1.0 PURPOSE

The County of Rockingham, (the County) a political subdivision of the State of Virginia is seeking proposals from individuals, corporations, partnerships and other legal entities authorized to do business in the State of Virginia, to provide asphalt paving services.

2.0 BACKGROUND

Rockingham County is located in the center of the beautiful Shenandoah Valley of Virginia. Nestled between the Blue Ridge Mountains on the east and the Alleghenies on the west, the County is located along the Interstate 81 corridor and only a two-hour drive to Washington, DC. Rockingham County is the third largest county in Virginia and encompasses the Harrisonburg-Rockingham metropolitan area.

Rockingham County owns, operates, and maintains a wide range of public infrastructure and facilities that serve residents, businesses, and visitors throughout the County. These assets include administrative offices, public safety facilities, fire and rescue stations, parks, recreational facilities, public works facilities, utilities infrastructure, parking areas, access roads, and other County-owned properties.

The County's Public Works Department maintains approximately 140 miles of water mains and 140 miles of sewer mains throughout Rockingham County. In addition, County operations routinely require the maintenance, repair, rehabilitation, and restoration of asphalt surfaces associated with roads, parking lots, drive aisles, entrances, trails, utility infrastructure, and other paved areas under County ownership or responsibility.

To ensure the timely completion of asphalt repair and restoration projects, Rockingham County seeks to establish one or more contract(s) with a qualified contractor(s) capable of providing asphalt patching, repair, resurfacing, overlay, milling, replacement, and related paving services throughout the County.

Services may be required in connection with utility repairs, emergency response activities, facility maintenance, capital improvement projects, public safety operations, parks and recreation facilities, administrative sites, and other County functions.
