About this file
This document is a Request for Information (RFI) regarding forensics capabilities required by the Air Forces Northern Command (AFNORTH). The RFI includes questions and answers related to the potential new requirement for Forensic Systems 822469376, which may or may not have an incumbent contract. The key details are:
The Government is seeking industry input on requirements such as data aggregation across multiple networks, recording of radio audio, interactive event reconstruction, automated bookmarking, and ingestion of tactical data link formats. The Government is open to industry recommendations on the best approach to consolidate and host these services. The vendor will be required to provide preventative maintenance, continuous monitoring, and a test support facility at Tyndall. The full lifecycle support, including system administration, ATO processing, patching, and operations, is intended to be within the scope of this potential future requirement. Industry questions are due by April 18, 2024 at 3PM CST, but no award date is provided.

RFI Forensics Capabilities Q&A
Question #1: Is the Forensics System 822469376 requirement a new requirement or is there a current incumbent contract?
Answer: Although there is a forensics system in place, as per the DOD Mandate, Forensics Systems 822469376 is a possible new requirement with no current incumbent.
Question #2: Please confirm all data will be on a single network and any red/black separation is already accounted for and outside the scope of this effort.
Answer: There are multiple networks, unclassified and classified. Data will need to be aggregated into one single classification (highest level).
Question #3: Please confirm there is a digital flight plan system, and they get loaded into BCS- F automatically when filed. Need a description of how this works, formats involved, etc.
Answer: There is no requirement to record flight plans outside of the weapon system.
Question #4: For recording radio audio, is the desire to:
a. Record audio for each operator, which will include radio and other audio together?
Answer: Yes.
b. For every radio in use at the site, record each radio audio channel individually?
Answer: No.
c. For every radio in use or not in use, record each radio audio channel individually?
Answer: No.
Question #5: For event reconstruction and analysis, please confirm the desire is for an interactive BCS-F vs video/audio only.
Answer: Yes, the Government is seeking an integrated audio and video processor for the weapon system.
Question #6: Regarding the bookmark requirement, is the intent of this to automatically bookmark based on GPS timing 24/7? Currently VADAAR 2 does bookmark, but it’s a manual function.
Answer: Yes.
Question #7: What protocols are expected to be captured and replayed? Are they all on the same network and can they be put back on the same network?
Answer: Multiple protocols exist, however, no proprietary protocols are involved.
Question #8: Can you expand on the 15 minutes of recording requirement? Is that amount of time significant?
Answer: The 15 minutes timeframe is based on projected file size. The Government is open to recommendations from industry for proper bookmarking.
Question #9: Please specify the number of FAA radars currently integrated at EADS, the data format, and the type of sensors…. ASR4/9, etc.….)
Answer: The radar data is already included into the weapon system, of which 300+ FAA RADAR are ingested.
Questions #10: Please specify the format of the Tactical Data Link to be collected and where in the EADS architecture this data will be collected for forensic reconstruction. At difference points within the EADS system, tactical data link data is in differing formats (simple- J/JREAP/RF-Link-16) In order to ensure a correct design, these formats must be known, the data collection points established and the analysis capability ready to ingest and report every event.
Answer: All data link formats are specified in CJCSI 6610.01F.
Question #11: What is the desired data collection point for this referenced source?
Answer: No flight plan collection is required.
Question #12: What is the format of this data collection point? Is it non-proprietary and is the gov’t willing to provide documentation to support parsing, ingestion, and analysis of this data post contract?
Answer: No flight plan collection is required.
As it relates to para 4 – Functional Characteristics.
Question #13: Does the gov’t have a preferred approved data tap they will direct us to use?
Answer: NSA data tap or approved Government product list is required.
Question #14: What is the definition of “RAPID REPLAY OF SYNCHRONIZED VIDEO” Please provide a definitive time for this requirement.
Answer: Definition is found in NI 10-175 / and dependent on level incident (24 hours to 30 days)
General Question #15: What is the government desired timeline for analysis products from the systems as it relates to RADAR, Tactical data link systems and other data collected outside of the video and audio replay capability.
Answer: Real time data collection with product analysis as directed and in accordance with NI 10-175 / and is dependent on level incident (24 hours to 30 days).
General Question #16: Is the gov’ts desire to make these systems work together on a single AFNORTH sponsored network?
Answer: The Government is open to Industry recommendations on best way to consolidate and host this service.
General Question #17: Is there to be a local and remote Preventative Maintenance Capability established under this RFP?
Answer: The vendor must follow required operation availability and must provide Preventative Maintenance.
General Question #18: Is there to be a design for an automated local and remote monitoring and logging fault analysis capability with these systems? If so, please state the requirements.
Answer: System must be designed to meet RMF requirements: Continuous Monitoring.
General Question #19: Is there a need to ensure these systems at EADS, WADS, AOC also have a test support facility at Tyndall for patching, systems, and tech refresh?
Answer: Yes, a test support facility is required at Tyndall.
General Question #20: Is there a need to have these systems interoperable with other Homeland Defense Systems around the country (JADOC/SMDC/MDP, etc.….)?
Answer: No.
General Question #21: Is the government soliciting this as a Prime contractor to be worked under a Prime as a subcontractor?
Answer: This cannot be determined at this time.
General Question #22: Will this be a small business set aside when proposed?
Answer: This cannot be determined at this time.
General Question #23 – While not stated, can it be assumed that this RFI should cover the entire scope of system lifecycle operations and this effort will be under that contract and not pieced out to other contractors already working for AFNORTH, i.e., the forensic systems as a whole will be maintained, operated, achieve an ATO and be 100% supported under this new contract structure? Efforts such as:
o Sys Admin o ATO/RMF Processing/submission o Patching of Ops Systems CONUS wide and test facilities o Day-to-day operations coordination with Users and A6/8/9 as required o Analysis from local and out sites as requested o Test Support from AFNORTH agencies o Software maintenance o Etc…
Answer: Yes.
General Question #24 – Please provide a process flow from initiation to delivery of Forensic products to enable our team to scope the LOE. Please include if the product is AUDIO, VIDEO or DATA….or all 3 for a multi-site analysis event. If this is not available, can you please describe the flow of request from Gov’t to this support activity and the expected level of involvement and timing for response and submission of products.
Answer: Please refer to the RFI.
