About this file

This is a Sources Sought Notice issued by the Defense Information Systems Agency (DISA) to identify potential contractors for enhancement and sustainment (E&S) services for the Wideband Remote Monitoring Sensor (WRMS) system supporting Wideband Global Satellite Communications (WGS) for the United States Space Force. The requirement falls under Project Officer Wideband Control and is managed by DISA's Defense Information Technology Contracting Organization (PS8312) at Scott Air Force Base, Illinois. The primary place of performance is Peterson Space Force Base, Colorado. The current incumbent is Northrop Grumman (Large Business), operating under contract vehicle SETI with a performance period of June 6, 2022 through June 5, 2026.

The anticipated contract structure includes a one-year base period with four one-year option periods, with a targeted award date of April 2027. The NAICS code is 541512 with a $34 million size standard. Prospective contractors must demonstrate experience in: assembling diverse teams including subcontractors capable of quarterly software releases; supporting satellite spectrum monitoring systems comparable to WGS; developing or sustaining flexible, hardware-agnostic software interfaces capable of supporting multiple commercial off-the-shelf or custom hardware solutions; and identifying unique organizational capabilities benefiting WRMS. All respondents must possess a Secret Facility Clearance and provide current clearance levels. Responses addressing the four required capabilities and special requirements must not exceed seven pages and must be submitted via email to Contract Specialist Barb Miner (barbara.d.miner.civ@mail.mil) and Contracting Officer Vanessa Gonzalez (vanessa.m.gonzalez2.civ@mail.mil) no later than 2:00 PM Central Time on September 23, 2026. Small businesses must demonstrate compliance with Limitations on Subcontracting (FAR 52.219-14) and describe capability for joint ventures or teaming arrangements if applicable.

SOURCES SOUGHT NOTICE

832675541

The Defense Information Systems Agency (DISA) is seeking sources to acquire enhancement and sustainment (E&S) services for the Wideband Remote Monitoring

Sensor (WRMS) for Wideband Global Satellite Communications (WGS) for the office of

United States Space Force, Combat Forces Command Mission Delta 8, 8th Sustainment

Squadron (CFC MD8/8STS).

CONTRACTING OFFICE ADDRESS:

DISA/Defense Information Technology Contracting Organization/PS8312

2300 East Drive, Building 3600

Scott Air Force Base, Illinois 62225

INTRODUCTION:

This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small and large businesses (including the following small business subsets:

Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small

Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services.

The WRMS E&S requirement falls under Project Officer Wideband Control as part of its mission to acquire and install state-of-the-art strategic satellite network control and planning systems for use with the Defense Satellite Communications System and WGS, and to provide satellite monitoring in either synchronized Spectrum Information

Gathering or In-beam monitoring modes.

At its most basic level, the primary function of WRMS is to aid the user with the identification and resolution of anomalies detected by the system. Anomalies are presented to the user through the comparison of planned versus actual radio frequency measurement data.

There are three primary components of the WRMS system. One, hardware to collect and sample analog radio frequency signals to digitize them into In-Phase/Quadrature

(I/Q)data. Two, the spectrum characterization software components, which performs analysis against the collected I/Q data. Three, a front-end graphical user interface which allows the operators to observe, and correlate predicted and performance data for anomaly resolution.

The current contract, now in its last year of execution, provided a spectrum characterization and analysis software from the ground-up coding in micro-services that provided a

Government-owned custom software that implements a hardware agnostic interface, all targeted to support the WGS-11 satellite while being able to support all prior WGS satellites. This software and hardware solution is integrated with all current Wideband

Control interface subsystems and maintains current performance specifications.

The desired end-result of this forthcoming contract is to sustain this fielded version of

WRMS, WRMS version release 3 (WRMS v3.x), and to provide enhancements based on feedback from the users as well as to continue addressing current and new software backlog items. Please see the attached draft Performance Work Statement for more information.

The anticipated Period of Performance is a 1-year base period, with four 1-year option periods. The targeted date of award is April 2027.

The anticipated primary place of performance is Peterson Space Force Base, Colorado.

CONTRACT/PROGRAM BACKGROUND:

Contract Number: HC104718D2012 / HC102822F5001

Contract Vehicle: SETI

Incumbent and their size: Northrop Grumman, Large Business

Method of previous acquisition: Fair opportunity

Period of performance: June 6, 2022 – June 5, 2026

REQUIRED CAPABILITIES:

1. Large projects usually depend on the coordination between several companies and entities in an effort to utilize domain expertise to yield overall project success. To fully satisfy the WRMS requirement, the contractor must assemble a plethora of diverse skill sets. These skill sets will primarily be utilized to modify existing software and build new software on a continuous cycle of quarterly (3 month) releases. Describe how you would approach building a team (to include subcontractors) that could yield the Government these services to result in a high-quality product. Demonstrate your experience with project execution as an integrator, prime, and subcontractor.

2. WRMS's primary function is to provide satellite spectrum monitoring capabilities for the WGS constellation. Spectrum monitoring capabilities currently include visual representation of real-time sampled spectrum, accurate frequency and time domain measurements, and surrounding tools to assist the operator to diagnose signal anomalies. Demonstrate your experience supporting systems with

Page 3 of 5 Pages comparable missions or customer base. Describe the capabilities fo the supported system.

3. A hardware agnostic interface was created to be flexible enough to allow for the characterization software module to interface with multiple commercial off the shelf (COTS), or custom hardware products. This interface is extendable to work with more than one COTS product. The Government continues to be open to new spectral characterization COTS products that are more advanced, faster, and have lower cost. Describe software modules you have enhanced or sustained that were flexible enough to service multiple solutions.

4. Are there any unique capabilities or opportunities that your organization can utilize to benefit the WRMS requirement? If yes, demonstrate your benefits to the program.
