About this file
This is a bid proposal and contract document from the Virginia Department of Transportation (VDOT) for construction of a proposed trail in Mecklenburg County, Virginia. The project extends from Rudd's Creek to Skipwith Road along Route 9999 and is federally funded through the Surface Transportation Program (FHWA Number: STP-058-4(060), Project Number: 9999-058-091, M501). The scope of work includes clearing and grubbing, grading, pipe installation, asphalt concrete placement, erosion and sediment control, landscaping, signage, pavement markings, and establishment of permanent vegetation. Bids were due on October 28, 2026, at 10:00 AM through the electronic bidding system Bidx. The project completion date is June 2, 2028. The contract includes numerous line items with approximate quantities, including 1,875 cubic yards of borrow excavation, 4,313 tons of aggregate base material, 237 tons of asphalt concrete, 24,000 linear feet of temporary silt fence, and various amenities such as eight wooden benches, one overhead sign, and one trailhead sign. Special provisions address seasonal construction restrictions near a heron rookery (February 15 through July 31) and tree removal restrictions for bat habitat protection (April 1 through November 15).
Bids are evaluated on a lowest responsive and responsible bidder basis without discrimination. A bid bond equal to five percent of the bid amount is required. The contract includes predetermined minimum wage rates established by the U.S. Department of Labor for various classifications, ranging from $11.99 per hour for flaggers to $26.68 per hour for crane operators. Contractors must comply with Davis-Bacon prevailing wage requirements, maintain certified weekly payrolls, and implement FHWA contract provisions including nondiscrimination, safety standards, and drug-free workplace requirements. Optional price adjustment provisions are available for fuel, steel, and asphalt materials. The project is subject to federal labor standards, Disadvantaged Business Enterprise (DBE) requirements, and environmental compliance including the Endangered Species Act. Prequalification is mandatory for bidding. The contract documents reference the Virginia Department of Transportation Road and Bridge Specifications (2020 edition with 2022 supplement) and Standard Drawings (2016 edition with online revisions as of the advertisement date).

The contractor shall begin installation of the grass channel after approval by the Engineer.
a) The contractor shall verify the general boundaries of the contributing drainage area and the as-built inlet elevations to ensure they conform to original design. Subtle differences in site grading, drainage, and paving elevations can produce hydraulically important differences for proposed grass channels. The contractor and the Engineer shall communicate, in writing; any modifications identified during the preconstruction meeting and any modifications based on field conditions that are needed.
b) Grass channels shall be maintained free of construction vehicle traffic. When this is not possible the contractor shall integrate the conveyance into a temporary drainage network, providing temporary channel stabilization during construction activities.
i. Final grading of grass channels shall begin after the contributing drainage area has been stabilized with vegetation or final pavement. It may be necessary to block certain curb or other inlets while the grass channel area is being constructed and stabilized, if possible.
ii. Excavate the channel with light tracked equipment to avoid compacting the swale soil.
iii. The contractor shall clean all debris and sediment from the facility and return the channel to design grade and contour before inspection by the Engineer and, after approval by the Engineer, install any subsequent features.
c) Temporary erosion and sediment controls shall be installed as needed to divert stormwater away from the grass channel during construction until it is completed and stabilized. Install protection measures such as erosion control fabrics as needed to protect side slopes from erosion during construction.
d) Aggregate required for level spreaders or splash pads shall consist of clean, washed stone of the appropriate size classification.
e) Contaminated aggregate shall be cleaned or removed before starting fine grading or completing the facility. Geotextiles shall be installed as shown on the plans.

g) The contractor shall notify the Engineer the facility is ready for inspection when complete and request an inspection. Correct any items noted as unacceptable. Stabilize all disturbed areas and then remove all facility sediment controls and unblock curb openings or other upstream diversions only after the Engineer approves the facility.
IV. TOLERANCES
(a) Slopes surrounding grass channels shall be graded to 3:1 or flatter, unless otherwise specified. All tolerances shall conform to Section 303.05(b) of the Specifications.
(b) Grass channel finished grade shall conform to Section 305.03(c) of the Specifications.
V. INSPECTION AND MAINTENANCE
The contractor shall maintain facilities in temporary or final condition during construction by mowing and performing regular maintenance until the project is accepted by the Engineer so that efficacy of the newly constructed facility is not degraded. Any deficiencies or damage shall be corrected at no additional cost to the Department. The contractor shall ensure that the facilities conform to these specifications before the facilities are accepted.
The contractor shall perform required maintenance which includes, but is not limited to:
• Clearing sediment buildup at curb cuts, pretreatment facilities such as gravel diaphragms or pavement edges that prevent flow from getting into the bed and check for signs of bypassing flows.
• Immediately stabilizing bare or eroding areas in the contributing drainage area or around the grass channel area with grass cover or other appropriate lining. Fertilizers may be needed to promote initial planting growth in accordance with the VDOT nutrient management plan program.
• Checking for any winter or salt-killed vegetation and replacing it with hardier species as directed by the Engineer.
• Repairing rills or gully erosion as directed by the Engineer.
• Watering at least once a week the first two months after seeding or sodding and then as needed during first April to October growing season.
• Checking the project for evidence of ponding, dead plants, or concentrated flows and taking remedial action to return the areas to conformity with the design in accordance with the specifications and as directed by the Engineer.
• Checking inflow points for clogging and removing any sediment as directed by the Engineer.
• If water remains on the surface more than 24 hours after a storm, grade adjustments may be needed as directed by the Engineer.
VI. MEASUREMENT AND PAYMENT
Grass channels (width) will be measured in linear feet for the bottom width specified and will be paid for at the Contract unit price per linear foot. This price shall include furnishing and installing drainage the grass channel of the given with along with required seeding and sodding. Pretreatment options, rip rap, topsoil and stabilization, temporary erosion and sediment control, and fertilizer should be measured and paid for in accordance with the VDOT Road and Bridge Specifications.
