About this file
This is a bid proposal and contract document from the Commonwealth of Virginia Department of Transportation (VDOT) for a 2027 Plant Mix resurfacing project on secondary routes in the Fredericksburg District, spanning Caroline and Spotsylvania Counties. The project involves asphalt concrete placement, pavement markings, planing operations, and related traffic maintenance work across various routes. Bid items include approximately 1,597.2 tons of aggregate base material, 20,674 gallons of tack coat, 1,675.36 tons of asphalt concrete, and extensive pavement marking services totaling over 201,000 linear feet of line marking and 310,000 linear feet of temporary pavement markings. The contract includes a flexible pavement planing component of approximately 61,303 square yards. Bids were submitted electronically through Bidx on November 18, 2026, at 10:00 AM, with a project completion date of November 19, 2027. Prequalification is required for all bidders. The contract includes an alternate category bid item for shoulder maintenance material that may be approved by the engineer for use in lieu of standard aggregate base material.
Bidders must submit a five percent bid bond as a proposal guaranty. Prevailing wage rates apply, with rates varying by county: Caroline County flaggers at $12.89 per hour and Spotsylvania/Fredericksburg County flaggers at $13.64 per hour, along with corresponding rates for equipment operators and laborers. The project is federally funded through FHWA (Federal Highway Administration) with federal project number PM06419. Fuel adjustment and asphalt price adjustment provisions apply to specified bid items. Contractors must comply with Davis-Bacon Act requirements, affirmative action provisions, equal employment opportunity standards, and drug-free workplace requirements. The contract requires certified payroll submissions, maintenance of traffic during construction, and adherence to Virginia Work Area Protection Manual standards. No work shall be performed within one mile of schools during daytime operations (typically 6:00 AM to 4:00 PM) without coordination with the affected school district.

ALTERNATE CATEGORY BID ITEM AND AWARD OF CONTRACT
The Bidders’ attention is directed to the division of the Schedule of Bid Items into two sections, Section 0001 and Section 0002. The description of these two sections is as follows:
Section 0001
Base Bid - Standard Items required for the construction of the work listed in these schedules.
Section 0002
Alternate Category “A” Bid Item – Shoulder Maintenance Material** for possible use in SHOULDER RENOVATION work in these schedules
Bidders shall furnish prices on all bid items in Section 0001, and may also supply a price for the bid item in Section 0002. The award of the contract will be made to the responsive and responsible bidder submitting the lowest Base Bid for Section 0001. If the Contractor has also supplied a price for Section 0002, then the Department, with the concurrence of the Contractor, may allow the use of Shoulder Maintenance Material for shoulder renovation in lieu of, or in addition to, the graded Aggregate Material specified in Section 0001.
Any use of the Shoulder Maintenance Material or a combination blend must be approved for use by the Engineer before Shoulder Renovation operations begin; however, such approval is conditional, and its continued use based on successful performance in the field as determined by the Engineer. In the event the Shoulder Maintenance Material in Section 0002 is not approved for use, or no price for Shoulder Maintenance Material was included in the bid, the Contractor shall use the specified Aggregate Base Material for shoulder renovation work at the price provided in the Base Bid in Section 0001.
In the event the use of Shoulder Maintenance Material is permitted by the Engineer for Shoulder Renovation operations and results in the field prove unacceptable to the Department or the Contractor, the permission for its continued use will be withdrawn, and the Contractor shall use the specified Aggregate Base Material at the price provided in the Base Bid in Section 0001.
https://covgov.sharepoint.com/sites/TM-VDOT-SC-Specifications-External/2016_Standard_Specifications/cn102-000100-01.docx
The award of the Contract will be in accordance with Section 103.02 of the Specifications except as amended herein.
**Shoulder Maintenance Material shall be as specified in Special Provision for Shoulder Renovation (10-3-
16) Note: The use of CHCC or any CHCC blended material as Shoulder Maintenance Material will only be permitted in areas meeting the following conditions: No more than 3 feet in width and no more than 3 inches in compacted depth once placed.
cn103-000100-01 June 17, 2025 (SPCN)
SECTION 103.02—AWARD OF CONTRACT of the Specifications is replaced in its entirety with the following:
103.02 – Award of Contract
The Board, or the Commissioner as authorized under § 33.2-209 of the Code of Virginia, will award the Contract to the lowest responsive and responsible bidder without discrimination on the grounds of race, color, gender, national origin, status as a military family, or other basis prohibited by law. In the event of a tie bid, the tie will be decided by lot.
The award date will not be later than midnight on the 60th day after the opening of bids. If the Board, or the Commissioner where authorized by law, has not awarded the Contract within this period due to any circumstances not attributable to the bidder, the bidder may withdraw his bid without penalty or prejudice unless the time limit is extended by mutual consent.
