About this file
This is a Navy Purchase Description (PD-87066C) that details specifications for chemical and oil protective gloves intended to protect torpedo handlers from Otto Fuel exposure. The gloves must be 15 mil unsupported, dipped rubber gloves made of carboxylated butadiene-acrylonitrile rubber latex with a cotton-flock lining, available in sizes 7-11. The gloves must be white or light green/blue in color and feature specific measurements including 12-inch overall length and minimum palm widths ranging from 3-5 inches depending on size.
Key requirements include resistance to Otto Fuel penetration both initially and after aging, minimum tensile strength of 2000 psi, and no porosity. Each glove must have a non-slip embossed pattern on the gripping surface and include a Type IV, Class 14 label with identification and cautionary statements. The document specifies detailed testing procedures, including first article testing requirements and conformance inspection protocols. Production lots are limited to 10,000 pairs of gloves of a single size. The related contract opportunity is a market research survey from DLA Troop Support Clothing and Textiles, solicitation number 8415011476263.

A hollow shank, 3 inches in length, tapered on the outer surface to fit the open end of the rubber glove and a steel ring tapered on the inner surface to fit over the wooden shank shall be used.
The shank shall be attached to a steel base plate to make an airtight joint, and the tapered ring shall be bolted to the base plate so that it can be tightened over the shank. The base plate shall be fitted with ¼ inch internal pipe size brass nipple which shall be connected with other pipe fittings to mount a tire inflation valve; an air pressure gauge and a pressure relief valve (see Figure 2).
4.3.5.1.2 Procedure. The open end of the rubber glove shall be pulled over the shank of the test apparatus and clamped firmly in place by tightening the steel ring against the base plate.
Compressed air shall be fed into the glove to a pressure of 0.50 ±0.25 psi. The pressurized glove shall be immersed in water for one minute for observation of porosity as indicated by air bubbles.
No visible air bubbles shall be permitted within the one minute period.
4.3.5.2 Otto Fuel penetration resistance test. Evidence of Otto Fuel penetration shall be reported as a failure. A failure of this test shall be cause for rejection of the lot. Finished gloves selected for resistance to Otto Fuel penetration testing will be tested at Naval Undersea Warfare Center Division, Keyport.
5. PACKAGING
5.1 Packaging. For acquisition purposes, the packaging requirements shall be as specified in the contract or order (see 6.2). When actual packaging of material is to be performed by DoD or in-house contractor personnel, these personnel need to contact the responsible packaging activity to ascertain packaging requirements. Packaging requirements are maintained by Inventory Control Point’s packaging activity within the Military Service or Defense Agency or within the military service’s system commands. Packaging data retrieval is available from the managing Military Department’s or Defense Agency’s automated packaging files, CD-ROM products or by contacting the responsible packaging activity.
6. NOTES

k. Conformance inspection and acceptable quality limits
6.3 First article. When first article inspection (see 3.1) is required, the contracting officer should provide specific guidance to offerors whether the item(s) should be first article sample, a first production item, or a standard production item from the contractor’s current inventory, and the number of items to be tested as specified in 4.2. Invitations for bids should provide that the Government reserves the right to waive the requirement for samples for first article inspection to those bidders offering a product which has been previously acquired or tested by the Government and that bidders offering such products, who wish to rely on such production or tests, must furnish evidence with the bid that prior Government approval is presently appropriate for pending contract.
6.4 Information requests. For access to information such as purchase descriptions, patterns, drawings, standard shade samples of cloth and/or Navy buttons, etc. go to DLA Troop Support’s Clothing and Textile website for their Specification/Pattern/Drawing Request form, https://www.dla.mil/troopsupport/clothingandtextiles/specrequest.aspx. Complete the request form and then submit form. Requests to use equivalent materials and/or components or to make changes to the pattern should be sent to the contracting officer for approval by the military services.
6.5 Shelf life. This specification covers items where the assignment of a Federal shelf-life code is a consideration. Specific shelf-life requirements should be specified in the contract or purchase order, and should include, as a minimum, shelf-life code, shelf-life package markings in accordance with MIL-STD-129 or FED-STD-123, preparation of a material quality storage standard for type II (extendible) shelf-life items, and a minimum of 85 percent shelf-life remaining at time of receipt by the Government. These and other requirements, if necessary, are in DoD 4120.27-M, Shelf-Life Management Manual. The shelf-life codes are in the Federal Logistics Information System Total Item Record. Additive information for shelf-life management may be obtained from DoD 4120.27-M, or the designated shelf-life Points of Contact (POC). The POC should be contacted in the following order: (1) the Inventory Control Points that manage the item and (2) the DoD Service and Agency administrators for the DoD Shelf-Life Program. Appropriate POCs for the DoD Shelf-Life Program can be contacted through the DoD Shelf-Life Management website https://www.shelflife.dla.mil/.
