IFB #27-003M

6.0 SUMMARY OF WORK

The building is located at 191 Shaeffer Avenue in Westminster, Maryland. The building was reportedly constructed circa 1950. Carroll County Public Schools (CCPS) is currently utilizing the space as storage and offices. Multiple leaks are present throughout the roof, with the exception of the northern section, which was replaced a few years ago. The north area of the roof is not included in this project. The current roof is a gravel-surfaced built-up roof system over a poured gypsum deck. Portions of the deck have been replaced with fiber-cement panels. Due to the quantity and severity of the leaks, as well as moisture encountered in the inspection openings, it is anticipated that a large portion of the roof deck will require repair or replacement. Fastener pull tests are anticipated to be completed throughout all areas of the roof deck to confirm if the gypsum roof deck is salvageable.

The purpose of this document is to outline the scope of work for the roof replacement at The Kessler Building. It is the intention that the roof replacements be performed in Fall 2026.

The following is a summary of work:

A. The roof membrane and coverboard shall be replaced with a 2-ply modified bitumen systems meeting UL Class A Fire Resistance requirements and all current ASCE wind uplift requirements. The new roof membrane shall be a Siplast roof system, consisting of flat insulation adhered directly to the deck, tapered insulation, DensDeck Prime coverboard, Paradiene 20 base ply, and a Paradiene 30 FR cap sheet, set in cold adhesive.

The roof insulation shall be continuous R-30 insulation, with tapered insulation on top.

B. The original roof deck is 2 inches of poured gypsum and a 1-1/4 inch form board, with some areas previously replaced with fiber-cement panels (Tectum-type panels). The form boards have previously been tested by CCPS and were negative for asbestos. It is anticipated that much of the roof deck is either wet, or has been previously wet. It is anticipated that large portions of the poured gypsum roof deck will require replacement.

Some areas of previously replaced roof deck may also require replacement. Replacement shall consist of type B galvanized steel decking fastened to the bulb tees or steel joists, and polyisocyanurate insulation fastened to the steel (assume 1-3/4 inch for bidding purposes). Bidders shall assume 10% of the roof deck will require replacement.

Please note that unit rates provided on the bid form for roof deck replacement are for both Add and Deduct.

C. Minor repairs to the existing roof deck may be made using a quick-setting bagged gypsum mix.

D. A minimum of 10 adhesion tests of the flat insulation to the existing deck (poured gypsum and fiber-cement panels) shall be performed. Roofing manufacturer shall provide direction for the testing method.

E. At roof perimeter and interior curbs, install new wood nailers, as needed, as a result of the increased insulation height. Multiple plies of wood nailers will likely be required, depending on the taper plan provided by the manufacturer.

F. All areas of existing metal coping shall be replaced. Cleats shall be utilized to secure the copings.

IFB #27-003M

G. Two small abandoned curbs shall be removed and decked over.

H. Existing equipment, vents, counter flashings, etc. shall be raised so that there is a minimum of 8 inches of base flashing. All counter flashings shall be replaced.

I. Existing drain bowls and strainers shall be replaced. Contractor is responsible for connecting the new drains to the existing piping.

J. Existing scuppers at the southwest corner of the roof shall remain and shall have all metal replaced and flashed. All metal on the exterior wall for the scuppers shall be replaced.

Install new conductor heads, downspouts and splash blocks for all scuppers.

K. Replace all existing penetration pockets with new penetration pockets.

L. Install new specified insulation, cover board and two-ply modified bitumen roof membrane, and base flashings where needed. Apply the manufacturer supplied granules to all bleed-out.
