Level of Development (LOD) General Definitions.

This list is of the general definitions of the Level of Development (LOD). The Model Element Breakdown Structure listed in Section 8 includes these designations for the model elements.

Element Detail Designation (EDD) indicates how close a virtual element visually resembles its real-world counterpart, including geospatial and geometric dimensional accuracies. Element detail communicates physical dimensions of an object and graphical characteristics, such as shape, size, and location.

PennDOT designations for element detail are summarized below.

LINK DEFINITION

D-1 3D model elements represent general size, shape 2D model elements shown as lines or symbols

D-2 3D model elements represent approximate size, shape 2D model elements represent approximate shape and length Standard or special drawings may be needed to provide graphical details not included in the model element (e.g., reinforcing steel, bolts, connectors)

D-3 3D model elements represent specific size, shape 2D model elements represent specific shape and length Standard or special drawings may be needed to provide graphical details not included in the model element (e.g., reinforcing steel, bolts, connectors)

D-4 3D model element represents the fabrication size, shape and graphical details. Depiction of design fabrication details to enable quantity takeoffs without the need of standard or special drawings 2D model element represents the fabrication shape and length

8.

Element Information Designation (EID) conveys the amount of information that can be obtained directly from the model element. Information includes geometric details and non-geometrical properties also referred as property sets. Element information communicates the reliability of measurements and quantities to meet construction specifications (e.g., pay item quantities), and other information required for asset management such as material properties, warranty information and manufacturer’s details.

PennDOT designations for element detail are summarized below.

ELEMENT INFORMATION

DESIGNATION

DEFINITION

I-1 Model elements are in a general location and orientation and, contain only dimensional geometric data.

Element does not have attributes attached; thus, information cannot be reliably derived from the model element without notes, dimensions and special details and/or tables.

I-2 Model elements are in an approximate location and orientation and, can be queried for individual (e.g., each), linear and area (e.g., linear feet, square yards) quantities.

Notes, dimensions, and details may be needed to obtain further element information.

Information attributes may be attached as a placeholder to input detailed information later as the model element progresses in the modeling process.

I-3 Model elements are in a specific location and orientation and, element can be queried for individual (e.g., each), linear, area and volumetric (e.g., linear feet, square yards, cubic feet) quantities.

Attributes containing data pertinent to construction, such as pay item number and material type (Pub 408 specifications) have been added to the model elements and the associated data may be reliably queried.

I-4 Model elements are in their exact location and orientation and, can be queried for individual (e.g., each), linear, area and volumetric (e.g., linear feet, square yards, cubic feet) quantities.

I-3 attributes along with asset data needed for management and maintenance have been added to the model elements and the associated data may be reliably queried.

CONSTRUCTION REQUIREMENTS/REQUIREMENTS - NPDES

Provision Body:

Coverage of this project is under GP043502125-004 and PASPGP-6.

Coverage of this project under the PAG-02 General Permit, which has been assigned NPDES Permit Number PAC350209, is effective on April 29, 2026, and will expire on December 7, 2029. This is the date the statewide (master) PAG-02 General Permit expires. If you have not submitted a Notice of Termination (NOT) and have not received approval of the NOT by December 7, 2029, you must submit a renewal NOI by December 7, 2029, to remain covered under the reissued master PAG-02 General Permit.

Completion and submission of the SCM Construction Certification Form (3800-FM-BCW0271k) (“SCM Certification Form”) to the office of the Department of Environmental Protection (DEP) or delegated county conservation district (CCD) that approved coverage is a requirement of certain Chapter 102 permits. Under these permits, the permittee must submit the SCM Certification Form within 30 days of the completion of a structural post-construction stormwater management (PCSM) stormwater control measure (SCM). A structural PCSM SCM is a manmade structure used to manage post-construction stormwater, including but not limited to infiltration-based SCMs. The SCM Certification Form does not need to be completed and submitted for PCSM SCMs that are activities (e.g., street sweeping) or are natural landscape features that did not involve earth disturbance. The contractor’s Licensed Professional will complete this form, except for the Permittee Certification section, and submit it to the Department through the PennDOT Project Collaboration Center (PPCC) under a new Submittal Type “Environmental – SCM_Cert_Form” within 14 days of SCM construction completion. Once this form is received in PPCC, the District should review the form for completeness, complete the Permittee Certification section of the form, and ensure the completed form is submitted to DEP or the County Conservation District (CCD) within 30 days of SCM construction completion.

NOTICE OF TERMINATION REQUIREMENT The Contractor is required to properly install and maintain all erosion control and National Pollution Discharge Elimination System (NPDES) plan requirements. Contact the Lackawanna County Conservation District (LCCD) six (6) months prior to project completion and conduct an inspection for entire project. Coordinate inspection activity with Licensed Profession Engineer. Inspect all erosion control BMP’s NPDES items of work. Generate a list of deficient items if found and plan to address them. Once accepted by the Department and LCCD, begin to complete work as specified in plan to address deficient item(s). Conduct additional inspections as determined by LCCD and Department until the Notice of Termination (NOT) is authorized by LCCD. It may be necessary to monitor areas after project completion to determine that proper stabilization or treatment has occurred. Be prepared to re-mobilize equipment and workers if required to complete items of work if acceptable stabilization has not occurred at contractor’s expense. Keep Department inspection staff informed regarding all of the above NPDES activity. When all/any deficient items are successfully completed, and the project is determined to be stable then complete Notice of Termination documentation for NPDES Permit and submit to PennDOT District's H&H Permit Coordinator . The NPDES Permit cannot expire prior to receiving Notice of Termination authorization. This is a mandatory requirement. If the contractor is non-responsive regarding completion of NPDES Notice of Termination requirements and the NPDES Permit expires, the contractor is responsible for all costs associated with re-submission of new NPDES Permit application.
