About this file

This document is a limited sources rationale for the procurement of Symmetricom brand timing and sync equipment for the Defense Information Systems Agency (DISA) Pacific Enterprise Services - Hawaii (PES-HI) network. The purpose is to replace outdated timing and sync infrastructure components with Symmetricom equipment, as the current PES-HI network is compatible only with Symmetricom equipment. The total estimated value of the procurement is $60,638.34. The contracting officer has determined that Symmetricom is the only reasonably available source for the required equipment based on market research indicating no functional replacement products exist. The agency plans to solicit this brand name requirement under FAR 13.106-1(b)(1). The related federal contract opportunity is solicitation number HC102824R0052 for the procurement of the Symmetricom timing and sync equipment for PES-HI.

Limited Sources/Sole Source Rationale For all Requirements under SAT

Upon the basis of the following justification, I, as the Contracting Officer, hereby approve this limited sources rationale for the proposed contract action pursuant to the authority cited above as the particular product is essential to the Government's requirements, and market research indicates other companies' products or services do not meet, or cannot be modified to meet, the agency's needs.

1. REQUIRING AGENCY AND CONTRACTING ACTIVITY:

Requiring Agency:

Defense Information Systems Agency (DISA) Pacific Enterprise Services – Hawaii (PES-HI) 477 Essex St Pearl Harbor, HI 96860-5815

Contracting Activity:

Defense Information Systems Agency (DISA)/ Defense Information Technology Contracting Organization/PS8

PS8332

2300 East Drive, Building 3600 Scott AFB, IL 62225

2. Procurement Title: PES-HI Timing and Sync Equipment

Purchase Request Number: HC108924RAMPH06 Contract Number: To Be Determined Estimated Value: $60,638.34

3. Regulatory Authority: Federal Acquisition Regulation (FAR) 13.106-1(b)(1). The order may be solicited from one source if the contracting officer determines that only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name).

4. Description of Action:

The purpose of this procurement is to provide Symmetricom brand timing and sync equipment for the DISA Pacific Field Command (PAC) PES-HI network through a firm fixed price contract. The supplies include eight mod/adapters, eight Digital Signal 1 outputs, 16 expansion shelves, one buffer module, 13 filler panels, one cable Service Dispatching Unit interface, and one cable clock backup. The current timing and sync

Page 2 of 3 Pages infrastructure of the PES-HI network is made up of Symmetricom equipment. The equipment being procured through this requirement will go towards the replacement of some of the outdated timing and sync infrastructure components currently implemented in the network. DISA PAC staff will take this upgraded equipment and install the items into the current timing and sync infrastructure in the class five electronic switching systems that currently run the PES-HI Network. DISA PAC technical subject matter expert, Jesse Altuna, identified the required equipment and will oversee the installation of the required equipment. Once the timing and sync equipment arrives, it can be immediately installed by the Joint Cyber Implementation Program. The installation has no predecessor task required.

5. Proposed Brand Name: Symmetricom

6. Market Research:

Market research for this effort was completed to determine if other brands of equipment could be used. Research into Symmetricom and similar companies’ websites and products identified that in order to ensure all features of the equipment are functional and compatible with the other equipment in the infrastructure that is not being replaced, the replaced equipment would also need to be Symmetricom brand. The other Symmetricom equipment in the infrastructure that is not be replaced is only compatible with Symmetricom equipment. Further market research was then completed through internet searches to find vendors that were capable of providing the required equipment and obtaining pricing for this equipment. Three vendors were reviewed, and all were determined as comparable for the required materials and schedule. The largest variances were the prices listed. Finally, research was completed to verify the identified vendors were able to do work with the government. The vendors are listed below.

Progressive Computer Services, Inc; PO Box 30274 Honolulu, HI 96820 System Optimization & Support, Ltd; 1188 Bishop Street, Suite 3002 Honolulu, Hawaii 96813 Regency Consulting; 508 Pierce St. Sioux City, IA 51101

Based on current market research, performed between January 2023 through June 2024, it has been determined that only the aforementioned timing and sync equipment provided by Symmetricom can fully meet the Government’s need. This requirement is for proprietary products and/or product support and no competitor’s functional replacement products exist in the market at this time to meet the Government's need. The Government will continue to conduct market research to determine if there are changes in the marketplace that would enable other brands to be used in the future.

Based on the justification provided by PES – HI, a determination has been made to solicit brand name Symmetricom for the above-described requirement.
