The Contractor shall perform the required services in coordination with, and subject to review by, the County’s designated Representative in the Department of Public Works and Transportation.
1.4 All invoices shall be submitted in SPEED within 72 hours of satisfactory completion of services for review, approval, and payment. Dom Amanze Office of Procurement DCAmanze@co.pg.md.us
1.6 Contract Duration: The Start Date will be the date of award or notice to proceed from the Purchasing Agent or designee. The Contract term is continuous and does not lapse between snow seasons. The base period begins on the date of award and continues through June 30, 2027, with two (2) one-year option periods. If, at the time of any contemplated exercise of an option to extend the term of this Contract, the Contract is not in compliance with any participation requirements of this solicitation, the Contract shall not be extended.
1.7 The Contractor’s obligations to pay invoices to subcontractors that provided services during the Contract term, as well as the audit, confidentiality, document, and indemnification obligations of the Contract shall survive expiration or termination of the Contract and continue in effect until all such obligations are satisfied.
1.8 Each prospective Contractor shall become fully informed as to the extent and character of the work required. No consideration will be granted for alleged misunderstanding of the material to be furnished or work to be performed.
1.9 This solicitation is conducted under the procedures of Section 10A of the Prince George’s County Code.

However, it remains the responsibility of all prospective Contractor’s to check all applicable websites for amendments issued prior to the submission. Failure to acknowledge receipt of an amendment does not relieve the Contractor from complying with the terms, additions, deletions, or corrections set forth in the amendment, and may cause the bid/proposal/quote to be rejected as being non-responsive to the requirements of the solicitation.
mailto:LCAdams@pg.co.md.us
1.12 Cancellation of Solicitation. The County reserves the right to cancel this solicitation, or accept or reject any and all submissions, in whole or in part.

1.14 Offerors may elect to take minor exceptions to requirements of the RFP except pricing, the Statement of Work, insurance, submission requirements, or material contract terms. Any exceptions will be evaluated based on the intent of the Contract. Exceptions may be considered only if they are submitted with the technical proposal submittal. All exceptions will be taken into consideration when evaluating the Offeror’s Proposal. The County reserves the right to accept or reject any exceptions.
1.15 Award Basis. The County intends to award one or more contracts to responsive and responsible Offerors meeting the qualification criteria set forth in Section 5. Award is based on price and qualifications, as described in Section

If the Contractor substitutes key personnel without the prior written approval of the Purchasing Agent, the contract may be terminated for default which shall be in addition to, and not in lieu of, the County’s remedies under the Contract or which otherwise may be available at law or in equity.

