The project, designated as Smart Scale - Roundabout and R-Cut Intersection (Route 17, Project Number 0017-030-879, C501), involves construction work from 0.206 miles south of Carters Run Road to Whiting Road. The project encompasses extensive infrastructure work including stormwater management facilities, drainage systems, excavation, asphalt and concrete placement, guardrails, fencing, pavement markings, lighting, and sign structures. The bid submission deadline was 10:00 AM on Wednesday, July 22, 2026, with bids to be filed electronically through Bidx. The project completion date is October 1, 2028, with a substantial completion incentive date of August 27, 2028. The contract includes an incentive of $1,900 per calendar day for early completion (capped at $85,500) and a disincentive of $1,900 per calendar day for late completion (capped at $66,500).
The proposal requires contractors to submit bid bonds equal to five percent of the bid amount and to include subcontractor/supplier solicitation and utilization forms. The bid includes over 190 line items spanning excavation (approximately 26,228 cubic yards), asphalt concrete placement (approximately 16,698 tons), various drainage and pipe installations, and traffic control measures. The contract requires compliance with Virginia Department of Transportation Road and Bridge Specifications (2020) and includes provisions for stormwater management facilities, erosion control, environmental compliance, and substantial completion incentives and disincentives based on a fixed substantial completion date.
