B. SUPPLIES OR SERVICES AND PRICES

B.1 INTRODUCTION

The supplier shall furnish Field Reviews of Appraisals services, if and when requested by the contracting officer (or the authorized representative of the contracting officer) during the five year ordering period and within a stipulated aggregate amount, if any. Upon award of the proposed Blanket Purchase Agreement, the contractor agrees to the terms and conditions of the BPA exclusively with the US Department of Housing and Urban Development.

B.1.1 Identification of Agency

The Department of Housing and Urban Development (HUD), Office of Chief Procurement Officer (OCPO), Chicago Contracting Operations Branch, 77 West Jackson Boulevard., Room 2517, Chicago, Illinois 60604 has a requirement to acquire Field Reviews of Appraisals that will provide the Atlanta Homeownership Center (AHOC) a contracting vehicle to award individual Orders for Appraisal Review Report services to support the Federal Housing Administration, Single Family Housing, Roster Appraiser program. The BPA will provide a qualified contractor with predetermined firm-fixed prices for Appraisal Review Reports which the AHOC can utilize for acquisition of Field Reviews of Appraisals Support Services. These regions will be divided into geographic areas as described in Section B.5.

B.1.2 Objectives

B.1.2.1 Services include Field Reviews of Appraisals support in Tampa and Orlando Florida area.

B.1.2.2 The Government anticipates establishment of one or more Blanket Purchase Agreements (BPAs). Establishment of a BPA is not a contract because the government is not obligated to order any supplies or services, rather a BPA is a vehicle permitting the ordering of reoccurring services through Firm- Fixed Price Call Orders for project specific services. Call orders issued against an established BPA vehicle must comply with the ordering procedures outlined in this agreement. A Call Order is the contractual instrument issued by an authorized individual to the contractor. Calls for studies under the BPAs may be competed amongst the awardees if the government awards more than one BPA.

B.1.2.3 HUD’s goals for this BPAs include to obtain sources for qualified professional and technical expertise required to support HUDs projects nationwide.

B.1.3 Background

HUD has established a quarterly requirement with a deadline to review a percentage of Federal Housing Administration (FHA) roster appraisers, evaluate the findings, and recommend actions/sanctions for those appraisers who are found not to be performing in a satisfactory manner. These reviews are a Departmental priority for the purpose of removal of unsatisfactory performing appraisers as expeditiously as possible. To facilitate this requirement, the Atlanta HOC utilizes State Certified Appraisers to perform the on-site field reviews of properties and/or appraisals. The performance of the contractor is a vital link in the process. Providing these services in a timely manner is critical to this process and to HUD’s mission. It is essential that the contractor meet the established time frames/deadlines.

B.1.4 Scope

The contractor shall be responsible for the management and administration of all tasks assigned and shall furnish the necessary personnel, materials, labor, services (including all transportation that may be needed) necessary to conduct field reviews of appraisals of 1-4 unit family properties for the Department of Housing and Urban Development (HUD) Atlanta Homeownership Center (HOC).

A single firm may submit a quote on multiple geographic areas if it wishes. Contractors shall identify the geographic areas in which they are capable of performing the work identified in this Statement of Work (SOW)/Performance Work Statement (PWS).

B.2 Prices

HUD BPAs will establish agreed upon prices. The pricing established on the BPA shall be maintained throughout the life of the BPA or BPA call order, unless modified by the BPA contracting officer. At no time shall BPA call Order prices exceed awarded prices in HUDs BPA established prices. There will be no retroactive price increases allowed to existing orders.

B.2.1 Firm-Fixed Price Supplies and/or Services

For standard reoccurring supplies or services. This section may be utilized at the ordering level. The firm-fixed unit prices shall be fully burdened and include all costs related to perform the services, including labor, travel, overhead, etc. The proposed rates will remain in effect during the entire fiver year period of performance of any effective agreement.

Enter firm-fixed unit prices into the fourth column for each BPA Line Item Numbers (BLINs).

There are no intended nor implied guarantees regarding the Government’s usage of this vehicle. The BPAs established as a result of this RFQ does not obligate any Government funds. The government is obligated only to the extent of authorized orders actually made under the BPA.

Purchase Limitations: Each call order placed under this BPA must have a dollar limitation and be no less than least one unit and may not exceed 28 units. The BPA aggregated amount of all calls may not exceed $249,000.

Purchase (calls) made after the specified period of the BPA, or exceeding the aggregate total dollar limitation shall not be authorized, or considered an obligation.

The agreement may be written or revised as the option of the Contracting Officer. The Contracting Officer may consider annual requests for adjustments of proposed unit prices for reasons such as adjustment to minimum wages, provided that the BPA holder submitted in response to the request for quote, supporting pricing data to indicate the offeror proposed unit pricing using minimum wage and benefit information established by the Department of Labor. At time of proposing initial proposed unit prices, supporting data such as amount of effort included in unit pricing must be furnished so an equitable adjustment can be made in a fair manner with minimal potential for dispute or negotiations. Any modifications made to the BPA will be made as a supplemental agreement and must be within the scope of this agreement.

B.3 Frequency of Orders
