INTENT TO AWARD A SOLE SOURCE ORDER

The U. S. Department of Housing and Urban Development (HUD) intends to make a sole source award to Realty Trac Inc.

The authority permitting a sole source acquisition is FAR Part 13.501(a)(1)(ii), Authority Citation 41 U.S.C. 1901 - Simplified Acquisition Procedures, and Section 4202 of the Clinger Cohen Act of 1996 – Application of Simplified Procedures to Certain Commercial Items.

The Department of Housing and Urban Development (HUD) Office of Policy Development and Research (PD&R), has an ongoing need for reliable foreclosure, delinquency, and residential sales data in order to evaluate changes in neighborhoods and housing markets. HUD’s economists and policy analysts are routinely asked to monitor, assess, or characterize foreclosure and housing price dynamics at the national, state, metropolitan area, city, county or neighborhood levels. Thus, access to accurate and reliable foreclosure and residential home sales data at the national, state, metropolitan area, city, county, and neighborhood levels is necessary for responding to these requests.

According to preliminary market research, Realty Trac, Inc is the sole provider with the most complete data coverage (95% for foreclosures and 90% for sales transactions) gathered from the largest number of nationwide local recording offices. The data includes fields such as state, county, housing population, average default rate, foreclosure stats, pre-foreclosure stats, and bank repossessions. HUD employees will use these statistics to produce information gauging the effectiveness of HUD’s response to changes in the market. This information will be presented to HUD’s senior level management that are reporting to the public. In addition, the data and research will be used by HUD’s Policy Analysts to better understand the nation’s housing market and advance HUD’s mission to increase homeownership, support community development and increase access to affordable housing free form discrimination.

The contract will consist of a base, plus four option years.

THIS IS NOT A SOLICITATION. No solicitation package will be issued.
