The Crellin WWTP, constructed in 1990, operates a sand filtration system with ultraviolet disinfection serving approximately 133 customers and requires rehabilitation or replacement due to deterioration of the filter bed perimeter that has resulted in periodic operational failures, maintenance concerns, and regulatory violations. The scope of services encompasses existing conditions assessment, regulatory and permit review, development and evaluation of feasible alternatives (including rehabilitation, replacement, and process upgrades), preparation of cost estimates, identification of environmental and permitting considerations, development of implementation strategies, and comprehensive funding acquisition support. A mandatory pre-proposal conference will be held on-site on September 28, 2026, at 2:00 p.m. Sealed proposals must be submitted to the Garrett County Purchasing Department by October 8, 2026, at 2:00 p.m. (local time), with a limit of thirty (30) typed pages and five (5) hard copies required. The PER and ER must be completed and submitted to USDA Rural Development by March 1, 2027. Award is anticipated by November 2026, with work to begin thereafter as determined by the County. The contract will extend through completion of all deliverables, including PER/ER preparation and funding acquisition support services such as USDA Rural Development RD Apply applications, Maryland Department of the Environment funding applications, and project presentations at industry conferences.
The engineering firm's compensation shall be submitted in a sealed separate envelope detailing fees by major task, including labor categories, hourly rates, reimbursable expenses, and subconsultant costs, with separate identification of fees for PER/ER preparation and funding acquisition support services. Project funding is expected through USDA-RUS in the form of a Loan/Grant combination. The County will provide all available record drawings, permit information, operational records, and relevant documentation at no cost to the engineer and will acquire necessary easements and property if required. The engineer shall maintain professional liability insurance of $1,000,000 per occurrence with a $5,000 deductible, general liability insurance of $2,000,000 annual aggregate, and workers' compensation insurance at statutory limits. The selection committee will evaluate proposals based on staff qualifications and experience (15 points), demonstrated project understanding (25 points), current workload and scheduling capacity (10 points), past experience with similar projects and USDA-RUS work (45 points), and compliance with submittal format requirements (5 points). Any proposals submitted without authorized signature will be deemed non-responsive. The Local Preference Program established by Resolution 2006-11 does not apply to this RFP, and no contact with County representatives other than the Purchasing Department is permitted prior to contract award. 2.1.2 The County intends to use the PER and ER to evaluate feasible rehabilitation and replacement alternatives, develop planning-level costs, identify environmental and permitting considerations, and determine the most sustainable long-term approach for the Crellin
WWTP. The planning effort should be structured to support future funding applications and project implementation.
2.1.3 The Crellin WWTP is located at 237 West Ashby-Ellis Road, Oakland, Garrett County, Maryland 21550. The treatment plant was constructed in 1990 and consists of a sand filtration system with ultraviolet disinfection. The facility primarily treats gray water and serves approximately 133 customers. The collection system is gravity sewer, with residential septic tanks providing primary treatment prior to discharge to the wastewater collection system.
Project Objectives
2.2.1 Document existing conditions and identify the root causes and operational impacts associated with the sand filter bed perimeter deterioration and related failures.
2.2.2 Evaluate practical alternatives for rehabilitation, replacement, or process upgrades that address reliability, permit compliance, constructability, lifecycle cost, and long-term operation and maintenance.
2.2.3 Prepare a PER and ER suitable for funding agency review, County decision-making, and incorporation into the County capital planning process.
