About this file
This is a proposal report for a Pennsylvania Department of Transportation (PennDOT) construction project involving priority structure preventative maintenance repairs on six bridges along State Route 11 through Scranton, Pennsylvania in Lackawanna County. The project encompasses repairs to SR 11 over North Main Avenue, the North Main Avenue Retaining Wall, SR 11 over Court Street, SR 11 over Theodore Street, SR 11 Leach Creek Culvert, and SR 11 over Keyser Avenue, along with milling and full-depth paving of bridge approaches, guiderail resetting, sidewalk and drainage improvements, erosion and sediment control measures, temporary traffic control and signal modifications, pavement markings, bridge polyester polymer concrete overlays, beam and bearing repairs, abutment repairs, and miscellaneous construction work. The project is classified as a federally-funded NHS (National Highway System) state project requiring prequalification. The scheduled let date is October 22, 2026 at 11:00 AM, with an anticipated notice to proceed of December 7, 2026 and required completion by November 20, 2029. The project cost range is $7,500,000 to $9,999,999, with structure work comprising 56 percent of the total contract value. Construction will utilize staged construction and traffic detours as indicated in approved drawings spanning multiple segments across State Routes 11, 3013, and 3011/6307.
The bid package includes numerous line items for excavation, asphalt paving, concrete work, bridge repairs, traffic control, pavement markings, and erosion control, with specific material and performance specifications outlined in detail. The contract includes applicable federal designations and special provisions related to Buy America requirements, DBE (Disadvantaged Business Enterprise) requirements at zero percent, wage rate compliance, and road user liquidated damages assessed for failure to meet detour and traffic control milestones. The project is subject to NPDES permitting requirements and post-construction stormwater management plan compliance, with mandatory infiltration testing for certain stormwater control measures. The contract specifies restrictions on work during the winter shutdown period (Tuesday before Thanksgiving through April 1) and restricted periods for in-stream work on Leach Creek (October 1 through December 31). All addenda will be posted electronically, and the public bid opening will be held at the Commonwealth Keystone Building, 7th Floor, Contract Awards Room, 400 North Street, Harrisburg, Pennsylvania, with contact available at 717-395-9754.

CONSTRUCTION RESTRICTIONS
Provision Body:
Prior to each jacking operation, during jacking operation, and prior to releasing of jacking operation, survey to ensure that no movement of the superstructure, either longitudinally, laterally, or both will occur. If movement is detected stop operation and notify the Department Representative and Structures Control Engineer IMMEDIATELY. Temporarily remove barrier steel bent plates at joints prior to jacking operations.
An initial PA One Call must be placed, and a Complex Ticket Meeting with all necessary parties scheduled within ten (10) days of when contract work is to begin.
Be responsible for any damages to existing utilities caused by contractor operations. Contact the applicable authority immediately in the event of any damage.
Submit all asphalt mixture designs for Department approval a minimum of two weeks prior to the first placement. If more than one asphalt material supplier is used, each source is required to have Department approved mix designs.
If more than one super-pave material supplier is used, ensure that each source has Department approved mix designs.
A 12:1 temporary construction notch must be constructed at the contractor’s expense for all milled drops over 2 inches that are left at the end of each construction day/shift. No pavement drop-offs will be allowed to exist under traffic.
For construction occurring during long term traffic operations, all milled surfaces must be paved prior to the removal of the traffic control pattern. Traffic must not run-on milled surfaces or leveling/scratch courses.
All pavement joints, including longitudinal joints, are to be sealed.
Complete all permanent pavement markings within 30 calendar days of placing the final wearing course. After October 31st, place permanent pavement markings within 7 calendar days after the completion of paving.
Prior to beginning milling or resurfacing operations, field view the locations of the existing pavement markings and prepare sketches and/or reference in the field so that they can be reproduced.
Notify the Project Manager and Contact Jessica Ruddy, District 4-0 Community Relations Coordinator, at (570) 963-4044 for a media release of work two weeks prior to start of work. Include project specific details.

