The purpose of this amendment is to provide the questions and answers to the RFP #83310122Q0016 for Foreign Credit Reports. Questions were due by 2:00 pm on 3/7/2022. The following questions were received. Please note that the FSC code is changed to R611- Credit Reporting Services and NAICS code is changed to 561450.
Except at provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

Questions and Answers
1. I see the contract expects no more than 600 backgrounds per year. Can you give an average amount for a year and the minimum amount possible?
Government Answer #1: An estimated average number of reports pulled is around 350, this may fluctuate from year to year based on the insurance applications received.
2. Would you be able to clarify the location of work? Will the contractor be able to work from their current location of business, or be required to relocate to D.C., at any point? If relocation is required, would there be an option to travel to D.C., when necessary? If so, how often?
Government Answer #2: Location of work or relation is not applicable. For more information, please review the RFP/SOW pages 41 to 45, this service allows EXIM Bank “to access and run electronic Credit Reports 24/7 on foreign companies to support the underwriting of the short-term exporter held Express multi-buyer export credit insurance policy (“Express”).”
3. Does the EXIM provide the databases to conduct research and international credit report checks, or will the contractor be required to use their own databases?
Government Answer #3: The contractor is required to have their own databases and ability to produce the necessary credit information on each foreign buyer. For more information, please review the RFP/SOW pages 41 to 45, this service allows EXIM Bank “to access and run electronic Credit Reports 24/7 on foreign companies to support the underwriting of the short-term exporter held Express multi-buyer export credit insurance policy (“Express”).”
4. Does the EXIM provide computers or devices utilized for work production, or will the contractor need to use their own?
Government Answer #4: No, The contractor will need to use their own computer systems, network, etc. As stated on page 41 of the RFP “The contractor shall provide electronic current credit agency reports for international companies on an on-demand basis through a web-based report ordering system, with emphasis on emerging and developing countries to include but not limited to demographic information, , legal status and date of establishment, description of business activity, number of employees and subject’s standing in its industry, trade references, commercial morality, pay history, agency credit scores, financial condition, public sector entities, and opinions and recommendations on creditworthiness.”
5. Who is the incumbent?
Government Answer #5: The incumbent Contractor is CRIF Select Corporation, and the Contract number is EXIM-17-P-0047.

6. Has the current statement of work changed?
Government Answer #6: No, the current statement of work hasn’t changed.
7. Do you need any domestic reports as well? What volume?
Government Answer #7: No, just credit reports on foreign buyers.
8. Range for reports says 300-600 annually. I can give a more accurate price if this is more exact. Since this will be Firm Fixed Price, do you have a more accurate count of international reports?
Government Answer #8: See Gov’t Answer to question #1.
9. Can an international based organization/UAE based organization(without any US presence) respond to the RFP # 83310122Q0016 and is there anything we need to take care as part of RFP response?
Government Answer #9: Yes, if a company meets the outlined requirements in RFP, they can submit an offer. In order for EXIM to award a contract, a company has to be registered in SAM.GOV through Entity Information and has a Unique Entity ID.
The Government will not accept any more questions.
