STATEMENT OF WORK (SOW) / PERFORMANCE WORK STATEMENT (PWS)
NITROGEN GENERATION SYSTEM SERVICE CONTRACT
NASA/Stennis Space Center (SSC) has a need for a Gaseous Nitrogen (GN) Generator at the High Pressure Gas Facility (HPGF), Building 3305, Stennis Space Center, Mississippi, needed for purging and pressurization for NASA’s Stennis Space Center’s A, B, and E test complexes. Stennis Space Center currently utilizes a liquid vaporization system, with cryogenic nitrogen pumps, heat exchangers, and a cross-country, site-wide distribution piping network to provision its multiple test stands with high purity (99.99%N2) high pressure (2,700 – 4,000 psi) gaseous nitrogen. Used as a pressurant during hot-fire static engine testing and continuously as a purge gas, SSC consumes on the order of 100 tons per calendar day of LN2, equating to approximately 115,000 SCFH or 1,900 SCFM. Current production pressurizes to 4,000 psi and expends down to 2,700 psi on roughly a twice-daily basis. SSC is in the process of locating a provider of a nitrogen generation system provider whose system will supplement the existing system and meet the requirements for high purity, flow and pressure. During times of emergency, such as after major hurricanes or when liquid nitrogen deliveries are interrupted, the nitrogen generation system becomes more critical. At those times it is expected to reduce risk to NASA’s Stennis Space Center’s Test Complex by reducing the demand for liquid nitrogen deliveries. The nitrogen generation system’s nitrogen production will fall short of Stennis demands for gaseous nitrogen intentionally. This is planned in order to continue to require a small demand on the existing liquid vaporization (LV) system. The LV system will be required for certain scenarios at Stennis and must be maintained. Therefore, SSC seeks to contract out the production of the commodity with an interface developed between a commercial GN2 production unit and SSC’s existing piping network. SSC would thus provide adequately prepared physical space, electrical utilities, makeup cooling water and interface tie in valves and piping, while the awardee would provide high purity, flow and pressure gaseous nitrogen in accordance with the following technical specifications. The gaseous nitrogen will be distributed throughout the test complex via the existing cross-country pipeline system. It will supplement the existing liquid vaporization system.
The contractor will provide all labor, materials supplies, supervision, equipment, and services (except as otherwise may be provided) and perform all work and operations necessary to install and furnish a gaseous nitrogen generation system at Stennis Space Center. The contractor will also provide labor and material required to perform routine maintenance and repair of the contractor provided portion of the system in accordance with contractor standard operating procedures. The contractor will provide all connectors required to interface to the Government owned nitrogen system interfaces (including power, communication, nitrogen piping, makeup cooling water, etc.) at the HPGF.
The contractor provided nitrogen generation system will separate nitrogen from ambient air per the Performance Criteria below.
Performance Criteria:
Design Supply Pressure: 4000 psi Design Flow Rate: 2 X 450 SCFM for a total system output of 900 SCFM (+/- 5%)
Purity – System provider will provide gaseous nitrogen as per MSFC-STD-3535; MIL-PRF-27401 (Grade B)
Downtime - During emergency conditions*, total downtime allowed will not exceed 6 hours. During non-emergency conditions, preventive and corrective maintenance periods exceeding 3 hours of downtime will require pre-coordination with the customer. Unexpected downtime will not exceed 180 hours annually nor 6 hours per event.
*Emergency conditions include times where liquid nitrogen deliveries are not available due to natural disasters such as hurricanes or when other events disrupt the flow of liquid nitrogen to Stennis Space Center.
Anticipated Major Equipment Descriptions:
Air compressor: An intake main air compressor will be required for the nitrogen generator.
Adsorbtion System: Filtered and chilled air from the compressor will be fed to the adsorbtion system. It will contain equipment for further chilling, dehumidifying, and purifying the process air before it enters the following system.
Distillation System: The distillation system liquefies and distills the process air into gaseous nitrogen. It will be outfitted to be maintained with appropriate platforms and stairwells.
Gaseous Nitrogen Booster Compression System: Nitrogen flowing at the required rate and purity from the previous sub-system will require compression to meet the NASA Stennis Space Center Test Complex’s pressure requirement. Multiple stage compressors are the most likely choice to raise this pressure to the required nitrogen supply pressure of 4,000 psig.
Cooling Water System: A cooling water system with associated pumps, water treatment, and controls will be required to maintain temperatures of various components within the Nitrogen Generation System.
Control system: Process control will be required for the Nitrogen Generation System, enabling remote monitoring and control of the plant. For start-up, manual, attended operation is expected. Once stable operation has been attained by the operator, the plant will be expected to be switched to unattended mode to be monitored and controlled remotely.
Following installation, the contractor will be required to demonstrate that the installed nitrogen generation system meets the purity, flow rate and pressure requirements (per the Performance Criteria). The Government reserves the right to independently validate that the nitrogen generation system meets the Performance Criteria.
Maintenance: Scheduled maintenance by the contractor will be on a non-interference basis with major Test Complex operations (ex: Hot-Fire Tests, Wet Dress Rehearsals, Tank Tuning, etc.) and coordinated in advance with the Government. Response to non-scheduled maintenance (due to equipment failure, etc.)
will be no more than 1 day (including weekends) from notification by the Government.
