About this file
This is a Request for Proposals (RFP) issued by the Virginia Community College System (VCCS) for professional architectural and engineering services related to the replacement of Buchanan Hall and Tazewell Hall at Southwest Virginia Community College in Cedar Bluff, Virginia. The RFP seeks proposals from qualified A/E firms authorized to conduct business in the Commonwealth of Virginia with experience designing academic facilities for higher education institutions. The project involves designing a new 75,000 gross square foot, two-story administrative and classroom facility to replace the existing 1968-era buildings, incorporating administration offices, academic programs, student services, teaching labs, and student offices on a constrained site. The scope of services includes on-site surveys, field investigations, schematic and preliminary design development, complete construction contract documents, coordination with state agencies and local utilities, cost estimations, environmental impact reporting, geotechnical engineering services, and full construction phase administration. Sealed electronic proposals through eVA must be submitted by 5:00 p.m. local time on Thursday, September 30, 2026. No pre-proposal conference will be held. The contract is structured as a single project engagement with services spanning design through construction completion. The RFP issue date is August 31, 2026.
The target construction budget for the Schematic Design Phase is $46,000,000, with final project budgets and Design-Not-To-Exceed amounts to be established following Division of Engineering and Buildings review and independent cost estimates at subsequent phases. Fees will be negotiated on a lump sum basis considering estimated manhours and labor rates across various skill levels and disciplines, with rates documented in a Memorandum of Understanding. VCCS has established a minimum 42% small business participation goal for discretionary spending with DSBSD-certified businesses; proposers must submit a Small Business Subcontracting Plan and those meeting or exceeding this goal receive maximum evaluation points. This project is pool-funded for detailed planning only. Evaluation criteria include firm experience and past performance (20 points), project manager qualifications (15 points), team member expertise and consultant qualifications (25 points), workload and timely completion ability (10 points), professional liability insurance coverage (5 points), geographic location of performing office (10 points), firm size relative to project size (5 points), and small business subcontracting plan (10 points). The evaluation process includes interviews with two or more qualified proposers, with negotiation conducted first with the highest-ranked firm, proceeding through ranked proposers until contract terms satisfactory and at fair and reasonable fees are achieved.

Should the Agency determine in writing and in its sole discretion that only one Proposer is fully qualified, or that one offer is clearly more highly qualified and suitable than the others under consideration, a contract may be negotiated and awarded to that Proposer.
Proprietary information from competing proposers (including any data on estimated manhours or rates and the plan for accomplishing the scope of work) will not be disclosed to the public or to competitors, provided such information is duly marked as "Proprietary Information" by the Proposer and the designation is justified as required by Section 2.2-4342, Code of Virginia, as revised.