The required form(s) must be completed, signed, and submitted with your bid, proposal, or quote. All such changes shall be directed in writing by the Purchasing Agent or designee. The Contractor shall continue performance in accordance with the contract pending resolution of any equitable adjustment that may result from the change. If the Contractor believes that a directed change entitles the Contractor to an adjustment of the contract term, the contract scope, or any other contract right, the Contractor shall submit a written request for adjustment to the Procurement Officer within thirty (30) calendar days of the County’s written direction. Failure to submit a written request within this period shall constitute a waiver of any claim for adjustment arising from the directed change.
The rates set forth in Attachment A (Bid Proposal Sheet) shall not be adjusted as a result of any change directed under this section during the base period. Option-year rate adjustments, if any, are governed exclusively by Attachment A and the Statement of Work and are limited to not more than three percent (3%) per year.
Adjustments to other contract terms resulting from a directed change shall be effected by written contract amendment executed by the Purchasing Agent in accordance with GTC § 21. SECTION 3
STATEMENT OF WORK
3.1 Background and Purpose
The purpose of this contract is to secure reliable, qualified snow and ice control support for Prince George’s County Department of Public Works & Transportation (DPW&T) during the winter operational season, typically from November 1 through April 15. The Contractor shall provide fully operational, roadworthy vehicles, qualified operators, and on-site supervision to support all snow and ice control operations as directed by DPW&T.
Contractors are expected to maintain designated routes in a safe, drivable, and continuously passable condition for the duration of each event. Assigned units must remain in service until officially released by the County’s Authorized Representative. Contractors shall operate with the full understanding that this work is critical to public safety and demands precision, compliance, and professionalism.
3.2 Scope of Work Requirements
3.2.1 General Requirements
The Contractor shall furnish all vehicles, equipment, operators, supervision, labor, materials, communication devices, and incidentals necessary to support Prince George’s County snow and ice control operations during the winter operational season, generally November 1 through April 15, or as otherwise directed by the County.
The Contractor shall report to the designated County staging area or DPW&T facility with approved vehicles, properly equipped units, qualified operators, and requested supervisory personnel at the time directed by the County. The Contractor shall remain available and in continuous service until released by the County’s Authorized Representative.
The Contractor shall perform snow and ice control services in a manner that maintains assigned routes in a safe, passable, and serviceable condition during each event. Services may include, but are not limited to, route patrol, salt or sand application, anti-icing support, snow plowing, clearing of travel lanes, emergency response support, and other snow and ice control activities directed by the County.
Unless otherwise directed by the County, the Contractor shall prioritize assigned main travel lanes and shall clear such lanes within two (2) hours after the County determines that active precipitation has ended. The County reserves the right to modify priorities, routes, response requirements, or operational assignments based on storm severity, public safety needs, available resources, or emergency conditions.
The Contractor shall maintain operational readiness 24 hours per day, seven days per week during the winter operational season. The Contractor shall provide sufficient operators, relief operators, supervisors, and backup equipment to meet County response requirements and to support extended or continuous snow and ice operations.
The Contractor shall submit a certified equipment list with its offer, including vehicle identification numbers, license plate numbers, equipment type, ownership or lease status, storage location, and clear photographs of each proposed unit. All proposed equipment shall be fully operational, properly equipped, and available for County inspection upon request.
At least eighty percent (80%) of the proposed equipment shall be owned by the Contractor or secured under a valid lease, rental, or other legally binding agreement that gives the Contractor control and availability of the equipment for performance under this Contract. The Contractor shall not propose equipment that is unavailable, committed to another jurisdiction in a manner that would impair performance, or otherwise not under the Contractor’s control.
During County-declared snow and ice events, all equipment accepted for use under this Contract shall be available for County activation unless otherwise authorized in writing by the County. Equipment committed to other jurisdictions or private entities shall not interfere with the Contractor’s ability to meet County response times, deployment requirements, or service obligations.
The County reserves the right to inspect and validate proposed equipment before award, during the pre-season inspection process, and at any time during the Contract term. Equipment that fails inspection, does not meet specifications, is unsafe, or is unavailable for deployment may be rejected, removed from service, or deemed ineligible for payment until deficiencies are corrected and the equipment is reapproved by the County.
Misrepresentation of equipment ownership, condition, availability, staffing, or operational readiness may result in rejection of the offer, cancellation of award, removal from the active contractor pool, termination for default, or other remedies available to the County under the Contract.
3.2.2 Snow and Ice Control Services
During County-declared snow and ice events, the Contractor shall actively patrol assigned routes using County-approved vehicles and properly equipped units. The Contractor shall apply salt, sand, liquid deicing materials, or other approved materials only as directed by the County.
The Contractor shall continue material application, route patrol, plowing, hauling, clearing, or other assigned snow and ice control activities until directed by the County to modify operations, stand down, or demobilize. Once plowing operations begin, the Contractor shall plow continuously and shall maintain assigned roadways in a safe and passable condition for the duration of the event.
Unless otherwise directed by the County, the Contractor shall prioritize main travel lanes and shall clear such lanes within two (2) hours after the County determines that active precipitation has ended. The Contractor shall also support restoration of full lane accessibility on primary, secondary, and residential roads as directed by the County.
The County may assign Contractor vehicles, equipment, operators, or supervisors to support broader County snow and ice control operations, emergency response activities, public safety operations, or other related winter weather assignments.
The Contractor shall perform all such assignments until reassigned or released by the County’s Authorized Representative.
3.2.3 Communication
Effective and reliable communication between the Contractor and the County is essential for the safe and efficient execution of snow and ice control operations. The Contractor shall maintain a primary point of contact who is reachable by home, office, or mobile phone, or via a staffed answering service, 24 hours a day, seven days a week, without exception. This contact must have the authority to coordinate deployment, respond to County instructions, and manage on-site operations in real time.
3.2.3.1 Operator Communication Devices
Each vehicle operator must be equipped with a fully functional, hands-free cellular device capable of maintaining communication for shifts lasting up to 12 hours.
3.2.3.2 District Check-In
Operators are required to report to their assigned DPW&T maintenance district at a minimum of every two (2) hours during an active deployment. At check-in, the operator’s cell phone number must be clearly written on the Snow/Ice Removal Time Ticket for use throughout the shift.
3.2.3.3 Bilingual Supervision
To ensure effective communication during any Operational Period in which the Contractor deploys field personnel whose primary language is not English, the Contractor shall provide supervisory personnel who are fluent, both orally and in writing, in English and in the primary language(s) of such field personnel. These supervisors must be capable of communicating effectively with non-English-speaking operators to relay critical instructions, safety updates, and operational changes as directed by the County.
Prior to the commencement of each snow season, and upon any change in personnel, the Contractor shall provide the County with a written list of all designated Bilingual Supervisors, including their names, languages spoken, and 24-hour contact information.
Bilingual supervisors are required to be present whenever the Contractor deploys field personnel whose primary language is not English. This requirement promotes operational clarity, reduces response delays, and ensures compliance with County directives. Failure to maintain this standard may result in performance penalties or removal from active status.
3.2.4 Mobilization, Lodging, and Reimbursement Requirements
The County recognizes that snow and ice operations may require the deployment of contractor resources from outside the local service area. For Contractors whose principal place of business is located outside the State of Maryland and/or more than fifty (50) miles from the County’s primary snow operations facility located at 8400 D’Arcy Road, Forestville, Maryland, the County may authorize reimbursement of reasonable and necessary lodging expenses when such reimbursement is determined to be in the County’s best operational interest and necessary to support snow and ice response operations.
