About this file
This is a Sole Source Notice of Intent from the Defense Information Systems Agency (DISA) announcing plans to award a sole source contract to Hughes Network Systems, LLC for Wireless Priority Services (WPS) in a 5G virtual, cloud-based telecommunications network. The scope includes voice, messaging, data, video, and information services, with optional tasks for National Security Emergency Preparedness prioritization. The work encompasses systems engineering, service acquisition, operations support systems engineering, vendor software development, and operations/maintenance functions, following the Systems Engineering Lifecycle process and Test and Evaluation Master Plan.
Interested companies must respond within 15 days with detailed capability statements, though no formal solicitation will be posted due to the sole source nature. The contract requires U.S. citizenship for all personnel and appropriate security clearances. NAICS code 517112 applies. The sole source justification cites 10 USC 3204(c)(1), as Hughes is currently identified as the only capable source based on responses to a previous Sources Sought notice. The contract will be managed by DISA's Defense Information Technology Contracting Organization, with Brittney Meyer and Brittany Haas serving as Contracting Officers and Devon Guyette as Contract Specialist.

SOLE SOURCE - NOTICE OF INTENT
The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Hughes Network Systems, LLC (hereinafter referred to as Hughes). A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.305.
The proposed contract action is for the specific work effort required of the contractor to provide Wireless Priority Services (WPS) voice, messaging, data, video, and information services (DV&IS) in a 5G virtual, cloud-based telecommunications network. Prioritization of National Security Emergency Preparedness video and data services are addressed through optional tasks to be executed during the lifecycle of the contract.
The design and development of WPS voice services includes systems engineering, service acquisition, operation support systems engineering, vendor software development, and operations, administration, maintenance, and provisioning (OAM&P) functions as approved by the Government. The Systems Engineering Lifecycle (SELC) process is the foundation of all service design and development actions and has specific milestones that must be met and accepted by the Government. Test and evaluation activities will align with the Test and Evaluation Master Plan (TEMP). The SELC process and the TEMP are completed simultaneously resulting in Government acceptance prior to any service implementation.
At this time, based on the Sources Sought responses received, Hughes is the only source capable of providing all necessary services in a 5G virtual, cloud-based telecommunications network.
The statutory authority for other than full and open competition is 10 USC 3204(c)(1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this service must indicate their interest in writing within 15 days, of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement.
The North American Classification System (NAICS) code 517112 will be used for determining company size status.
