About this file
This is a project specification document from the Pennsylvania Department of Transportation for the I-80 EB/WB over SR 93 Bridge Replacement project in Luzerne County, Sugarloaf Township. The project involves replacing two existing 3-span structures carrying State Route 80 eastbound and westbound over State Route 93, along with approach roadway improvements and stormwater management systems. The I-80 EB replacement structure will consist of a 2-span, 221-foot 6-inch continuous span prestressed bulb tee beam structure on integral abutments, while the I-80 WB replacement structure will feature a 2-span, 140-foot 1/8-inch continuous span prestressed bulb tee beam structure on abutments with spread footings. Both structures will accommodate 2 lanes of 12-foot width, a 15-foot ramp lane, 8-foot left shoulder, and 12-foot 6-inch and 12-foot 4-inch right shoulders for EB and WB respectively. Additional work includes realignment of the SR 80 WB to SR 93 ramp with signalization of the intersection and replacement of an ITS pole. The project extends approximately 0.28 miles west to 0.30 miles east of the bridges and will maintain two lanes of traffic on SR 80 except for short-term overnight closures, with periodic detours on SR 93.
The project will be executed according to approved drawings and specifications included in the bid package, with construction sequencing designed to minimize traffic disruption. Work encompasses miscellaneous construction activities as detailed in the approved plans for State Route 80, Section 353. Traffic management is a critical component, requiring coordination between the contractor and PennDOT to maintain operational roadways throughout the construction period while accommodating the structural replacement and related improvements.

A 12:1 temporary construction notch must be constructed at the contractor’s expense for all milled drops over 2 inches that are left at the end of each construction day/shift. No pavement drop-offs will be allowed to exist under traffic.
All milled surfaces must be paved prior to the removal of the traffic control pattern. Traffic must not run on milled surfaces.
For construction occurring during long term traffic operations, all milled surfaces must be paved prior to the removal of the traffic control pattern. Traffic must not run on milled surfaces or leveling/scratch courses.
All pavement joints, including longitudinal joints, are to be sealed.