106.11 BUILD AMERICA, BUY AMERICA ACT PROVISIONS—
(a) Build America, Buy America Act. The Federal Bipartisan Infrastructure Law (Public Law 117-58) includes the Build America, Buy America Act that requires all iron, steel, manufactured products, and construction materials used to be produced in the United States.
The term produced in the United States defined as:
1. Iron or Steel Products. All manufacturing processes from the initial melting stage through the application of coatings occurred in the United States according to Section 106.10(a).
2. Manufactured Product. Final assembly of all manufactured products permanently incorporated into the project must be manufactured in the United States.
2.a A manufactured product, not predominantly steel or iron, is defined as an article, material, or supply that has been processed into a specific form and shape, or combined with other articles, materials, or supplies to create a product with different properties than the individual articles, materials, or supplies.
2.b Predominantly steel or iron is defined as greater than or equal to 50 percent of the total cost of the manufactured product.
2.c Manufactured products that are predominantly steel or iron must comply with Buy America provisions according to Section 106.10(a).
2.d If an article, material, or supply meets this definition but could also be classified as an excluded material or other product category, that article, material, or supply is not a manufactured product.
2.e Mixtures of excluded materials delivered to a work site without final form for incorporation into a project are also not manufactured products.
2.f Manufactured products where the final assembly did not occur in the United States may be used, provided the cumulative cost of such manufactured products is no more than the lesser of $1 million or 5% of total applicable costs for the project.
3. Construction Materials.
3.a All manufacturing processes for construction materials occurred in the United States.
3.b Construction materials includes an article, material, or supply that is or consists primarily of:
non-ferrous metals,• plastic and polymer-based products including polyvinylchloride, composite building materials, and polymers used in fiber optic cables, glass including optic glass,• lumber, or• drywall•
Items that consist of two or more of the listed materials that have been combined together through a manufacturing process, and items that include at least one of the listed materials combined with a material that is not listed through a manufacturing process, should be treated as manufactured products, rather than as construction materials.
3.c Limitation with Respect to Aggregates. Shall not include cement and cementitious materials, aggregates such as stone, sand, or gravel, or aggregate binding agents or additives.
3.d Construction materials where all manufacturing processes did not occur in the United States may be used, provided the cumulative cost of such construction materials is no more than the lesser of $1 million of 5% of total applicable costs for the project.

SECTION 313—SUPERPAVE ASPHALT MIXTURE DESIGN, STANDARD CONSTRUCTION, BASE COURSE
Section 313.3(m) Tests for Depth. Revise to read as follows:•
(m) Tests for Depth.
(m) Tests for Depth. Replace with the following:
Control the loose depth of each layer to construct the base course to the compacted depth indicated and within the specified tolerance. On the top lift and in the presence of the Inspector, drill full-depth cores at one random location selected by the Inspector according to PTM No. 1 in each 3,000 square yards of completed base course and at other locations the Inspector suspects are deficient. After the Inspector completes depth measurements, backfill, compact, and seal core holes with the mixture used to construct the course.
The Inspector will measure the full-depth cores according to PTM No. 737. Pavement deficient in depth by 1/2 inch or more and that cannot be satisfactorily corrected is defective. Immediately delineate the limits of pavement deficient in depth from the core location by proceeding longitudinally, forward and backward, obtaining additional pavement cores every 50 feet until the depth is less than 1/2 inch deficient of the design depth. The defective course will be the full width of the affected lane.
SECTION 314—SUPERPAVE ASPHALT MIXTURE DESIGN, STANDARD CONSTRUCTION, ASPHALT RICH BASE COURSE
Section 314.3(m) Tests for Depth. Revise to read as follows:•

