About this file
This is a Justification and Authorization (J&A) document for a sole source procurement of software support services from Mirion Technologies (Canberra).
Norfolk Naval Shipyard (NNSY), under the contracting activity of the Defense Information Systems Agency (DISA) Defense Information Technology Contracting Organization (DITCO) PS8321, is procuring new buy Mirion Technologies (Canberra) software support on a Fixed Price (FFP) contract basis. The requirement covers a performance period from September 27, 2026 through September 26, 2027. The procurement is justified under FAR Part 16.507-7 for items peculiar to one manufacturer. The justification asserts that Mirion Technologies is the sole source capable of meeting the Government's needs, as it is the only manufacturer of Nuclear Instrumentation with ISO-9001 certification for both manufacture and design. The software is required to perform radioactivity analysis of Naval Nuclear Propulsion maintenance and environmental samples in compliance with NAVSEA, USNRC, and USEPA regulations. The equipment currently in use at NNSY's laboratory was manufactured by Canberra Industries (now owned by Mirion Industries) and is designed specifically to operate with Mirion's Genie-2000 software family, including Mirion Apex In-Vivo and Mirion Apex Gamma applications. Market research conducted July through August 2026 determined that only Mirion's Canberra software can fully meet operational requirements. Fair and reasonableness of pricing will be determined through comparison to the Original Equipment Manufacturer's commercial pricing and historical pricing data. The software is not available through the NMCI/COSC contract, and lack of purchase would result in adverse operational impact on radiation monitoring capabilities. Additional requirements include compliance with DoDI 8500.2 security configuration standards and vulnerability management processes.
