About this file
This is a market research survey issued by the Defense Logistics Agency Troop Support (DLATS) regarding NSN 8110-00-965-2313, Drum, Fabric, Collapsible. DLATS is gathering industry expertise to inform the acquisition strategy for this item prior to issuing a formal solicitation. The anticipated contract will be structured as an Indefinite Quantity Contract with a base term of either one or two years and potential option periods, with a maximum total contract duration not to exceed five years. Responses must be submitted to Taylor Barletta at taylor.barletta@dla.mil by close of business Thursday, September 10, 2026. The Government estimates annual demand at 300 units and is considering implementing a one-time guaranteed minimum for the base year only, with no guarantees for option years.
The survey requests detailed information across 20 topic areas including whether the item qualifies as commercial or commercial off-the-shelf (COTS) under FAR 2.101, material composition and cost drivers, production rates and capabilities, transportation and delivery logistics, standard lead times, pricing (both base and for option years out to five years), minimum and maximum ordering quantities, surge capacity requirements, EDI communication capabilities, and any manufacturing or supply chain challenges. Respondents must address pricing methodology preferences, including willingness to accept Economic Price Adjustment (EPA) clauses tied to Producer Price Index formulas with a maximum 10% annual increase cap. The survey explicitly states that responses are confidential and non-binding, and that no information provided should be interpreted as a solicitation for offers.

DLA Troop Support (DLATS) is conducting market research on the above item to determine an acquisition strategy that will enhance our support of military customers worldwide as well as to determine what your industry will be capable of providing with respect to the required item. For this reason, DLATS would appreciate your firm sharing your expertise and insight into how this item can be most efficiently procured.
DLATS anticipates issuing a solicitation for the referenced item under an Indefinite Quantity Contract. The contract may be for a term of one year or two years. It should be noted that this inquiry, in no way, should be interpreted as a solicitation for offers. No information provided in response to this inquiry will be considered binding between the vendor and the Government. With these facts in mind, it is requested that you review the items listed above and answer the questions on the attached pages. The answers you provide will remain confidential. Please return this survey to Taylor Barletta, by close of business Thursday, September 10, 2026, by email at taylor.barletta@dla.mil.
