DISA/Defense Information Technology Contracting Organization (DITCO) PL 2300 East Drive, Bldg. 3600
2. NATURE/DESCRIPTION OF ACTION(S): The nature of this action is to procure 1 month base plus three 1-month firm-fixed-price option periods by issuing a new task order to continue performance for the services provided by task order , which expired on April 29, . This task order will continue the services for 4 months, if all options are exercised. The period of performance (POP) of the task order will be May 17,
– September 16, . This new task order will ensure continued support during the protest period of the follow-on contract. The software systems support contract effort actively provides software systems support and helpdesk sustainment services for the Graduate Training Integration Management System (GTIMS)/Aviation Resource Training System (ARTS), Advanced Distributed Learning Services (ADLS), and Mission Planning Systems (MPS). GTIMS/ARTS is the mandated training management system for all graduate flying training in and is used by the as well. Acquired services provide enterprise service desk functions for GTIMS/ARTS and MPS in direct support of operational training units. Aforementioned training missions are dependent on GTIMS and MPS. Outages of these systems will degrade operations/cause mission aborts. The software system support contract enables the information technology (IT) service provider to manage and sustain the command’s mission IT systems through several related functions. The contractor provides a blend of centralized and on-site product support for one or more mission IT systems, service support and enhancements for the ADLS, GTIMS/ARTS technical support, integration branch support, and GTIMS sustainment.
The previous task order ( ) expired on April 29, . This effort was re-competed as a competitive ENCORE II small business set-aside. On April 28, , the follow-on contract, was awarded. The bid protest was submitted in a timely manner to trigger an automatic suspension of performance of pending resolution of the protest in accordance with FAR 33.103(f)(3). This J&A contemplates the issuance of a “bridge” (new task order) for the requirement and will allow for continued support of this vital program during the protest period, while retaining the ability to provide a consistent level of effort for and its stakeholders with only a minimal break in service.
The estimated cost of support for this extension is , which includes all labor categories included in the expired task order , for the 1 month base plus three 1-month option periods:

4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY:
(a) Exception to Fair Opportunity. (2) Proposed sole source contractor. Due to the bid protest filed by FemmeComp, Inc., Data Systems Analysts, Inc. is the only source that can fulfill this requirement without risk of a substantial break in service/support to the software systems support contract.
(3) A sole-source action is necessary due to a protest filed in response to the award of the follow-on contract, . If a bid protest had not been received, this extension would not be necessary.
5. COST/PRICE FAIR AND REASONABLE DETERMINATION: During source selection of solicitation number, (the expired incumbent task order), a price evaluation was conducted in accordance with FAR 15.404. The contract prices were determined to be reasonable. The proposed prices for the extension will be compared to the current contract prices as well as the independent government cost estimate and the proposed prices for the follow-on effort in order to determine fair and reasonableness.
6. MARKET RESEARCH: This is a continuation of services until the protest of the follow-on contract, are complete. Market research was conducted for the follow-on contract, which was conducted within the last 12 months. The market research identified potential sources which enabled the follow-on contract to be conducted as a competitive ENCORE II small business set-aside.
