About this file
This document is a Justification for Other Than Full and Open Competition under Simplified Acquisition Procedures (SAP) for a sole-source procurement. The Coast Guard intends to award a sole-source contract to Ragged Edge Solutions LLC to provide the Special Operations Emergency Medical Technician (SOEMT) Course. The SOEMT course is an 8-week program to provide enhanced medical capabilities beyond Tactical Combat Casualty Care to Maritime Security Response Team West Advanced Tactical Operators without prior medical experience. The course covers online distance learning, hands-on skills practice, operational clinical medicine, and austere/prolonged casualty care, leading to various EMT-related certifications. The sole source justification cites the unique requirements of the MSRT missions and the lack of other courses providing the specialized training. The estimated amount is $61,710.70. The contracting officer is soliciting capability statements from responsible sources by August 29, 2024, but a competitive procurement is at the government's discretion.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b) SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. Do not use marketing language in this document. Language such as “This company has made its mark,” “This company is recognized as industry’s best,” and “This company is the leader in…” is unacceptable.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.
Ragged Edge Solutions partners with Central Carlonia Community College to provide the Special Operations Emergency Medical Technician (SOEMT) Course. The SOEMT course is an eight-week program designed to provide Maritime Security Response Team West (MSRTW) Advanced Tactical Operators (ATO) without prior medical experience, enhanced medical capabilities beyond the scope of the Tactical Combat Casualty Care (TCCC) guidelines. The first four weeks will be held in an asynchronous virtual format. The second four weeks will be held in Greenville, North Carolina. The SOEMT course is divided into four sections which include guided online distance learning for the National Registry of Emergency Medical Technicians (NREMT) Basic exam, hands on skills practice and examination, TCCC/operational clinical medicine, and austere emergency care and prolonged casualty care. Attendance to SOEMT will provide certifications in NR-EMT-Basic, American Association, Basic Life Support CPR, ISC-100, ICS-200, ISC-700, ISC-800, Department of Transportation, Traffic Incident Management System, Emergency Medical Services Vehicles Operators Safety, Austere Emergency Care, Prehospital Trauma Life Support (PHTLS).
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER
SUPPLIES OR SERVICES CAN BE USED.
Due to the nature of MSRT missions and potential response times to higher level care, EMTs should be certified in Austere Emergency Care, PHTLS, and have experience with advanced combat life support training. Current EMT courses do not provide higher level care training. Additionally, the high-quality medical training provided to select ATOs will enhance mission readiness, particularly when deployed in support of Operation PACIFIC EAGLE where MSRT West personnel work side-by-side with personnel from U.S. Special Operations Command that attend the same course.
