About this file
This is a Sole Source Justification memorandum from the Department of the Air Force, Air Education and Training Command, dated 24 February 2026, documenting the rationale for a non-competitive award to TSM Consulting Services, Inc.
The 82nd Security Forces Squadron (82 SFS) at Sheppard Air Force Base seeks a sole-source award for comprehensive upgrade and maintenance services of the Texas Law Enforcement Telecommunications System (TLETS) infrastructure. The TLETS system is critical to daily security operations, enabling Base Defense Operations Center, Visitor Control Center, and Investigations personnel to conduct criminal background checks, verify driver's licenses and vehicle registrations, and identify potential threats to the installation. TSM Consulting Services, Inc. has served as the sole contractor since 2006, providing 20 years of exclusive experience and irreplaceable knowledge of the specific system and operational requirements. The justification argues that engaging any alternative contractor would create unacceptable mission degradation risks and costly delays due to a necessary learning period. The acquisition requires adherence to terminal-owning agency requirements under DAFMAN31-103v1, including T-0 waiver compliance for NCIC terminal operations, training, physical protection, and validations. Market research is marked as not applicable, and no statement of actions to remove barriers to competition is provided. The memorandum was approved by Kyle J. Contreras, Section Chief, 82 CONS/PKAA, and signed by Terry L. Ard, Deputy Director, and Kimberly L. Rico, Contracting Officer.

DEPARTMENT OF THE AIR FORCE
AIR EDUCATION AND TRAINING COMMAND
24 February 2026
MEMORANDUM FOR RECORD
FROM: 82 SFS/CC
SUBJECT: Sole Source Justification
REFERENCE: DAFMAN31-103v1, Integrated Defense (ID) Planning
1. Description of the Supplies/Services: This acquisition is for a comprehensive upgrade and maintenance of the Texas Law Enforcement Telecommunications System (TLETS) infrastructure. The TLETS system is an indispensable tool for daily security operations at Sheppard AFB. Personnel in the Base Defense Operations Center, Visitor Control Center, and Investigations section rely on it to conduct instant criminal background checks, verify driver's licenses and vehicle registrations, and proactively identify individuals who may pose a threat to the installation. Without a fully functional and secure TLETS, the ability of our Security Forces to perform these essential duties is severely hampered, which directly compromises the safety and security of the entire base.
2. Efforts to Obtain Competition: To ensure uninterrupted support and maintain continuity for the critical Texas Law Enforcement Telecommunications System (TLETS) at Sheppard Air Force Base, we recommend a sole-source award to TSM Consulting Services, Inc. Since 2006, TSM has been the sole and primary contractor responsible for all servicing, support, and maintenance of the TLETS infrastructure.
Their 20 years of exclusive experience has provided them with unparalleled, in-depth, and irreplaceable knowledge of our specific systems and operational requirements. Procuring services from any other contractor would introduce unacceptable risks, likely to cause significant mission degradation and costly delays. Engaging a new contractor would create a substantial and risky learning period while they attempt to gain the requisite expertise, making TSM's continued service the only viable option to guarantee the required level of support without compromising the integrity of this essential law enforcement network.
3. Market Research: N/A
4. Other Factors: Requirements to adhere to terminal-owning agency requirements and responsibilities require a T-0 waiver IAW DAFMAN31-103v1, para 3.4.1. S2 and S5 will maintain a Federal NCIC terminal. DFCs may operate or procure a State-controlled NCIC terminal at cost to the unit. If units elect to operate or procure a State-controlled NCIC terminal, DFCs ensure users comply with operating directives provided by the respective state Criminal Justice Information Services Systems Officer (CSO).
No user of a State-controlled NCIC terminal will obtain advanced roles within the state system for entry, corrections, or removal of records. Para 3.4.4. Agencies receiving NCIC services will adhere to the written requirements and responsibilities provided by the terminal-owning agency. (T-0) Written requirements include training, physical protection and validations.
5. A Statement of the Actions, If Any, The Agency May Take To Remove Or Overcome Any Barriers To Competition Before Making Subsequent Acquisitions For The Supplies Or Services Required: N/A
