4. Statutory Authority Permitting Other than Full and Open Competition:
41 USC §253(g), as implemented by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
Export-Import Bank of the US intends to award a firm fixed price contract to Euromoney Trading Limited on the bases of other than full and open competition in accordance with FAR 6.302-1. The estimated award date is February 13, 2019. Euromoney's Airline Analyst provides current and frequently updated detailed financial information on more than 200 public and privately owned international airlines. The Airline Analyst features analytical tool set that facilitate performance of peer comparisons, automatically processes currency conversions and can be configured to the specific needs of each user. The Airline Analyst offers a unique web based solution with analytical parameters with the processing power to deliver financial ratios in seconds for many important aviation financial ratios critical for support of EXIM Bank's employees' in credit underwriting and risk management as well as the Bank's work with exporters and other clientele. Accordingly, Euromoney Trading Limited is the only firm capable of providing the services described in Section 3 above without EXIM Bank experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
In the effort to find other potential sources, EXIM Bank reviewed current similar existing EXIM bank subscription with the Center for Aviation. After review of their database, it was determined that the database does not cover the wealth of airlines or the breadth of financial data Euromoney's Airline Analyst covers.
In addition, Sources Sought Synopsis Pre-solicitation Notice number 83310119Q0008 was posted on FedBizOpps (FBO) to look for potential sources. The notice was posted on 12/14/2018 with response due date set for no later than 12/31/2018. Four (4) responses were received by the due date. The respondents are Euromoney Trading Limited, Deladad Advisory, DK Shin Laboratories and Centric Consulting, LLC. All four responses were reviewed by EXIM bank Contracting Officer. Review of all four respondents' capability statements is summarized as follows:
Deladad Advisory Deladad Advisory demonstrated competency in gathering data from public and private sources, the ability to build a data warehouse to store collected data and to construct a web portal. They also proposed a data analysis process. Deladad Advisory did not demonstrate expertise specific to the airline industry. Deladad is able to pull data on publicly-traded airlines, but they did not indicate that they were capable of getting information on privately-held airlines. They showed expertise on company research, in general, but not specifically on the airline industry.
