3.0 NEED FOR REPAIR AND WORK BEING REQUESTED

3.1 All items were found on prior inspections of the chimney. All material being used must have approval from Maryland Historical Trust and Carroll County Division of Facilities. Reference photos are provided in section 7.0.

3.2 Loose and open mortar joints have been found throughout the exterior of the chimney column in all quadrants. In areas where it is necessary, the mortar joints must be raked out and pointed, including the breeching jamb.

3.3 Multiple spalled brick and cracks can be seen in areas throughout the exterior of the chimney column in all quadrants. Spalled bricks faces must be replaced, and cracks repaired.

3.4 The water table across the top of the breaching jamb was found to be separated from the chimney column, allowing moisture to penetrate. These loose and deteriorated portions must be completely removed and replaced.

3.5 Cracked and loose brickwork can be seen within the upper left corner of the clean-out door. Failing sealant can be seen around the perimeter of the frame for the clean-out door. The cracks must be repaired, loose brickwork replaced, and new sealant applied as needed.

3.6 The bottom (4) downlead anchors have broken free from the chimney column. All anchors supporting the lightning protection system must be inspected, reattached and anchors replaced as needed.

3.7 All (18) existing compression type structural bands were found to have failing paint, surface rusting, and failing moisture barriers. Insufficient welding has been detected within the overlaps of the existing structural bands. Insufficient welding on bands must be repaired, and all bands must be cleaned, painted and have the moisture barrier reinstalled.

3.8 The existing wooden hood/cap across the top of the chimney was found to be in a severe state of deterioration. A new vented cover, with approval from the Maryland Historical Trust must be designed, fabricated and installed. (2) holes must be cored in the base of the chimney with mesh installed to allow natural ventilation of the chimney.

3.9 As there were not any noticeable problems with the Breaching Jamb panel. Carroll County requests that the panel be replaced with approved material by the Maryland Historical Trust and sealed accordingly. See Figure 7.

4.0 CONDITIONS PROVIDED BY MARYLAND HISTORICAL TRUST (MHT)

4.1 The existing bricks must be salvaged to the greatest extent possible. Any new replacement bricks must match the historic bricks in-kind, matching the size, texture, finish, color, and scale. Photographs of the proposed new brick against the existing masonry must be submitted for comparison for review and approval prior to any replacement.

4.2 Repointing mortar must match the existing historic mortar in size, design, color, texture, composition, strength, joint width, joint profile, and other visual qualities, per Standard #6.

4.3 Any deteriorated or failing mortar must be removed by hand, without the use of power tools. Power tools can cause unnecessary damage to the masonry units by breaking the edges and overcutting the joints. If Portland cement is present, MHT generally recommends that holes be drilled into the center of the joints to loosen the aggregate. The mortar must then be removed from the joint using manual hammer and chisel.

4.4 A 4' x 4' test patch must be prepared to evaluate the proposed repainting method and ensure that any work matches the existing masonry in appearance. Photographs of the completed test panel must be submitted for MHT's review and approval prior to completing any repointing.

4.5 Additional information on the moisture barrier must be provided to MHT for review and approval prior to the installation.

4.6 Additional information on the design of the new vented cover must be provided to MHT for review and approval prior to the fabrication and installation.

4.7 Additional information on the two new ventilation holes must be provided to MHT for review and approval prior to the work being completed.

4.8 If any of the lettering on the tower is impacted, please provide information on how the lettering will be repaired in-kind to match the existing prior to the project being completed.
