SOLE SOURCE JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND
DELIVERY REQUIREMENTS
The Naval Foundry and Propeller Center (NFPC) has installed a new 85-Ton Capacity Induction Furnace to meet the demands on the increased workload to support projects for the US Navy.
NFPC is looking at making piping changes to our 85 ton furnace cooling system by adding isolation valves on each side of the thermostatic valve for easier maintenance and reduced fluid displacement when working on system.
This scope of work requires the contractor to modify the water system in 85 Ton furnace by the removal and reinstallation of one (1) thermostatic valve to install geared butterfly valves on two of the furnaces three ports. A new flange adapter will also be installed on the outlet of the pump skid.
This requirement is sole sourced to Ajax Tocco Magnethermic Corp. (CAGE: 01179). The total estimated amount is $99,500.00. The period of performance is date of award to 30 September 2021.
2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION
The 85-Ton Capacity Induction Furnace is manufactured by Ajax Tocco Magnethermic Corp.
The company is the only approved source to provide the requested modification to their equipment. Utilizing another contractor to perform this work may cause irreparable damage to the furnace as they are not recognized or approved by the original equipment manufacturer. No other 3rd party source has the expertise to perform modifications to the furnace.
This furnace is an integral part of NFPC’s manufacturing process. Any damage to the furnace could cause significant impact to NFPCs manufacturing schedule. Without access and utilization to the furnace, foundry casting schedules and subsequent component manufacturing schedules could be irreparably affected. Delivery delays of these vital components may cause critical harm to the US Navy Mission.
3. MARKET SURVEY
Market research was conducted by contacting the OEM and Internet searches. As a result, the Government did not identify any alternative option to get piping modification and isolation valve services for the 85-Ton furnace at NFPC. If any OEM approved sources become available, the Government may consider them in future requirements.
