About this file

This Request for Proposals is issued by the Delaware Valley Regional Planning Commission (DVRPC) on behalf of West Whiteland Township in Pennsylvania for professional planning, urban design, landscape architecture, and transportation planning services to develop the Exton Crossroads Streetscape and Mobility Plan. The project seeks to establish a coordinated vision for improving multimodal connectivity, streetscapes, placemaking, wayfinding, and the public realm within the Exton Crossroads regional activity center, located at the intersection of US Route 30 and PA Route 100 in Chester County. The scope of work encompasses seven major tasks: project initiation and management; existing conditions assessment; public engagement with a minimum of three public meetings; development of a multimodal mobility framework; streetscape, placemaking, and conceptual design with planning-level illustrations for priority locations; implementation strategy; and preparation of a final plan. The RFP was posted on September 16, 2026, with a deadline for questions on September 25, 2026, and a proposal submission deadline of October 19, 2026 at 4:59 pm. The anticipated project award date is December 10, 2026, and all work must be completed by June 30, 2028. Proposals must be submitted electronically through the OpenGov procurement portal.

Only DVRPC-prequalified consultants under TCDI Category 5 (Transportation and Infrastructure Planning) are eligible to submit proposals. The project is funded through FY27 Pennsylvania Transportation and Community Development Initiative (TCDI) funding. Proposals will be evaluated based on technical approach and project understanding (40 points), professional qualifications and experience in similar work (30 points), demonstrated commitment to perform tasks in a sustainable and equitable way (15 points), and ability to perform within schedule (15 points). Cost is not a factor in the evaluation under the Brooks Act, though a separate sealed budget proposal must be submitted and profit or fee is limited to 10 percent of direct labor and indirect costs per Title 41 Code of Federal Regulations. There is no DBE or ESBE subcontracting goal for this project. All final deliverables must comply with relevant federal, state, and local digital accessibility laws at the time of publication. Respondents may propose consultant teams, though only the lead consultant must be prequalified.

Title: Exton Crossroads Streetscape and Mobility Plan (TCDI Project Category 5 – Transportation and Infrastructure

2. 2. .............................................................. Project Background

2.1. 2.1. .......................................................................................... Background

West Whiteland Township seeks professional planning, urban design, landscape architecture, and transportation planning services to prepare the Exton Crossroads Streetscape and Mobility

Plan , an implementation-oriented planning effort that will establish a coordinated vision for improving multimodal connectivity, streetscapes, placemaking, wayfinding, and the public realm within one of Chester County's most significant regional activity centers. This project is funded through the FY27 PA round of Delaware Valley Regional Planning Commission's (DVRPC)

Transportation and Community Development Initiative (TCDI) funding program.

Centered on the intersection of US Route 30 (Lincoln Highway) and PA Route 100 (Pottstown

Pike), Exton Crossroads serves as a regional commercial, employment, residential, and transportation hub. The study area generally extends from Ship Road to Whitford Road and from Rockland Drive to Howard Road and includes major shopping centers, mixed-use developments, neighborhoods, the Exton and Whitford SEPTA stations, the Chester Valley Trail, parks, civic destinations, and surrounding activity centers.

While the area benefits from strong regional transportation assets and continued redevelopment, it remains characterized by an automobile-oriented transportation network that fragments the Town Center into four distinct quadrants. High-volume arterial roadways, incomplete pedestrian and bicycle infrastructure, limited internal connectivity, and inconsistent streetscape character reduce access between destinations and diminish the area's identity as a cohesive mixed-use center.

Building upon recent Township planning efforts, this plan will integrate transportation planning, land use, urban design, and placemaking to develop a coordinated framework for improving safety, accessibility, connectivity, and community identity. The final deliverable shall identify priority multimodal improvements, public realm enhancements, and implementation strategies that support future public and private investment while advancing local and regional planning objectives.

Title: Exton Crossroads Streetscape and Mobility Plan (TCDI Project Category 5 – Transportation and Infrastructure

3. 3. ..................................... Project Description (Scope of Work)

Project Goals

The consultant shall study the Exton Crossroads as a cohesive regional activity center to identify priority multimodal corridors, public spaces, and opportunity areas. While evaluating the broader study area, the consultant shall focus planning recommendations and planning-level conceptual design efforts on a limited number of priority locations identified through the planning process to support implementation-ready recommendations. Develop a long-term vision for Exton Crossroads as a connected, walkable, multimodal Town Center.

● Improve multimodal access between commercial areas, residential neighborhoods, parks, trails, transit facilities, and other major destinations.

● Identify opportunities to enhance safety, accessibility (including compliance with the

Americans with Disabilities Act), and mobility for pedestrians, bicyclists, transit users, motorists, and freight movement.

● Establish a coordinated streetscape, placemaking, and wayfinding framework that strengthens the Town Center's identity while improving the quality of the public realm.

● Advance Complete Streets principles that support redevelopment, economic vitality, and sustainable growth.

● Develop implementation-ready planning recommendations and conceptual design illustrations for selected priority locations.
