About this file

This is a Limited-Sources Justification (LSJ) prepared by NASA's IT Procurement Office for a sole-source renewal contract with Esri, Inc. for ArcGIS Software Maintenance in Fiscal Year 2027. The contract action is a firmed-fixed renewal under GSA Federal Supply Schedule (FSS) Contract #GS-35F-253CA, utilizing Special Item Numbers (SINs) 511210 (Software Licenses) and 54151 (Software Maintenance Services). The estimated period of performance is October 1, 2026, through September 30, 2027. The procurement justifies sole-source award based on FAR 8.401(b)/GSAM 538.7104-3(b)(ii), establishing that only Esri possesses the unique and highly specialized capabilities required as the original developer and manufacturer of the proprietary ArcGIS platform.

The justification documents that Esri's maintenance services are mission-critical to NASA's operations, providing software updates, security patches, bug fixes, version upgrades, license management, product lifecycle support, and direct manufacturer technical assistance across all NASA centers. NASA's enterprise-wide implementation encompasses integrated databases, configurations, custom applications, and COTS toolchains deeply embedded with facility, environmental, real property, utilities, and asset-management systems. The document establishes that alternative GIS platforms such as Atlas, QGIS, Mapbox, Google Maps Platform, and Maptitude cannot provide Esri's proprietary access, licensing authority, or manufacturer-level resources. The Procurement team confirmed in writing that only Esri can provide the required software maintenance. Migrating to an alternative platform would necessitate full security recertification, Authority to Operate (ATO) processes, significant data migration and validation, system integration testing, user retraining across all centers, and would constitute a multi-year, cost-prohibitive effort costing tens of millions of dollars while risking mission disruption and noncompliance with NASA IT Security and Federal Security mandates. Prior to contract execution, Esri will submit a quotation for evaluation and negotiation to ensure fair and reasonable pricing.

NASA IT Procurement Office (ITPO)

LIMITED-SOURCES JUSTIFICATION

For Esri ArcGIS Software Maintenance FY27 – Contract (#GS-35F-253CA)

This is a Limited-Sources Justification (LSJ) prepared by the National Aeronautics and Space

Administration (NASA) IT Procurement Office (ITPO).

This action is for a firmed-fixed renewal for Environmental Systems Research Institute, Inc.

(Esri) ArcGIS Software Maintenance. This provides NASA with continuous support and entitlement services for its existing Esri ArcGIS licenses and products. This maintenance ensures uninterrupted access to proprietary software updates, security patches, bug fixes, and version upgrades released by Esri. It also includes license management services, product lifecycle support resources, and direct manufacturer technical assistance for troubleshooting and optimizing ArcGIS deployments across NASA centers. These maintenance services ensure operational reliability, cybersecurity compliance, and sustained functionality of mission critical- geospatial tools used throughout the agency.

It is anticipated that award will be made to Esri, Inc. under General Services Administration

(GSA) Federal Supply Schedule (FSS) GSA Contract # GS-35F-253CA, Environmental Systems

Research Institute, Inc, Special Item numbers (SIN) 511210 Software Licenses and 54151

Software Maintenance Services, The total estimated price of the proposed order is and the estimated period of performance is October 01, 2026 – September 30, 2027.

Authority Cited: The statutory exception supporting the placement of this order that exceeds the

SAT on a sole source basis is:

FAR 8.401(b)/GSAM 538.7104-3(b)(i). The need is of such unusual urgency that following normal procedures would result in unacceptable delays in fulfilling the need.

FAR 8.401(b)/GSAM 538-7104-3(b)(ii). Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.

FAR 8.401(b)/GSAM 538.7104-3(b)(iii). The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis.

FAR 8.401(b)/GSAM 538.7104-3(b)(iv). It is necessary to place the order with a particular FSS contractor to satisfy a minimum guarantee established in the FSS BPA.

