ETMS Questions and Answers
1. We are a Switzerland based company with head office in Switzerland. I wanted to check if we could apply for this RFP or is it exclusively for US owned / US based firms?
HUD Response: All Contractor employees must be able comply with HUDAR 2452.237-75
Access to HUD Facilities (page 31) and HUDAR 2452.239-70 Access to HUD Systems (page 35).
2. Is there an incumbent contractor currently providing these services? If yes, please provide us with the contract details.
HUD Response: There is not an incumbent contractor.
3. What would be the contract value for this opportunity?
HUD Response: The contract value will be determined at the time of award.
4. We are a software company and do not provide services. Thus we respectfully request any guidance or direction to assist us extending our valued s/w to those priming as well as to your
PM. We can provide several references vouching for the talent management efficiencies, digitalization, and innovation.
HUD Response: Continue to monitor https://beta.sam.gov/ for future opportunities. The
Government does not provide a list of potential offerors.
5. Would it be possible to receive a two-week extension?
HUD Response: An extension was addresses via Amendment 0001, which was posted on https://beta.sam.gov/.
6. Is the Technical Proposal for Phase I the same Technical Proposal required in Phase II?
HUD Response: No, Instructions to Offerors Phase I begin on page 79 and Instructions to
Offerors Phase II begin on page 84.
7. Does the Phase 1 Technical Proposal include Key Personal and Past Performance?
HUD Response: No
8. Will there be another Q&A before Phase II?
9. When will Phase 1 Demonstrations be held?
https://beta.sam.gov/ https://beta.sam.gov/
HUD Response: There are no demonstrations as part of Phase 1. Demonstrations are a part of
Phase II evaluations. An additional amendment to the solicitation will be posted providing additional information about Phase II demonstrations.
10. How many weeks after Phase I Technical Proposals are received will the Demonstration be scheduled?
HUD Response: An additional amendment to the solicitation will be posted providing additional information about Demonstrations.
11. Given the need to provide Past performance surveys – how many weeks after notification of successfully passing Phase I evaluation will Phase II be due?
HUD Response: An additional amendment to the solicitation will be posted providing a due date for Phase II proposals.
12. Per the Demonstration requirements the RFP stated the Presenter shall be the proposed
Contract/Project Manager. The Contract manager is often different from the Project Manager.
Can either one present?
HUD Response: Yes, either the Contract Manager or Project Manager will present the demonstration.
13. Software License – Will HUD own the licenses?
HUD Response: HUD will not own the licenses as the requirement includes a subscription for licenses.
14. Please provide further clarification/definition of the dedicated Vendor Hosted Cloud environment (non-shared with other agencies/clients) that is referenced on page 82 of the
1449, Criteria 4 (FedRAMP compliance). Does this requirement mandate a physically or logically separated vendor hosted cloud environment? Can the dedicated vendor hosted cloud environment requirement be satisfied by data separation/isolation at the database level?
Example: Clients would share a secure infrastructure (web servers, SQL servers, application servers, network hardware, etc.) but would have isolated databases for each instance
(production and non-production).
HUD Response: Vendor Hosted Cloud environment can be a Government Community cloud that can enable convenient, on-demand network access to a shared application and services.
The SaaS shall be rapidly provisioned and released with minimal management effort or service provider interaction. ETMS should be hosted on a shared and secure platform (web servers, SQL servers, application servers, network hardware, etc.) but would have isolated databases for each instance (production and non-production). The vendor shall ensure data is protected in-process, in transit and at rest.
15. On page 82 of the 1449, Criteria 4 (FedRAMP compliance) requires contractors to “Submit an approach that demonstrates that the Vendor Hosted Cloud environment is dedicated (non-shared with other agencies/clients)…” Considering that the majority of current FedRAMP certified commercial SaaS providers do not provide the option for a physically dedicated (non-shared) vendor hosted cloud environment, and to ensure maximize competition, will the
Government consider removing this portion of the requirement?
16. Page 98, Evaluation Factors – Socioeconomic Participation, is the Government more concerned with the amount of the contract value being subcontracted or the amount being subcontracted to small business? For example: If the offeror (Large) only subcontracts 25% of the contract value, and at least 60% of the subcontracted value proposed is to go small businesses, will the offeror receive an Excellent Rating?
HUD Response: Please refer to page 98 regarding how the Government will evaluate
Socioeconomic Participation Factor.
17. Page 98, Evaluation Factors – Socioeconomic Participation, is the Government more concerned with the amount of the contract value being subcontracted or the amount being subcontracted to small business? For example: If the offeror (Large) only subcontracts 25% of the contract value, and at least 50% of the subcontracted value proposed is to go small businesses, will the offeror receive a Good Rating?
HUD Response: Please refer to page 98 regarding how the Government will evaluate
Socioeconomic Participation Factor.
