About this file

This is Addendum 1 to an RFB for ammunition issued by the City of Madison, Wisconsin, Finance Department Purchasing Services. The addendum addresses two primary concerns raised by bidders regarding product specifications and pricing terms. Regarding product specifications, the addendum clarifies that Hornady TAP ammunition is no longer manufactured, and bidders unable to provide the originally requested Hornady TAP option may submit an acceptable alternate for evaluation by City of Madison Purchasing and Police. The contract is intended to occur on an annual basis, with the original RFB (8679-0-2017-BP) contemplating a multi-year term.

The addendum modifies pricing requirements in response to bidder concerns about market volatility in the ammunition sector. The City of Madison determined that only Year One pricing will be factored into the award decision, eliminating the requirement for bidders to project price percentage increases for Years Two and Three. Bidders are required to acknowledge receipt of this addendum on RFP Form B, Receipt Forms, and the Submittal Checklist. All questions and clarifications should be directed to Brian Pittelli, City of Madison Purchasing Services, at (608) 267-4969 or bpittelli@cityofmadison.com.

RE: ADDENDUM #1

Ammunition

Notice to All Bidders:

Please note the following responses to the questions received:

1) I have been informed by my ammo distributor that Hornady no longer makes the TAP line of ammunition and, as such, availability is limited to what dealers have in stock still. I would like to know if there is a different type of Hornady ammo that I can bid on in lieu of the TAP ammunition?

A) We are still trying to research alternatives. For the time being, if you cannot provide the requested option for Hornady TAP, please submit an alternate. City of Madison Purchasing and Police will decide if the alternate is acceptable.

2) I would also like to address the request for yearly price percentage increases on the bottom of the bid sheet. The ammunition market is extremely volatile and subject to price changes based on many different factors. It is almost impossible for me to determine how the ammunition market will fluctuate in two years.

As such, I can only assure you that our markup will be a consistent percentage based on what we are charged. If I say that the price increase will be 20-25% over the next few years, that will only be a “worst case scenario” and not something we would want you to expect to pay regardless of the market dictating lower prices. Please advise if I am REQUIRED to submit a percentage increase, or if I can somehow explain my numbers in those boxes as I have here.

A) The City of Madison understands the volatility of the markets and certainly don’t want to be locked into a contract where we need to pay more than necessary. For the sake of comparison, we have decided to request pricing only for one year. Years two and three will not be factored into our decision making process. It is the intention that this RFB will now occur annually.

Bidders must acknowledge receipt of this addendum accordingly on RFP Form B, Receipt Forms and Submittal Checklist.
