Significance of an Even Numbered Vs. Odd Numbered Wage Determination (WD)
Odd Even
Wage determinations (e.g., 15-5447) require the contractor to satisfy the health and welfare fringe benefit requirements on a “fixed cost” per employee basis. (fringe benefits must be paid on both productive and non-productive hours)
Wage determinations (e.g., 15-5448) only apply on contracts where an even-numbered service wage determination applied to the preceding contract of the same federal agency for the same services in the same location. These wage determinations allow the contractor to comply with the fringe benefit requirement on an “average cost” basis. (fringe benefits need only be paid on productive hours)
For active contracts using odd-numbered WDs, the CO will use the odd-numbered WD for your WD modifications
For active contracts using even-numbered WDs, the CO will use the even-numbered WD for your WD modifications.
The DASS procurement will use Odd WD’s
Even Wage Determination Average Cost Fringe Benefit Example
Productive hours = all hours worked, including overtime Excludes holiday, sick, and vacation leave Not limited to 40 hours a workweek and 2,080 hours per year Group average used as basis verses every individual employee.
Illustration of how fringes are calculated and paid under a contract having an Even Wage Determination
*Fringes paid on behalf of individual employees may vary as long as the average paid to all meets the minimum $4.22 per hour prescribed by the WD
Note: all numbers shown are hypothetical for illustrative purposes and shall not be construed as an indicator of actual amounts that would be used under any particular contract.