After approval for the award of contracts, the Department will provide written notice of award to the successful bidder and will post the Ballots on the Department’s bidding webpage. The Ballot serves as public Notice of Award for a contract. The date of the Notice of Award is the “Approved” date appearing at the top of the Ballot that lists the Contract.

SECTION 104.01—INTENT OF CONTRACT of the Specifications is replaced by the following:
The intent of the Contract is to provide for the completion of all work specified therein.
The Contractor shall base his bid on the cost of completing all work specified in the Contract.
Budgetary constraints as deemed necessary by the Department may be imposed at any time during the life of the Contract. This may affect the number of routes paved and thus the final quantity of work to be performed.
If prior to initiating or during the performance of the work, the Engineer determines that the cost of completion of all work specified in the Contract will exceed the limits of the budgeted funds, the Contractor will be notified immediately. With such notice the Engineer will specify which routes will be deleted according to the Department’s predetermined listing of priorities.
If after routes are deleted and work proceeds, budgets revisions indicate that the cost of work to be completed by the Contractor will fall below the limits of the budgeted funds, the Department will determine which of the previously deleted routes will be returned to the Schedule to be completed at the contract unit price.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the
Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.
Note: Executive Order 13658 generally applies to contracts subject to the Davis-Bacon Act that were awarded on or between January 1, 2015 and January 29, 2022, and that have not been renewed or extended on or after January 30, 2022. Executive Order 13658 does not apply to contracts subject only to the Davis-Bacon Related Acts regardless of when they were awarded. If a contract is subject to
Executive Order 13658, the contractor must pay all covered workers at least $13.65 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract from May 11, 2026, through December 31, 2026. The applicable Executive Order minimum wage rate will be adjusted annually.
Additional information on contractor requirements and worker protections under Executive Order 13658 is available at www.dol.gov/whd/govcontracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses
(29CFR 5.5 (a) (1) (iii)).
The body of each wage determination lists the classifications and wage rates that have been found to be prevailing for the type(s) of construction and geographic area covered by the wage determination. The classifications are listed in alphabetical order under rate identifiers indicating whether the particular rate is a union rate (current union negotiated rate), a survey rate, a weighted union average rate, a state adopted rate, or a supplemental classification rate.
Union Rate Identifiers
A four-letter identifier beginning with characters other than
SU, UAVG, SA, or SC denotes that a union rate was prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2024. PLUM is an identifier of the union whose collectively bargained rate prevailed in the survey for this classification, which in this example would be Plumbers.
0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in https://www.dol.gov/agencies/whd/government-contracts http://www.dol.gov/whd/govcontracts processing the wage determination. The date, 07/01/2024 in the example, is the effective date of the most current negotiated rate.
Union prevailing wage rates are updated to reflect all changes over time that are reported to WHD in the rates in the collective bargaining agreement (CBA) governing the classification.
Union Average Rate Identifiers
The UAVG identifier indicates that no single rate prevailed for those classifications, but that 100% of the data reported for the classifications reflected union rates. EXAMPLE:
UAVG-OH-0010 01/01/2024. UAVG indicates that the rate is a weighted union average rate. OH indicates the State of Ohio.
The next number, 0010 in the example, is an internal number used in producing the wage determination. The date, 01/01/2024 in the example, indicates the date the wage determination was updated to reflect the most current union average rate.
A UAVG rate will be updated once a year, usually in January, to reflect a weighted average of the current rates in the collective bargaining agreements on which the rate is based.
Survey Rate Identifiers
The SU identifier indicates that either a single non-union rate prevailed (as defined in 29 CFR 1.2) for this classification in the survey or that the rate was derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As a weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SUFL2022-007
6/27/2024. SU indicates the rate is a single non-union prevailing rate or a weighted average of survey data for that classification. FL indicates the State of Florida. 2022 is the year of the survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. The date, 6/27/2024 in the example, indicates the survey completion date for the classifications and rates under that identifier.
SU wage rates typically remain in effect until a new survey is conducted. However, the Wage and Hour Division (WHD) has the discretion to update such rates under 29 CFR 1.6(c)(1).
State Adopted Rate Identifiers
The SA identifier indicates that the classifications and prevailing wage rates set by a state (or local) government were adopted under 29 C.F.R 1.3(g)-(h). Example: SAME2023-007
01/03/2024. SA reflects that the rates are state adopted. ME refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination.
The date, 01/03/2024 in the example, reflects the date on which the classifications and rates under the SA identifier took effect under state law in the state from which the rates were adopted.
