Yellow Ribbon Reintegration Program 81st Reserve Division
(Questions/Answers)
1. Page one of the PWS under OBJECTIVES: Your office has added the following: This is not a solicitation for event planning services or 3rd party vendor planning services. If offer which requires the Government to execute a separate agreement with a third party vendor shall be deemed technically unacceptable.
o Please provide more detail/ a more accurate definition of who is considered a 3rd party vendor planning service? In section 2.18, you have defined a third-party vendor - but not a 3rd party vendor planning service.
o In section 2.2, you have defined a contractor as a supplier or Contractor awarded a contract to provide specific supplies or services to the Government. The term used in this contract refers to the prime.
Is your goal to work directly with a hotel?
Are you saying you will not accept a proposal unless it comes directly from a hotel?
In this situation, unless you are looking to work directly with a Hotel, our company and any of our competitor companies would be the PRIME on the contract, and you would only be executing one agreement.
o In the above statement, you note: If offer which requires the Government to execute a separate agreement with a third-party vendor shall be deemed technically unacceptable.
When our team secures a contract, the Government is only working with our team, and we are subcontracting with our industry partners. In this instance-would our proposal still be technically unacceptable since we are not a HOTEL?
Government response:
1a. A third-party vendor is a company or entity with a direct written contract to provide products or services to the Government customer on your organization's behalf, and requires the Government customer signatory authorization.
1b. Refer to Government response 1.
1c. This requirement is unrestricted, therefore hotels are eligible to respond to the solicitation.

1f. Any offeror that responds to the solicitation will be evaluation IAW the solicitation sections L&M.
2. The new base period dates (PWS 1.5-1.5.5) do not follow the fiscal year calendar, but the Conformed Solicitation-W9124C21R0004-81st Yellow Ribbon Section B- Supplies or Services & Prices are by fiscal year.
o How many events will you be hosting in each fiscal year? This information is essential to know so we can apply pricing by CLINS.

Government response:
Per Attachment 2 the events for all the years pertaining to the solicitation are included and are subject to changed due to COVID 19 requirements/limitations, i.e social distancing, mask requirements, as well as testing onsite if applicable IAW hotel guidelines.
3. Will the Government be providing ALL of their own AV equipment for each event?
Government response: Reference 5.3.1.2 of the PWS. Hotel shall be capable of providing storage space for Audio visual equipment.
4. Are the Event Dates from the prior solicitation still accurate? If not, can you please provide the updated dates?
Government response: Refer to Government response for Q2.
5.
