Corman Railroad Group, located south of DuBois. Construction includes backfilling voids beneath and above the structure to current roadway grade, placement of asphalt base, binder, and wearing courses, foreign borrow materials, concrete piping, and asbestos abatement. The bid package includes approximately 100 line items with quantities ranging from single units to thousands of square yards or cubic yards, including clearing and grubbing, excavation, asphalt paving courses, pipe installation, drainage components, erosion control devices, and traffic control measures. The scheduled bid opening is October 22, 2026 at 11:00 AM, with an anticipated notice to proceed of December 7, 2026 and required completion by August 20, 2027. No pre-bid meeting is scheduled. The project falls within the $1,000,000 to $2,499,999.99 cost range with 13% structure work and 0% disadvantaged business enterprise (DBE) requirements.

This is a federally-funded project subject to prevailing wage requirements, Pennsylvania Prevailing Wage Act compliance, and multiple federal provisions including Buy America and Build America, Buy America Act requirements. Contractors must carry Owner's Protective Public Liability Insurance of $2,000,000 per occurrence and $6,000,000 aggregate, as well as Contractor's Public Liability and Property Damage Insurance of $2,000,000. Additional insurance requirements are specified by R.J. Corman Railroad Company. Contractors must submit Worker Protection and Investment Certification Form (BOP-2201) within seven calendar days after bid opening and comply with Pennsylvania labor and workforce safety laws. The detour may remain in place for a maximum of 60 calendar days but cannot be implemented before completion of the DuBois Area School District spring 2027 semester or remain after the start of fall 2027 semester. Property owner ingress and egress must be maintained at all times except during limited normal working hours, with at least five calendar days' notice required for driveway access restrictions. The project includes extensive erosion and sediment pollution control requirements, post-construction stormwater management compliance, and confirmation infiltration testing for permanent stormwater control measures.

approved Post Construction Stormwater Management (PCSM) Plan.

September 16, 2026 07:36:40 AM Page 21 of 46

Conduct confirmation testing for infiltration, if applicable, as specified in Section 876.

Within 14 days of completing the construction of a post-construction stormwater management (PCSM) stormwater control measure (SCM) as determined by the licensed professional or designee, submit a completed Chapter 102 SCM Construction Certification Form for each PCSM SCM to the Representative through PPCC. Form CS-102 has information required to complete the Chapter 102 Form(s). Ensure the General Project and SCM Information, Construction Information, and Licensed Professional Certification sections are completed by the identified licensed professional responsible for overseeing the critical stages of the approved PCSM plan.

Prepare an as-built (record) PCSM Plan to be sealed and signed by the identified licensed professional registered in the Commonwealth. All construction survey, plan preparation, and engineering required for the as-built (record) PCSM Plan will be incidental to the contract items. The as-built (record) PCSM Plan must accurately reflect deviations from the approved PCSM Plan including, but not limited to, plan locations, dimensions, inverts/elevations, materials used and grading. Update the as-built (record) PCSM Plan as construction of the project’s PCSM features progresses. Have the identified licensed professional immediately notify the Representative of all deviations from the approved PCSM Plan. Deviations to the approved PCSM Plan must be submitted for approval. Assist with the determination and documentation if the as-built deviations require a permit amendment or if the PCSM features must be removed and replaced as indicated on the PCSM Plan.

Assist the Representative in performing visual site inspections weekly and after each precipitation event greater than 0.25 inches to ensure the project's E&S Best Management Practices (BMPs) are functioning properly. Immediately initiate corrective actions, at no additional cost to the Department, upon notification by the Representative of noncompliance with the provisions of this section that the Representative has determined requires immediate corrective action under Department policies. For all other notifications of noncompliance, initiate corrective actions within 24 hours. Failure or refusal to promptly comply with such notice upon receipt may, at the Department’s sole discretion, result in: the withholding payment of estimates for work completed until the requirements of the E&S Plan are met, assessment of E&S noncompliance liquidated damages as specified in Section 108.07(d) or issuance of a written order stopping all or part of the work until the corrective action has been taken and the requirements of the E&S Plan are met. No claims for extension of time, costs, or damages arising from, related to, or based upon such notices of noncompliance or stop orders will be granted, paid, or considered.

Nothing in this Section shall be interpreted to relieve the Contractor of its obligation to fully and timely comply with all applicable laws and any permits for the project. The time periods set forth in this Section do not supersede any more stringent time periods required by applicable laws or permits for the project.

If corrective action or noncompliance with the provisions of this Section result from design errors/omissions or a precipitation event exceeding the design storm criteria as specified in applicable Department publications; the cost and/or time required for the performance of the corrective actions for noncompliance notices or stop work orders will be considered as specified in Section

110.03 and Section 108.06, as applicable.