FAR 8.401(b)/GSAM 538.7104-3(b)(v). A law expressly authorizes or requires that the purchase be made from a specified source. Identified law is:____________________________

FAR 8.401(b)/GSAM 538.7104-4(b)(1), Items peculiar to one manufacturer. The particular brand name, product, or feature is essential to the NASA’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the need.

Rationale:

In accordance with FAR 8.104(b)/GSAM 538.7104-3(b)2, justifications must include sufficient detail and supporting rationale to support the exception used. The detail and supporting rationale to support the exception used is provided below:

FAR 8.401(b)/GSAM 538-7104-3(b)(ii), only one capable source/unique or highly specialized:

Exclusivity: Esri, as the original developer and manufacturer of the proprietary ArcGIS platform, is the only source possessing technical knowledge, development resources, licensing infrastructure, and manufacturer-level support capabilities required to maintain NASA's existing environment. ArcGIS serves as the foundational geospatial platform at all NASA centers, supporting mission-critical operations including visualization and analysis of real property data for long-range planning and facility-use reporting, location-enabled management of

National Environmental Policy Act (NEPA), Cultural Resource Management (CRM), Environmental Compliance and Restoration (ECR), Environmental Resource Tool (ERT) data, and record keeping for utilities, asset locations, and floorplans.

NASA's ArcGIS implementation encompasses enterprise databases, configurations, extensions, services, and custom applications deeply integrated with facility, environmental, real property, utilities, and asset-management systems, as well as Commercial off the Shelf (COTS) toolchains such as Microsoft and Oracle. Maintaining these integrated components requires manufacturer-level knowledge of ArcGIS architecture. Esri's maintenance program provides the software updates, patches, and technical support necessary to sustain these systems.

This requirement is specifically for continued maintenance of NASA's existing Esri ArcGIS licenses and products, including proprietary software updates, patches, licensing entitlements, product lifecycle resources, and manufacturer technical support. Alternative GIS platforms such as Atlas, QGIS, Mapbox, Google Maps Platform, and Maptitude do not possess Esri's proprietary access, licensing authority, or manufacturer resources necessary to provide these maintenance services. Additionally, Esri’s platform is vetted and compliant with NASA IT Security and

Supply Chain Risk Management (SCRM) requirements. Accordingly, no alternative contractor can fulfill NASA's requirements without replacing or substantially re-engineering the existing

ArcGIS environment. The Procurement team confirmed in writing that only Esri can provide the required software maintenance as outlined in the Bill of Materials and does not have any approved resellers.

A lapse in maintenance would immediately halt update and patch capabilities, resulting in degraded mission services, incompatibility across integrated systems, and noncompliance with

NASA IT Security and Federal Security mandates. This risk extends to mission planning, compliance efforts, and life-safety systems across the agency. Obtaining these capabilities from another source would require either operating without manufacturer maintenance or migrating to a different GIS platform. Migration would necessitate a full security recertification and Authority to Operate (ATO) process, introduce unknown supply chain risk, and require significant data migration and validation, system integration, testing, documentation, and user retraining across all centers. This will also lead to contract cancellations and recompetes agency wide. Such an effort would be cost prohibitive and constitute an unplanned, multi-year process, costing tens of millions of dollars in IT and labor resources, not including the value of delayed or disrupted missions.

In summary, Esri is the only source capable of providing the required manufacturer-level maintenance for NASA's existing ArcGIS environment. Given the enterprise-wide dependency, unique interoperability requirements, and mission-critical nature of these GIS functions, any alternative would necessitate replacing or substantially re-engineering the agency's entire enterprise GIS architecture. Additionally, the Contracting Officer has determined that the anticipated cost to the government will be fair and reasonable, as indicated by the signature on this document. The Contractor will be required to submit a quotation to be evaluated and negotiated by the Government. Prior to execution of the contractual instrument, a quotation analysis will be performed. The quotation analysis will ensure that the final agreed-to price for the contract action is fair and reasonable.
