About this file
This is a specification document from the Virginia Department of Transportation (VDOT) for a 2027 Plant Mix - Secondary project in the Richmond District. The solicitation is for qualified, prequalified firms to provide plant mix asphalt for secondary routes within the Richmond District. The document outlines technical specifications for the asphalt mix design, including gradation requirements, binder specifications, and performance standards that must be met. The contract involves the supply and delivery of plant mix material to designated project sites, with work anticipated to occur during the 2027 construction season. Specific response dates, bid submission deadlines, and award timelines are governed by VDOT's standard procurement procedures, though these details are not explicitly stated in the provided specification document itself.
Pricing for the plant mix supply will be established through competitive bidding on a unit price basis, with costs anticipated to be reimbursed through VDOT's construction budget. The specification document contains detailed technical requirements ensuring all submitted plant mix meets Virginia's Department of Transportation standards for quality, durability, and performance. No specific set-asides or incumbent information is identified in the specification document. Firms must maintain prequalification status with VDOT to participate in this solicitation, and all materials must comply with current Virginia construction standards and industry best practices for asphalt plant mix production and delivery.

Bidders shall furnish prices on all bid items in Section 0001, and may also supply a price for the bid item in Section 0002. The award of the contract will be made to the responsive and responsible bidder submitting the lowest Base Bid for Section 0001. If the Contractor has also supplied a price for Section 0002, then the Department, with the concurrence of the Contractor, may allow the use of Shoulder Maintenance Material for shoulder renovation in lieu of, or in addition to, the graded Aggregate Material specified in Section 0001.
Any use of the Shoulder Maintenance Material or a combination blend must be approved for use by the Engineer before Shoulder Renovation operations begin; however, such approval is conditional, and its continued use based on successful performance in the field as determined by the Engineer. In the event the Shoulder Maintenance Material in Section 0002 is not approved for use, or no price for Shoulder Maintenance Material was included in the bid, the Contractor shall use the specified Aggregate Base Material for shoulder renovation work at the price provided in the Base Bid in Section 0001.
In the event the use of Shoulder Maintenance Material is permitted by the Engineer for Shoulder Renovation operations and results in the field prove unacceptable to the Department or the Contractor, the permission for its continued use will be withdrawn, and the Contractor shall use the specified Aggregate Base Material at the price provided in the Base Bid in Section 0001.

SECTION 103.02—AWARD OF CONTRACT of the Specifications is replaced in its entirety with the following:
103.02 – Award of Contract
The Board, or the Commissioner as authorized under § 33.2-209 of the Code of Virginia, will award the Contract to the lowest responsive and responsible bidder without discrimination on the grounds of race, color, gender, national origin, status as a military family, or other basis prohibited by law. In the event of a tie bid, the tie will be decided by lot.
The award date will not be later than midnight on the 60th day after the opening of bids. If the Board, or the Commissioner where authorized by law, has not awarded the Contract within this period due to any circumstances not attributable to the bidder, the bidder may withdraw his bid without penalty or prejudice unless the time limit is extended by mutual consent.
After approval for the award of contracts, the Department will provide written notice of award to the successful bidder and will post the Ballots on the Department’s bidding webpage. The Ballot serves as public Notice of Award for a contract. The date of the Notice of Award is the “Approved” date appearing at the top of the Ballot that lists the Contract.

SECTION 104.01—INTENT OF CONTRACT of the Specifications is replaced by the following:
The intent of the Contract is to provide for the completion of all work specified therein.
The Contractor shall base his bid on the cost of completing all work specified in the Contract.
Budgetary constraints as deemed necessary by the Department may be imposed at any time during the life of the Contract. This may affect the number of routes paved and thus the final quantity of work to be performed.
If prior to initiating or during the performance of the work, the Engineer determines that the cost of completion of all work specified in the Contract will exceed the limits of the budgeted funds, the Contractor will be notified immediately. With such notice the Engineer will specify which routes will be deleted according to the Department’s predetermined listing of priorities.
If after routes are deleted and work proceeds, budgets revisions indicate that the cost of work to be completed by the Contractor will fall below the limits of the budgeted funds, the Department will determine which of the previously deleted routes will be returned to the Schedule to be completed at the contract unit price.

Flexible pavement edge planing maintenance will be measured in square yards and will be paid for at the Contract square yard price. This price shall include of pavement surface area removed to the depths specified in the Contract of the designated pavement type. The Engineer may direct the depth to be adjusted during the initial pass ± 1/2 inch due to field conditions at no additional cost, except in cases where such adjustment constitutes a “changed condition”. If the Engineer’s authorized adjustment of up to an additional 1/2 inch requires the Contractor to “square up” the planed area (depth of planed area now in excess of 2 inches), this will be considered a “changed condition” to the Contract according to Section 104.02 of the Specifications, and the additional 1/2 inch area will be measured for payment.
The planed area is defined as the area resulting from actual length and width of the planed pavement surface visually verified and approved by the Engineer for payment.
If scabbing or laminations still exist and the Contractor has uniformly planed the pavement to the maximum potential depth of the initial pass as defined by the pay item (depth +1/2 inch), the Engineer may direct the Contractor to perform additional passes to increase the depth to eliminate the scabbing or delamination.
The area of additional passes or increased depth beyond the maximum potential depth of the initial pass will also be measured and paid for in square yards as authorized by the Engineer. Such additional passes (beyond the maximum potential depth of the original pass) will not be adjusted, as in averaging or as a percentage of the original depth or considered as the maximum potential depth of the initial pass, to achieve final measurement or payment.