18. ATTACHMENT 7 SUBCONTRACTING PLAN (1) GOALS STATES “Zero dollars is not an acceptable goal for the SB, SDB, WOSB, HUBZone, VOSB or SDVOSB categories since this does not demonstrate a good faith effort throughout the period of performance of the contract” – If the offeror has a strong Socio-economic Participation Plan and proposes to subcontract at least 50% of the subcontracted value to small businesses but has zero dollars proposed for any given category, will the offeror’s plan be considered unacceptable?
HUD Response: The Government will evaluate in accordance with the Socioeconomic
Participation Factor as indicated on page 98.
19. Pages 98-99, Evaluation Factors – Socioeconomic Participation, Can non-labor items such as software license and support costs that are subcontracted to another company be included in both the “contract value” and “subcontracted value” cited throughout the SOCIOECONOMIC
PARTICIPATION section (pages 98-99 of the 1449)? If yes, how should these non-labor items be entered in the table on page 91 of the 1449 to ensure that they are appropriately considered when evaluating the Prime contractor’s Socioeconomic Participation?
HUD Response: No
20. Page 1 and 8 show: NAICS 518210 and Page 72 Shows: "The North American Industry
Classification System (NAICS) code for this acquisition is– 541511." Please clarify the NAICS code for this solicitation.
HUD Response: The NAICS code for this solicitation is 518210.

Are there a set of reports that HUD is looking for SI to create as part of the implementation?
If so, how many?
22. PWS Section: 1.3.1.1.20 Salient Characteristics for the new HUD Enterprise Talent Management.
Quote: Integration and/or interface of social learning tools such as, web conferencing tools, eLearning blogs, social media groups ability to interact with peers, and tracking tools to monitor learner engagement and participation. Are there any specific tools that HUD is looking to integrate?

HUD Response: An extension was addresses via Amendment 00001, which was posted on https://beta.sam.gov/.
24. PWS Section: 5.2.2.1 Data Migration Analysis and Design. Quote: The Contractor shall analyze, design, and execute a solution that allows data to be migrated into the new HUD ETMS based on an agreed upon predefined format. What volume of compensation data will be migrated into
Cornerstone on Demand (CSOD)?
HUD Response: The requirement does not require data to be migrated into Cornerstone on
Demand. HUD utilizes the Compensation Module for annual awards processing. There will be no historical compensation data migrated to the new ETMS system.
25. How many total users (including populations such as employees, contractors, etc.) will have access to the system?
HUD Response: As of 11/26/19, there are approx. 7,000 HUD employees who will have access to the system.
26. PWS Section 5.2.2.1 Data Migration Analysis and Design. The Contractor shall analyze, design, and execute a solution that allows data to be migrated into the new HUD ETMS based on an agreed upon predefined format. Learning management data migration– what type of data
(transcript?, content?, etc.) and how much volume will be moved?
HUD Response: The type of data HUD expects to be migrated as part of solution configuration includes user transcripts in their variety of historical learning completion stages (active, completed and archived), all ITL events and sessions with attendance rosters. Additionally our interactive 2,800 learning courseware catalog integration, setup and maintenance with an assortment of agency specific custom developed courseware in curriculums. The current volume of expected training completions to be migrated is approximately 800,000 historical records as of 12/4/2019 more after this date.
27. PWS Section 5.2.1.8 Functional Requirements. How is content currently managed? What type of content is created in-house versus being outsourced? If content is outsourced, what vendors are used?
HUD Response: HUD receives overall system administrative and Tier 3 Help Desk support from Department of Treasury to manage the learning courseware catalog content. HUD’s
Learning Management System (LMS) does not come with or create any content in-house, however there are several agency specific custom developed courseware in curriculum developed outside of HUD’s environment and imported that will need to be migrated, such as
Grants Management courses, Ginnie Mae Courses, Mandatory Training, and general skills training content. HUD currently utilizes the Skillsoft Courseware Catalog Library as the primary learning courseware content provider.
28. Attachment 3 Pricing Worksheet. Please confirm all offerors are required to propose the
Government provided NTE amounts for all LH and Travel LINs with NTE Values.
HUD Response: Offerors are required to propose amounts which do not exceed the
Government provided Not To Exceed Amount.
29. Attachment 3 Pricing Worksheet. Please clarify the requirements for completing the Quantity, Unit, and Unit Price fields for all LINs with Government-provided NTE amounts. For example, please confirm that the requirements for CLIN 0009 with an NTE value of $500,000 is for offerors to only provide labor categories and hourly rates associated with this Labor-Hour LIN.
HUD Response: The Offerors shall complete all columns of the Price Worksheet, which is labor categories, quantity, hours, rate and total.

HUD Response: Offerors are required to submit the Subcontracting Plan as a Part of Volume 2
Price Proposal tab (5).
