About this file

This is a Proposal Report for Pennsylvania Department of Transportation (PennDOT) Project 67578, a bridge replacement project in Wayne County, Pennsylvania. The project involves the replacement of existing structures on State Route 0296 and State Route 3030 over Van Aucken Creek in Waymart Borough. On SR 0296, an existing adjacent box beam bridge will be replaced with a reinforced concrete box culvert over a 135-linear-foot span, with minor approach roadway reconstruction and drainage improvements. On SR 3030, an existing corrugated metal pipe will be replaced with a reinforced concrete box culvert with concrete headwalls and wingwalls over a 350-linear-foot span, also including approach roadway reconstruction and drainage improvements. The project includes numerous bid items encompassing excavation, asphalt paving, drainage structures, bridge components, traffic control, erosion and sediment control, utility relocations, stream diversion devices, and temporary construction support systems. The bid is scheduled for letting on June 4, 2026, at 11:00 AM, with an anticipated notice to proceed of July 20, 2026, and required completion by December 9, 2027. A pre-bid meeting is not scheduled. The project is classified as a standard federal project under PennDOT oversight on a non-NHS route, requiring contractor prequalification.

The project cost range is $2,500,000 to $4,999,999.99, with structure work comprising 37 percent of the total contract value. Wage rates apply to this project, and no DBE set-aside is required, though Disadvantaged Business Enterprise requirements apply as federal funds are involved. The contract includes multiple special provisions addressing construction/holiday restrictions, notification requirements, road user liquidated damages (RULD) assessed at $2,710 per day for SR 0296 detour delays beyond 14 calendar days and $1,500 per day for SR 3030 detour delays beyond 164 calendar days, environmental and erosion control requirements, and permits including Water Obstruction and Encroachment Permit (expiring December 31, 2030) and PASPGP-6 verification. The project is funded federally and requires compliance with Build America, Buy America Act provisions, Buy America restrictions on steel and iron products, Executive Order 11246, and Title VI non-discrimination assurances. Contractor must maintain continuous construction operations, provide traffic control and public notifications, coordinate with emergency services and municipalities, and comply with fish commission requirements and bat species protection protocols specific to each route location.
