About this file
This is a Statement of Work (SOW) for the WPC Shed Replacement project at Ramstein Child Development Playgrounds (Buildings 862 and 832), requested by the 86th Force Support Squadron (86 FSS).
The Contractor shall provide a complete turn-key solution for the delivery, assembly, and installation of three (3) new Wood-Plastic Composite (WPC) 2-room sheds to replace existing degraded storage structures that pose safety hazards. The project scope includes site preparation, demolition and legal disposal of existing sheds, assembly per manufacturer guidelines, anchoring to concrete slabs with corrosion-resistant anchor bolts, application of weather and waterproofing sealants, complete site restoration, and final inspection. All labor, materials, equipment, and transportation are the Contractor's responsibility. The Contractor must establish a secure work environment with 2-meter temporary safety fencing, implement strict tool control protocols, and conduct daily magnetic sweeps to eliminate construction debris and fasteners. Any damage to Government property, infrastructure, or utilities must be repaired or replaced at no additional cost.
Each of the three sheds must meet specific requirements: WPC Shed Model Style DeLuxe with 2 rooms in grey color, 12.24 square meter footprint (2.90 m × 4.22 m), pent roof with aluminum rafters and UV-resistant plastic, ridge height of 2.24 m and eaves height of 1.98 m, 28 mm thick hollow chamber profile wall planks, aluminum corner joints and base frame, aluminum doors with cylinder locks, textured safety glass glazing, operable aluminum skylight window, integrated metal gutter system with downpipe, and integrated ventilation grille. Upon project completion, the Contractor shall conduct a final inspection with the Government Representative to test hardware functionality, perform a final safety and magnetic sweep, execute warranty hand-off, and deliver all facility keys.

STATEMENT OF WORK
Project Title: WPC Shed Replacement
Location: Ramstein Child Development Playgrounds (Buildings 862 and 832)
Requesting Agency: 86th Force Support Squadron (86 FSS)
1.0 PROJECT OBJECTIVE
The Contractor shall provide a turn-key solution encompassing the site preparation, delivery, assembly, and installation of three (3) new WPC (Wood-Plastic Composite) 2-room sheds at the Ramstein Child Development Playgrounds (Buildings 862 and 832). The existing storage sheds have degraded beyond their serviceable lifespan, exhibit compromised physical integrity, and feature failed security mechanisms that pose severe safety hazards incompatible with child development environment standards. The Contractor shall provide all labor, materials, equipment, transportation, and safety measures required to replace these structures and complete the project fully ready for immediate Government use.
2.0 SITE CONDITIONS & SAFETY
The Contractor shall establish and maintain a highly secure and safe work environment tailored to an active child development center. The Contractor shall install 2-meter temporary safety fencing around the active construction footprint to strictly prevent unauthorized personnel and children from accessing the site. The Contractor shall implement strict tool control protocols to eliminate safety hazards. At the conclusion of each workday, the Contractor shall conduct a comprehensive daily magnetic sweep of the site to recover any loose fasteners, metal shavings, or construction debris.
3.0 DEMOLITION & DISPOSAL
The Contractor shall execute the safe dismantling, hauling, and legal off-site disposal of the three (3) existing degraded playground storage sheds. The Contractor shall ensure the strict protection and, if necessary, the temporary relocation of any surrounding Government property or playground equipment during all phases of construction. Any damage to existing Government property, infrastructure, or utilities shall be fully repaired or replaced by the Contractor at no additional cost to the Government.
4.0 ASSEMBLY, ANCHORING & SALIENT CHARACTERISTICS
The Contractor shall assemble the three (3) sheds strictly per the manufacturer's structural guidelines. The Contractor shall secure the aluminum base frames to the concrete slabs using heavy-duty, corrosion-resistant concrete anchor bolts. Upon assembly completion, the Contractor shall apply industrial weather and waterproofing sealants to all baseline joints to prevent moisture intrusion.
The Contractor shall deliver and install products meeting or exceeding the following items for each of the three (3) sheds:

6.0 RESTORATION & INSPECTION
The Contractor shall conduct a complete site cleanup, remove all temporary safety fencing, and restore the staging areas to their original, pre-construction condition, ensuring the playgrounds are completely safe for child use.
To ensure quality control and compliance, the Contractor shall coordinate simple inspection checkpoints with a designated Government Representative:
• Final Inspection: A joint walk-through to conduct hardware testing (doors, locks, skylight function) and verify the final safety and magnetic sweep.
Upon successful completion of the Final Inspection, the Contractor shall execute the standard warranty hand-off and deliver all facility keys (for the cylinder locks) directly to the designated Government Representative.