After the first day, perform tests for asphalt content and aggregate gradation according to the QC Plan and PTM No. 1. Produce ATPBC conforming to the gradation requirements in Table A and with an asphalt content within 0.8% of the JMF (n=1). Ensure the aggregate is uniformly coated with asphalt and no runoff of excess asphalt is observed.
Section 360.3(m). Tests for Depth. Revise to read as follows:•
Page 22 of 98September 22, 2026 15:39:20 PM
(m) Tests for Depth: Binder and Wearing Courses. Replace with the following:
Carefully dig or drill one random 6-inch diameter test hole selected by the Representative according to PTM No. 1 to the full depth of the ATPBC for each 3,000 square yards, or less, of completed base course. The Representative may require additional test holes in areas the Representative suspects are deficient in depth. The Representative will measure the depth of the base course. Using material acceptable to the Representative, backfill the test holes and compact the material to fill the test hole flush with the completed base course.
ATPBC deficient in depth by 1/2 inch or more is defective. Immediately delineate the limits of ATPBC deficient in depth from the location by proceeding longitudinally, forward and backward, obtaining additional test holes every 50 feet until the depth is less than 1/2 inch deficient of the indicated depth. The defective course will be the full width of the affected lane.

SECTION 412—SUPERPAVE MIXTURE DESIGN, CONSTRUCTION OF PLANT-MIXED 6.3 MM ASPHALT OVERLAY COURSES
Section 412.3(a)2. Preplacement Meeting. Revise to read as follows:•
2. Preplacement Meeting. At least 2 weeks before placing asphalt paving mixtures, schedule an asphalt preplacement meeting with the Representative to review at a minimum the specification, paving operation QC Plan, sequence of paving operations, asphalt mixture temperature checks, mixture acceptance, density acceptance and the care and custody of asphalt acceptance samples.
Section 412.3(h)1.a. Placing. Revise to read as follows:•
1.a Placing. Unless otherwise allowed, deliver, place, and compact 6.3 mm paving mixtures during daylight hours. Ensure the mixture does not contain lumps of cold material. Deliver and place 6.3 mm paving mixtures at the laying temperatures specified in Table B.
Material placed outside the temperature limits as specified in Table B is defective.
Utilize a Material Transfer Vehicle (MTV) as specified in Section 108.05(c)5 for 6.3 mm paving mixtures unless otherwise approved by the Representative.
Section 412.4(a)4.b. Dispute Resolution. Revise TABLE H to read as follows:•

COURSES WITH PERCENT WITHIN LIMITS AND LTS TESTING (PWS-LTS)
Section 413.2(e)1. Recycled Asphalt Material. Revise to read as follows:•
1. Virgin Material Mixtures. Size, uniformly grade, and combine aggregate fractions, asphalt binder, and either WMA Technology additive(s) or modifier(s) in proportions to produce a JMF that conforms to the material, gradation, and volumetric Superpave Asphalt Mixture Design requirements according to Bulletin 27, Chapter 2A. Produce an asphalt mixture for the specified nominal maximum aggregate size and design ESALs except as procedurally modified by the WMA Technology Manufacturer Technical Representative (Technical Representative) to address laboratory procedures when preparing, compacting and testing asphalt mixtures to achieve a uniform blend. Special additive(s) or modifier(s) need not be used if mixture temperature, workability, and compaction can be achieved solely through plant mechanical modification to produce foamed asphalt. Do not incorporate the WMA Technology additive, modifier or process during the volumetric asphalt mixture design process, so that the JMF volumetrics and material percentages are based on a mixture with no WMA Technology. Only use the WMA Technology additive, modifier or process to evaluate results from moisture susceptibility testing during the mix design process. Develop an asphalt mixture JMF, then incorporate the WMA Technology additive, modifier, or process into that JMF during production. Create an asphalt JMF cover sheet (Form TR-448A) for approval containing the WMA Technology used, additive dosage rate or percent water added for foaming, material code, and the TSR data from the moisture susceptibility testing.
Submit a copy of each completed JMF, signed by a certified Asphalt Level 2 plant technician, to the DME/DMM at least 3 weeks before the planned start of mixture production. Include a list of all material sources and the asphalt mixture producer in the JMF.
Provide the calibration factors (Cf and 200 Cf) according to PTM No. 757 with the JMF. Do not start mixture production until after the DME/DMM reviews the JMF.
Submit a new JMF with a change in material sources or if a new JMF is necessary to produce a mixture conforming to this specification.
No additional revisions were made to Section 413.2(e)1.•