Utilize Department, DEP, or other authorized agency’s form(s) included in the contract or project permits unless directed otherwise by the Representative, DEP, the County Conservation District or other authorized regulatory agency.

For the purpose of determining compliance with the provisions of this section, “substantial completion” will be considered to have been attained when all of the following project milestones have been reached:

Either a semi-final or final inspection has been performed, physical work is complete, and an Environmental Commitments and Mitigation Tracking System (ECMTS) Sheet has been executed if applicable to the project.

Earth disturbance activity has been permanently stabilized and sufficient vegetative growth has been achieved to meet permit conditions (uniform 70% perennial vegetative cover) and agreed to by DEP or delegated CCD.

Installation of PCSM SCMs have occurred if applicable. Upon completion of PCSM conversions and facilities, the County Conservation District must approve the removal of all remaining E&S BMPs.

Once a project with a general or individual NPDES Permit has reached substantial completion, submit to the Representative a DEP Notice of Termination (NOT) Form ensuring Sections 2, 3, 4, 7 and 8, are fully executed. The NOT is to be accompanied by the required as-built (record) PCSM Plan, the final certification by the licensed professional and the Contractor’s executed portion of the ECMTS Construction Tracking Signature Sheet.

SECTION 876—INFILTRATION TESTING

876.1 DESCRIPTION—This work is for confirmation testing during construction for infiltration capacity of Post Construction Stormwater Management (PCSM) Stormwater Control Measures (SCMs).

876.3 CONSTRUCTION—Perform infiltration testing upon reaching the final elevation of the PCSM SCM’s infiltration surface as identified on the approved PCSM Plan. For surface PCSM SCMs, the infiltration surface is normally the bottom elevation before applying final vegetative stabilization (e.g., surface infiltration basin, vegetated swale) or an engineered soil mix (e.g., bioinfiltration).

For subsurface PCSM SCMs (e.g., infiltration trench), the infiltration surface is the bottom elevation before placing stone or other media. All contributing drainage areas to the PCSM SCM must receive permanent stabilization or otherwise adequately protected, as determined by the identified licensed professional, before exposing the infiltration surface. Conduct tests:

Within 4 days of completing grading to the final elevation of the infiltration surface, unless delayed by weather, in which case testing must be conducted at the earliest practicable time when weather conditions are satisfactory.

No sooner than 24 hours after rainfall exceeding 0.5 inches in a 24-hour period. Do not perform a test until the infiltration surface is free of standing water.

Acceptable infiltration test methods are as follows:

Double ring infiltrometer. Perform tests according to either:

Protocol 1 (Methodology for Double-Ring Infiltrometer Field Test) in Appendix C of the Pennsylvania Stormwater Best Management Practices Manual, as amended; or

ASTM D3385 (Standard Test Method for Infiltration Rate of Soils in Field Using Double-Ring Infiltrometer).

Single ring infiltrometer. Perform tests according to ASTM D5126, Section 4.1.2.1, and according to manufacturer’s recommendations for the type of single ring test used.

September 16, 2026 07:36:40 AM Page 24 of 46

Modified Philip Dunne infiltrometer. Perform tests according to ASTM D8152 (Standard Practice for Measuring Field Infiltration Rate and Calculating Field Hydraulic Conductivity Using the Modified Philip Dunne Infiltrometer Test).

If any of the above test methods were used in the design of the PCSM SCM, that same method must be used for confirmation testing. Locate the test sites evenly across the infiltration area. The number of tests at each SCM location are noted in Table 1.

TABLE 1

Minimum Number of Tests by Infiltration Surface Area

Testing Method infiltration Surface Area (ft2) < 2,500 2,500 - 4,999 5,000 - 9,999 > 10,000

Double-Ring Infiltrometer 3 4 5 1 per 2,000 ft2

(15 max.)

Single-Ring Infiltrometer 5 6 8 1 per 1,250 ft2

(20 max.)

Philip Dunne Infiltrometer 5 6 8 1 per 1,250 ft2

(20 max.)

Infiltration testing must be conducted by, or under the direct supervision of, one of the following:

Soil Science Society of America (SSSA) Certified Professional Soil Scientist (CPSS)

Professional member of the Pennsylvania Association of Professional Soil Scientists (PAPSS)

Licensed Professional Geologist with professional experience and education in soil science

Licensed Professional Engineer (PE) with experience in soils and infiltration in Pennsylvania

Submit qualifications of the professional responsible for conducting or supervising infiltration testing to the Representative before the start of testing. Provide the Representative with a minimum of 2 days’ advance notice before testing.

Sediment traps and sediment basins that are converted to PCSM infiltration SCMs must achieve an infiltration rate greater than or equal to 80% of the design infiltration rate. If the infiltration SCM fails to meet 80% of the design infiltration rate, the identified licensed professional will determine if the ponding time will exceed 20% of the design ponding time.
