QUESTIONS & ANSWERS

Question 1: Will DISA be the procuring agency for this requirement?

Answer 1: Yes.

Question 2: Will DISA also be the administering office for the contract?

Answer 2: Yes.

Question 3: Is this the follow-on to Task Order HSHQDC17F00001 held by Leidos, Inc.?

Answer 3: No.

Question 4: If not, who is the incumbent?

Answer 4: AT&T, Sprint, and Verizon.

Question 5: Who is the Contracting Officer?

Answer 5: Jessica Penick

Question 6: The RFI states that it is DHS's Cybersecurity and Infrastructure Security Agency

(CISA) seeking input from industry. However, the Defense Information Systems Agency (DISA) is listed as the contracting agency on the solicitation page, but not listed at all in the RFI. Can you clarify which agency is running the program? Is DISA handing the program off to CISA?

Answer 6: DISA will be procuring the requirement and administering the contract on behalf of

CISA. CISA is the requirement agency that will be receiving/running the NS/EP services.

Question 7: In discussing 5G IOT, what types of devices are expected?

Answer 7: Any device that is able to initiate and transmit voice, data, video, or information with other devices across all types of networks and without the explicit need for human involvement.

Question 8: What is ECD's schedule for providing 5G priority requirements?

Answer 8: We are following the service provider's schedule, which will mean implementation in the FY24 timeframe.

Question 9: Does ECD seek to modify the current distributed carrier model and entertain a carrier as the prime for all carriers and/or allow a participating carrier to at in the role as the

Integration Contractor?

Answer 9: We have not discussed any changes to our current plan and do not foresee a single carrier as the Prime.

Question 10: Does the RFI have a formal ID, title, or numerical reference for tracking purposes?

Answer 10: The RFI reference ID is 822113934

Question 11: Would the government consider extending the deadline for DITCO receipt of vendor RFI responses for an additional 14 calendar days (4PM CST March 12, 2021)?

Answer 11: We will be extending both the Q&A and RFI response due dates by 2 weeks from the original due date.

Question 12: Please confirm that the cover page and table of contents do not count towards the

20 page limit.

Question 13: Would the government consider allowing tables and/or graphics to be used at an

8pt font size?

Answer 13: Please use 12pt font size for tables and/or graphics.
