match sign background color.

A) The back panel would typically be of the same material and paint color as the front panel.

26) GENERAL: Is the successful bidder going to have access to the sign designer to clarify questions during the shop drawing phase of the contract?

A): All questions and shop drawings will process through City of Madison Engineering contact, and City Engineering will provide access to the sign designer as needed.

Bidders must acknowledge receipt of this addendum accordingly on RFP Form B, Receipt Forms and Submittal Checklist.
