Background:

The Export-Import Bank of the United States (EXIM Bank) has a need for a system (financial risk management tool) that will provide a comprehensive and consistent view of its counterparty risk by combining financial spreading, credit analysis, and robust data storage. EXIM currently uses Moody’s RiskAnalyst for these requirements, and seeks equivalent functionality. This comprises the “base functionality” described below.

Additional functionality components, which may be used in the future (based on evolving operational requirements and/or funding availability) are also included herein, and may be included as optional line items on a resultant contract.

This requirement also includes migration of information from the current RiskAnalyst platform to a new one, and is considered a one-time tasking, for which specific requirements are described below.

Base Functionality Components:

EXIM Bank users need a means to gather, spread, and analyze financial data in compliance with

International Financial Reporting Standards and local accounting standards. It is preferable if financial templates are available that is industry-appropriate and compatible with EXIM Bank’s borrower base that could include commercial and industrial, service, manufacturing, retail, and wholesale.

EXIM Bank users need a system that can project financials (income, cash flows, financials) of a borrower to judge future repayment capacity.

EXIM Bank users need a feature that can create customized ratios that are more aligned to a borrower’s sector or region.

EXIM Bank users need a means to gather and analyze financial data for the analysis of international banking and other financial institutions.

EXIM Bank users need a means to create and deploy rating models that reflect the true nature of a borrower’s business and to assign the correct rating model at origination. The solution should enable users to evaluate and modify rating models to reflect their own experience and environment over time.

EXIM Bank requires a solution that gives users the ability to make adjustment to their rating methodology and develop their own risk rating structure within the solutions’ architecture.

EXIM Bank requires a solution that allows for the integration of the platform solution with third party platforms.

EXIM Bank requires a solution that enables users to utilize peer comparison for financial statement analysis for the purpose of benchmarking. The solution should enable users to select a peer group to compare vs. the solution’s data.

Additional Functionality Components:

EXIM Bank users need a system that can consolidate entities to combine the account balances of multiple entities into a single entity.

EXIM Bank users would like to have a feature that would support and translate Spanish and

Portuguese financial statements.

EXIM Bank users would like to have a system that automates the spreading of financial statements.

User Training:

User training on the replacement system, is also to be provided, and must be provided by those fully certified to do so by the system creator, for up 50 users. Purpose of the training will be to introduce in-house staff to the new system, and gain basic familiarity with its resources.

The training is to be conducted on site at EXIM’s facility in Washington, DC. Session length is estimated at 2-3 hours, but may be adjusted per contractor guidance. Individual class size is estimated at no more than 20.

Usage Parameters:

The risk management tool’s capability should be able to support a portfolio of up to $40 billion and at least 500 borrower financial profiles.

Migration from Existing Platform:

Since 2006, EXIM has used Moody’s Risk Analyst for the above functionalities. Relevant

(stored) information will need to be transferred from this existing platform, to the platform associated with the replacement system.

As such, the provider must have the requisite authorization, and access priveleges to extract relevant data, and successfully migrate it to the new platform. This migration must be successfully completed, with all information transferred to the new platform, and available for usage; prior to November of 2020, when the (Moody’s) RiskAnalyst Platform is fully retired.