31. SUBMISSION OF PROPOSALS, Phase Two. The solicitation states Volumes I and II must be submitted in PDF format, and all offers are required to submit the completed Price worksheets provided in Attachment 3 (which is a Word document). Please clarify if offerors are permitted to submit their completed Attachment 3 in a MS Excel workbook format.
HUD Response: Yes, but the format must be identical.
32. Page 88, paragraph 6 Disposition of Proposals indicates offerors are required to submit a
Proposal Matrix which maps to the PWS and Evaluation Factors. Please confirm this matrix applies to the Technical response only.
HUD Response: Yes, this matrix applies to all evaluation factors except price.
33. Phase II Instructions to Offerors. Bullet number 4 requires offerors to submit the labor mix and
Level of effort matrix with their Technical Approach. Please confirm these details are not required for the LH LINs where the Government has provided NTE dollar values.
HUD Response: The labor mix and level of effort is required but shall not exceed the Not To
Exceed Amount.
34. Phase II Instructions to Offerors. The Socioeconomic Participation includes cost / pricing data which is typically not included in the Technical response. Please clarify whether this should be submitted in Volume 2 Price Proposal.
HUD Response: Socioeconomic Participation is a technical evaluation factor and shall be submitted in Volume 1, Technical Proposal.
35. Section V – Solicitation Provisions, the RFP requires Offerors to break down their total price to reflect labor categories, labor rates, number of hours, materials and any other costs that make up the bottom-line price. Please confirm offerors are not required to provide a detailed break down of labor categories and hours for the LH LINs where the Government has provided an NTE dollar value for all offerors to include in their proposed pricing.
HUD Response: Offerors are required to provide a detailed breakdown of labor categories and hours in accordance with Instruction to Offerors on page 92.
36. Please confirm all offerors are required to propose the Government provided NTE amounts for all LH and Travel LINs with NTE Values and that it will be these values that will be factored into the offeror's total evaluated price per the price evaluation criteria cited on RFQ page 100.

37. Section: 1.13 Transition In and CLIN 0001 - Transition-In. The PWS states "Transition-In is not required if the successor Contractor is the incumbent Contractor." However, the RFQ evaluation criteria for price found on page 100 of the solicitation indicates that "offers will be evaluated for award purposes by adding the total price for all options to the total price for the basic requirement". Given that the incumbent contractor is not required to provide pricing for CLIN
0001 - Base Period: Transition-In, will the Government consider removing the Transition-In pricing from the total evaluated price in fairness to non-incumbent contractors?
HUD Response: No, all line items will be included in the price evaluation.
38. LINs for Hosting Services IAW PWS Section 5.2.1 (FFP). Please confirm the PWS referenced should include 5.2.1 and 5.2.1.1.
HUD Response: No, the PWS reference is Section 5.2.1.1
39. LINs for System Implementation IAW PWS Section 5.2 - 5.2.5.3 (FFP). Please confirm the PWS sections referenced should exclude 5.2.1, 5.2.1.1 and 5.2.1.2
HUD Response: It should exclude 5.2.1.1 (Hosting Services) and 5.2.1.2 (Software Licensing
Subscription).
40. Option Period 3, LIN 0036. The NTE amount on the SF1449 is $200,000, however the NTE amount in Attachment 3 is $160,000. Please clarify the correct NTE amount to be included in the proposed pricing.
HUD Response: The correct NTE amount is $160,000.
41. FAR 52.222-46 is included in RFP Section V Solicitation Provisions. FAR 52.222-46 is included in
RFP Section V Solicitation Provisions. Reference is made to the full text of 52.222-46, paragraph
(a) which cites “Professional employees as defined in 29 CFR 541” where 29 CFR 541, subpart D, 541-300 defines a professional employee as one who is:
(1) Compensated on a salary or fee basis pursuant to § 541.600 at a rate per week of not less than the 40th percentile of weekly earnings of full-time nonhourly workers in the lowest-wage
Census Region (or 84 percent of that amount per week, if employed in American Samoa by employers other than the Federal government), exclusive of board, lodging or other facilities.
Beginning January 1, 2020, and every three years thereafter, the Secretary shall update the required salary amount pursuant to § 541.607; and
(2) Whose primary duty is the performance of work:
(i) Requiring knowledge of an advanced type in a field of science or learning customarily acquired by a prolonged course of specialized intellectual instruction; or
(ii) Requiring invention, imagination, originality or talent in a recognized field of artistic or creative endeavor.
Also per a separate definition of CFR 541-400, it is noted that Computer Employees are considered FLSA-Exempt. Given that FAR 52.222-46 addresses professional employees as defined by 29 CFR 541, rather than all FLSA-Exempt employees, please confirm that offerors should evaluate their proposed labor structure pursuant to these definitions and if determined as non-applicable, then the submission of a Compensation Plan will not be required.
HUD Response: FAR clause 52.222-46 has been deleted from the solicitation.
