About this file
This document provides answers to questions from potential offerors on an amendment to solicitation number 80TECH23Q0050 for a Facility Data Acquisition System for NASA Glenn Research Center's Neil A. Armstrong Test Facility. The amendment clarifies requirements for sample rates in the range of 1-4 kHz, 50-56 kHz, and 250-260 kHz. It also makes available the referenced Common DAC System Architecture Specification and confirms that faster delivery times will not be weighted for award. The amendment requires offerors to provide the design details for site preparation and installation in their first milestone and states that the listed output formats of CSV and UFF58 are minimum requirements, with additional formats accepted.

Questions and Answers
Question #1:
Are the documents outlined in Appendix C required as part of the RFQ, or are they the deliverable as defined in Section 11. Milestones to be 80% complete 90 days after award?
NASA Response:
The documents outlined in Appendix C are required to be provided as part of the delivery schedule in Section 11.
Question#2:
F3.3 and F.2.2 defines a 250 kHz sample rate, which not the industry-standard A/D processor uses as a standard. Is this a typo? If a specific vendor achieves this sample rate, it could be exclusionary to other small businesses.
NASA Response:
Not a typo, but we would be open to a range for each Sample Rate rather than a specific value. Namely:
• F.3.3 and F.2.2 shall be updated as follows:
• F.2.2 (pg. 48) should be ranges; namely;
1. 1 kSPS > f1 > 4 kSPS
2. 50 kSPS > f2 > 56 kSPS
3. 250 kSPS > f3 > 260 kSPS
• F.3.3 (pg 50) should reference the f3 frequency defined in F.2.2
Question 3:
Will faster delivery times (< 120 days) be weighted for award?
NASA Response:
No
Question #4:
F.5.1 – Can the document “Neil A. Armstrong Test Facility Common DAC System Architecture Specification v1.0” be made available on the RFQ? (The software must conform to this document, so a link or download would be necessary to provide a quote.)
NASA Response:
The content of the document that F.5.1 (page 53) references has been embedded content in the PR as pages 31 – 45.
80TECH23Q0050/P00003
F.5.1 should be updated to read, “Software Architecture conforms to the Neil A. Armstrong Test Facility Common DAC System Architecture Specification as described in sections 2 through 7 above."
Question#5:
A delivery of 1024 channels is normally accompanied by the installation of the hardware into rollable equipment racks. Would you like us to include these racks and installation?
NASA Response:
Section 11, Milestone #1 requires delivery of the design details relating to the site prep and installation pre-requisites.
Question#6:
F.6 - The data export formats of CSV and UFF58 are older standards. Can you confirm the list of additional required formats?
NASA Response:
The output formats listed are the minimum required output formats. We would welcome additional formats, but they are not required.
F.6.3 from user selectable time ranges
F.6.4 in user selectable formats
F.6.5 in the CSV format
F.6.6 in the UFF58 format
