CONTRACT/PROGRAM BACKGROUND: The Multimedia Architectural Networking Design Optimization (MANDO) requirement is an existing requirement and is currently being executed under the following:

Contract Number: HC102818D0024 / HC102822F6460 Contract Vehicle: Engineering Coordination Resources Exploration (ENCORE) III Small Business Suite Incumbent and their size: CompQsoft, Inc. Small Business Method of previous acquisition: Total small business set-aside Period of performance: December 2, 2021 to December 1, 2026

REQUIRED CAPABILITIES:

1) Comprehensive DISN Program and Engineering Support: The Defense Information Systems Network (DISN) is one of the largest telecommunications networks in the world and is the backbone of global Department of Defense (DoD) communications, providing secure, resilient, and high-capacity transport for mission-critical operations. Engineering support across all elements, layers, and gateways ensures uninterrupted connectivity for both DoD and authorized mission partners, regardless of location or operational environment.

· Describe and provide an example of your company’s experience delivering comprehensive engineering support across large-scale, complex telecommunications infrastructures, including Internet Protocol (IP)-based and switched networks, terrestrial and undersea fiber-optic systems, and military/commercial satellite communications, adherence to stringent performance requirements, and delivery under tight operational deadlines for global carrier-grade network providers.

· Please address your program management approach to the execution of these complex, multi-faceted engineering projects.

2) Specialized Technology Expertise: Advanced transport technologies such as, but not limited to, power distribution systems, timing dissemination, optical networking, cloud routing, software defined networking, Multi-Protocol Label Switching (MPLS), High Assurance Encryption (HAE), and Commercial Solutions for Classified (CSfC), Internet Protocol version 6 (IPv6) are critical to maintaining the performance, security, and interoperability of the DISN. Mastery of these technologies ensures that the DISA can provide fast, reliable, and secure communications in alignment with evolving mission demands.

· Describe and provide an example of your company’s experience deploying, sustaining and eliminating specialized telecommunications technologies to deliver capabilities, systems, and services with emphasis on managing integration challenges, optimizing performance, and achieving interoperability across complex, multi-vendor environments.

3) Advanced Network Systems and Security: DISA must safeguard global communications against cyber threats, physical disruptions, and adversary interference. Advanced network systems engineering and robust security design ensure mission survivability, operational continuity, and protection of sensitive information in both peacetime and contested environments.

· Describe and provide an example of your company’s experience designing, implementing, and securing advanced transport systems—including transoceanic connectivity, future optical networking, data center connectivity, and availability design.

· Highlight your approach to integrating cybersecurity frameworks, mitigating risks, and maintaining operational continuity during high-demand or contested conditions.

4) Testing, Validation: Before any new technology or capability is deployed into the DISN, rigorous testing and validation are essential to ensure operational readiness, interoperability, and security compliance. Strict adherence to DoD, DISA, and federal standards is essential to maintain interoperability, mission assurance, and cybersecurity compliance across the DISN. Engineering solutions that fully integrate these standards reduce risk, improve operational efficiency, and support long-term sustainment.

· Describe and provide an example of your company’s experience operating test environments with particular focus on the establishment of a test environment for operational execution utilizing automation to develop the required artifacts for certification and submission for decision forums.

· The example provided should demonstrate testing identified issues before deployment, reduced operational risk, and supported seamless integration with complex mission systems for the operation and management of a global carrier-grade network.

5) Global, Joint, and Multi-Domain Support: The DISN supports U.S. military operations worldwide, often in joint and coalition environments where multiple domains—land, sea, air, space, and cyber—must operate seamlessly. Engineering solutions that function reliably in complex, multi-domain settings are essential for mission assurance and operational success.

· Describe and provide an example of your company’s experience delivering secure, scalable, and resilient network solutions in joint, multi-domain, and globally distributed environments, particularly those requiring synchronization across multiple stakeholders, strict mission timelines, and diverse operational theaters.

6) Tier III Engineering Support and Escalation Services: Tier III engineering support is critical to maintaining the operational integrity of the DISN by providing the highest level of technical expertise for complex, unresolved, or mission-critical issues. This capability ensures rapid root cause analysis, advanced troubleshooting, and engineering-level solutions that cannot be addressed at lower support tiers. It also plays a vital role in incident escalation, architecture optimization, and guiding long-term corrective actions to enhance network reliability, performance, and security across all DISA-managed environments.

· Describe and provide an example of your company’s experience delivering Tier III engineering support for large-scale, mission-critical communications networks, including advanced problem resolution, deep-dive diagnostics, architectural remediation, and coordination with original equipment manufacturers (OEMs) or vendors to resolve high-priority incidents.

· Highlight how your Tier III expertise reduced downtime, prevented recurrence, and improved overall system performance.

SPECIAL REQUIREMENTS:

1) Must be U.S. citizens and have a minimum of Secret security clearance. However, some personnel will have access to classified data and require Top Secret security clearance with Sensitive Compartmented Information (SCI) access to perform their duties.
