About this file

This is a Proposal Report for Project 122474 issued by the Pennsylvania Department of Transportation (PennDOT) for slope protection work on State Route 0322 and State Route 1005 in Mifflin County, Pennsylvania. The project, titled "Mann's Narrows Wall/Rock Slide," encompasses approximately 3.71 miles of highway across Brown and Derry Townships and includes construction of rock nails (167 each, 15 feet in length), rock slope scaling (50 hours), wire mesh slope treatment (2,114 square yards of Geobrugg Tecco), intrusion grout bags (990 cubic feet), scaled material disposal (705 cubic yards), and various ancillary items including temporary traffic control, erosion and sediment control devices, and pavement markings. The project is federally funded and classified as a standard bid package with a cost range of $1,000,000 to $2,499,999.99. The bid opening is scheduled for October 1, 2026, at 11:00 a.m. at the Commonwealth Keystone Building in Harrisburg, Pennsylvania, with an anticipated Notice to Proceed of November 16, 2026, and required completion date of August 16, 2027. Prequalification is required, and no pre-bid meeting is scheduled.

The contract includes multiple special provisions addressing federal requirements, including Disadvantaged Business Enterprise (DBE) requirements with 0% DBE goal, prevailing wage requirements, Buy America and Build America provisions, erosion and sediment pollution control plans, worker protection and investment certification, and compliance with Executive Order 11246. Contractors must submit the Worker Protection and Investment Certification Form (BOP-2201) within seven calendar days after bid opening. The proposal specifies that all iron, steel, manufactured products, and construction materials must be produced in the United States, with limited exceptions for foreign-manufactured products not exceeding $1 million or 5 percent of total applicable costs. Structure work represents 10 percent of the project value. All addenda will be posted electronically through the ECMS system, and the project is subject to various quality control and testing requirements including concrete compressive strength testing, pavement profiling for ride quality evaluation, and infiltration testing for post-construction stormwater management measures.

CONSTRUCTION PROCEDURES - EROSION AND SEDIMENT POLLUTION CONTROL

Provision Body:

I. Observe the applicable following procedures during the entire period of construction as directed:

(a) Conduct all operations as specified in the erosion and sediment pollution control plan and in such a manner to minimize turbidity in streams. Do not discharge water containing sediments or pollutants into the streams.

(b) Direct flowing water away from project construction areas.

(c) Limit movement of equipment through the streambed in accordance with the approved plan so as to prevent unnecessary siltation or disturbance. Permit equipment to cross flowing channels only on rock roadways and/or bridges to prevent constant turbulency and siltation.

Construct rock crossings, causeways or cofferdams with rock having a minimum size of 75 mm (3 inches) or larger as directed; also, the surface may be choked with stone aggregate having a minimum size of 9.5 mm (3/8-inch). Do not use earth or other materials which may cause sedimentation, for any crossings, causeways or cofferdams.

(d) Seed and/or stabilize all stream banks immediately upon completion of grading.

(e) Seed all cut and fill slopes when they have reached a vertical height of 4.5 m (15 feet). On areas where permanent seeding will not be performed within a period of 20 days after the excavation or embankment operations have been completed place temporary seeding (annual Ryegrass) and mulching on all soil areas.

(f) Control the entire grading area at all times during construction by placing the erosion and sediment pollution control devices that can be installed prior to disturbing the earth and the stabilization devices as soon as the required earthwork has been performed.

(g) For any excavation material stockpiled more than 20 days, take interim stabilization measures to minimize erosion of the stockpile slopes.

(h) Clean the sedimentation structures during construction as specified in Section 861. Dispose of silt fencing and sediment removed from the project, as directed.

(i) Separate all water originating outside of the project from that originating within.

(j) During the life of the contract, be responsible for the maintenance of all erosion and sediment pollution control devices.

SECTION 876—INFILTRATION TESTING

876.1 DESCRIPTION—This work is for confirmation testing during construction for infiltration capacity of Post Construction Stormwater Management (PCSM) Stormwater Control Measures (SCMs).

876.3 CONSTRUCTION—Perform infiltration testing upon reaching the final elevation of the PCSM SCM’s infiltration surface as identified on the approved PCSM Plan. For surface PCSM SCMs, the infiltration surface is normally the bottom elevation before applying final vegetative stabilization (e.g., surface infiltration basin, vegetated swale) or an engineered soil mix (e.g., bioinfiltration).

For subsurface PCSM SCMs (e.g., infiltration trench), the infiltration surface is the bottom elevation before placing stone or other

September 2, 2026 13:36:57 PM Page 19 of 79 media. All contributing drainage areas to the PCSM SCM must receive permanent stabilization or otherwise adequately protected, as determined by the identified licensed professional, before exposing the infiltration surface. Conduct tests:

Within 4 days of completing grading to the final elevation of the infiltration surface, unless delayed by weather, in which case testing must be conducted at the earliest practicable time when weather conditions are satisfactory.

No sooner than 24 hours after rainfall exceeding 0.5 inches in a 24-hour period. Do not perform a test until the infiltration surface is free of standing water.

Acceptable infiltration test methods are as follows:

Double ring infiltrometer. Perform tests according to either:

Protocol 1 (Methodology for Double-Ring Infiltrometer Field Test) in Appendix C of the Pennsylvania Stormwater Best Management Practices Manual, as amended; or

ASTM D3385 (Standard Test Method for Infiltration Rate of Soils in Field Using Double-Ring Infiltrometer).

Single ring infiltrometer. Perform tests according to ASTM D5126, Section 4.1.2.1, and according to manufacturer’s recommendations for the type of single ring test used.

Modified Philip Dunne infiltrometer. Perform tests according to ASTM D8152 (Standard Practice for Measuring Field Infiltration Rate and Calculating Field Hydraulic Conductivity Using the Modified Philip Dunne Infiltrometer Test).

If any of the above test methods were used in the design of the PCSM SCM, that same method must be used for confirmation testing.

Locate the test sites evenly across the infiltration area. The number of tests at each SCM location are noted in Table 1.
