The project is subject to a Project Labor Agreement requiring the contractor to negotiate and sign within 60 days of contract award; all subcontractors must also agree to PLA terms. Prevailing wage requirements apply as specified in Attachment 9, with the contractor required to certify pay scales to the Commissioner of Labor and Industry each pay period. The contractor must secure performance and payment bonds equal to 100 percent of the contract price from a surety with an A.M. Introduction
The Project includes the addition of a sixteen (16) foot-wide regional trail from Tuscarora High School on North King Street to Whites Ferry Road and a ten (10)-foot-wide shared use path from Whites Ferry Road to Montresor Road along the west side of the corridor. The intersection with North King Street will be converted to a signalized Continuous Green "T" (CGT) intersection to allow through traffic to continue north on Route 15 Bypass without stopping. The Project also incorporates a two (2)-lane hybrid roundabout at Montresor Road with a connection to a realigned segment of Limestone School Road, as well as an updated signalized intersection at Whites Ferry Road. At the Limestone Branch crossing, the stream will be relocated, and the existing culvert structure will be replaced with two (2) parallel two (2) span steel plate girder bridges.
Constraints within the Project limits include existing overhead and underground power and communication lines, karst and limestone geology, the existing floodplain, adjacent private properties, and tie-ins to existing local roads and driveways.
The Project scope includes, but is not limited to:
•Earthwork •Drainage improvements (ditches, culverts, stream relocation, and stormwater management) •Erosion and sediment control measures •Temporary traffic control •Demolition of existing pavement and culvert structures •Paving (roadway and shared use path) •Roadway signage, pavement markings, traffic signals, lighting, and guardrail •Bridge construction •Landscaping
The plans were developed in three (3) separate phases:
•Phase I (CRCP-2021-0003): Battlefield Parkway to Whites Ferry Road •Phase IA (EPLAN-2023-0065): Whites Ferry Road to Station 468+00 (roughly 2000ft north of Whites Ferry Road) •Phase II (EPLAN-2023-0136): Station 468+00 (roughly 2000ft north of Whites Ferry Road) to Montresor Road
Prior to Contractor's Notice to Proceed (NTP), the existing trees within the Limits of Disturbance (LOD), utility easement areas, and temporary construction easement areas will be felled to just above existing grade and mulched on site. This will not include stump removal, grubbing, or other ground disturbing activities. Minimal tree clearing activities may still be required by the Contractor once the Project is under construction. Longitudinal utilities will be relocated to the east side of the corridor beginning in 2026 and will progress concurrently with
NG00004
construction, with segments staggered to avoid conflicts with the proposed sequence of construction.
Coordination between the Contractor, the County's Utility Manager, the Construction Engineering Inspection (CEI) firm, and the utility owners, is to be expected over the course of construction to avoid conflicts.
The known longitudinal utilities in the corridor include Dominion Energy, Verizon, Northern Virginia Electric Cooperative (NOVEC) Fiber Solutions, Zayo, and Segra.
The Contractor will be permitted to perform night work in accordance with the current version of the Virginia DOT (VDOT) Northern Virginia (NOVA) District Lane Closure Guidelines.
Milestone dates from the current project schedule are listed below. These dates are provided for reference only and are subject to change.
•Design approval from VDOT and Town of Leesburg: Fall 2026 •Environmental permits obtained: Fall 2026 •Right-of-way acquisition complete: Winter 2027 •Utility relocation from Battlefield Parkway to Saddlebrook Place: Summer 2026 – Winter 2027 •Utility relocation from Station 472+00 to Montresor Road: Spring 2027 – Winter 2028 •Utility relocation from Saddlebrook Place to Station 472+00: Spring 2028 – Winter 2029 •Substantial completion: Spring 2030
This Project is subject to a Project Labor Agreement (PLA). The awarded Contractor will be required to negotiate and sign a PLA with one (1) or more building trades councils or other appropriate labor organizations, within sixty
(60) days of the Contract award. All subcontractors will be required to sign and agree to the terms of the PLA as well. (see Attachment 1).
