The County's payment terms are net thirty days. This solicitation is subject to Montgomery County's Wage Requirements Law for service contracts; offerors must submit completed Wage Requirements Certification forms with their proposals. The RFP is not subject to Local Business Preference but includes evaluation criteria for Minority, Female, and Disabled Person (MFD) participation, requiring offerors to exceed the applicable purchasing category goal. 5. SECTION B - SCOPE OF SERVICES:

5.1. Background

Montgomery County Department of Transportation (MCDOT) is undertaking a project to enhance the lighting infrastructure in its parking lots and garages through advanced energy management practices and supporting the integration of energy-efficient technologies and management practices within MCDOT’s existing infrastructure and systems. This initiative is part of a broader effort to ensure efficient, safe, and sustainable lighting solutions while leveraging cutting-edge technologies. The project encompasses installation, maintenance, management, and integration of LED lighting systems with modern control technologies. MCDOT LED Light Replacement program has piloted multiple projects to establish various LED Light fixtures and has studied their performance and energy consumption. Based on this study, we established a list of LED Light Fixtures that the County believes will perform well and enable the management of energy consumption in MCDOT Parking Facilities. The Contractor will be responsible for implementing strategies, tools, and systems to monitor, analyze, and reduce energy consumption while ensuring compliance with Montgomery County’s decarbonization goals. Additionally, offerors must support MCDOT’s ongoing 3D scanning and digital twin initiatives, which aim to enable efficient management and interaction with MCDOT resources. The following tasks outline the key responsibilities and deliverables for offerors.

5.2. Intent

Montgomery County Government, Maryland, through the Department of Transportation, Division of Parking Management, is seeking two qualified contractors to provide lighting retrofit services. The work includes upgrading existing light fixtures or lamps with new, energy efficient technology— typically LED light fixtures with control systems and providing technical PMS support for the control systems after installation at various County parking garages and lots.

It is the County’s intent to contract with two (2) contractors on a predetermined basis. Two contracts will be awarded as a result of this solicitation. Task Orders will be assigned on a rotating basis;

however, the County will only award a Task Order to a contractor in rotation if the proposed cost in that Task Order is determined to be fair and reasonable. The Contract Administrator or Project Manager reserves the right to negotiate proposed costs particularly the labor cost of the Task Order.

If negotiations with the first contractor are unsuccessful, the Task Order will be offered to the second contractor. Subsequent Task Orders will continue to follow the rotation, unless negotiations fail, in which case the order will again be offered to the other contractor.

Furthermore, if a contractor fails to demonstrate, to the County’s satisfaction, that adequate qualified personnel are available to perform any Task Oder, the County reserves the right to assign that Task Order to the other contractor.

The County also reserves the right to add additional retrofit services eligible for electric utility incentive programs. A list of light fixtures is provided in the Quotation Sheet of this RFP document (Attachment D). These resulting contracts will primarily focus on replacing existing HID, fluorescent, and HPS fixtures at multiple parking garages and parking lot locations throughout the County.

Depending on available funding, the County may increase or decrease the quantity of fixtures to be installed or purchased.

This solicitation is issued by MCDOT – Division of Parking Management.
